REPORT
1. PROPOSAL
The applicant seeks approval to change the existing development approval.
The changes primarily relate to the built form of the proposed Wellbeing Type 2 - Social
community house proposed near the tennis courts in the south west corner of 5 Rufous Street.
The proposal is to remove the earth ramp and roof terrace resulting in a change to the built form.
A change to the internal floor layout is also proposed. The changes are a result of stakeholder
consultation, budgetary considerations and Council’s Project Control Group input. Figure 1
below shows proposed 3D perspectives of the proposal and Figure 2, the proposed floor plan.

3. ASSESSMENT
3.1. Instruments for Statutory Assessment
Under the Planning Act 2016 the application must be assessed against each of the following
statutory planning instruments to the extent they are relevant to the development:
State Planning Policy;
South East Queensland Regional Plan;
Planning Regulation 2017;
The Noosa Plan.
The whole of The Noosa Plan is applicable but the following codes are most relevant to this
application:
Eastern Beaches Locality Code
Community Uses Code
3.2. Statutory Process
The applicant has requested to make a minor change to a development approval under s78 of
the Planning Act 2016. An application for a minor change to a development approval can only be
made in circumstances where a change would constitute a ‘minor change’.
The proposed change to the development approval requested by the applicant is determined to
constitute a minor change on the grounds that:
the development would not result in substantially different development as the use is not
changing;
the change does not include prohibited development;
the change would not require the application to be referred to an additional referral agency
or cause a referral agency to have regard to new mattes prescribed by regulation; and
where the original application was code assessable, the change would not cause the
application to become impact assessable.

considerations, the applicant seeks to remove the earth ramp and roof terrace, change the built
form and amend the internal layout of the community house. No other changes to the

The internal layout changes reflect community consultation and provide more functional and
useful spaces for the community and raise no planning concerns.
Section 10
GENERAL COMMITTEE MEETING AGENDA 17 DECEMBER 2018
Built form
The built form is quite different to that approved, as the earth ramp and roof terrace were
dominant features of the design. The proposed building footprint remains generally as approved.
The proposal is articulated, uses aluminium timber-look screening devices, incorporates
generous covered outdoor spaces and a split level roof design with high level windows which
provide internal natural light and interest to the building.
The roof pitch is less than the Probable Solution which requires the main roof to be a minimum of
5°. The main skillion roof is 3° with the surrounding outer hip roof a lesser pitch. The Specific
Outcome seeks roof form is articulated, complements the surrounding area and avoids box
profiles/parapets. Although a low pitch, the roof form is not a box profile and does not use
parapets. Furthermore, eaves are provided to the perimeter of the building and the articulated
roof design and generous balconies overall provide an interesting roof form and building design
which complements the Digital Hub’s design and Peregian Beach village vernacular and is
considered to comply with the Specific Outcome for roof form.
Although the architectural dominant features of the earth ramp and roof terrace have been
removed, importantly, the proposed building provides an interesting, functional and efficient
community space which has been designed in consultation with the relevant community
stakeholders. The proposal does not raise any significant planning concerns and is
recommended to be supported.
4 CONCLUSION & REASONS FOR DECISION
The proposed changes to the built form and floor layout are in accordance with the Planning
Scheme and do not raise any planning concerns and are recommended to be approved.

EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Director Executive Services to the General Committee
Meeting dated 17 December 2018 detailing the changes made to the organisational structure and
position establishment since 1 July 2018 and approve the new organisational structure provided
at Attachment 2 to the report
REPORT
The purpose of this report is to highlight changes which have occurred to the organisational
structure since 6 July 2018 and to seek Council approval to vary the number of equivalent full
time (EFT) positions of the following Departments:
Corporate Services;
Environment and Sustainable Development; and
Infrastructure Services.
The organisational structure was approved at Council’s Special Budget Meeting of 6 July 2018
(refer to Attachment 1). The number of permanent EFT positions identified within the organisation
structure was 368.14.
Any change to the approved EFT must be approved by Council and adequate funding must be
provided for within the budget.
Since 6 July 2018 a number of changes have occurred to the organisational structure and these
are summarised in the following sections of the report.
The overall effect of the proposed changes is an increase of 1.7 additional permanent EFT
positions i.e. from 368.14 to 369.84 (refer to Attachment 2).
This report also identifies current temporary positions with terms greater than 1 year which are
predominantly project based. Temporary positions are not included in the EFT count.
Section 31
GENERAL COMMITTEE MEETING AGENDA 17 DECEMBER 2018
Proposed Changes to the Organisational Structure
The following section outlines a number of proposed changes to the permanent structure.
Corporate Services Department
The abolishment of the vacant permanent full time position of GIS Officer, ICT Branch as a
result of elements of the role now being outsourced, the restructure of the GIS team to realise
multi skilling opportunities and the increase in resourcing within the Asset Management
Branch which now incorporates the majority of responsibilities in the vacant position. The
abolishment of the position will decrease the EFT by 1 EFT;
The creation of a new permanent part time position of Project Support and Administration
Officer following an internal review of Administration resources across the Departments. This
position is required to provide administrative support to the Director and the Department and
will increase the EFT by 0.6 EFT; and
The creation of the temporary full time position of Procurement and Contracts Advisor (two
year term) was an approved PMI in the 2017/18 budget. Approval is now sought to convert
this position to permanent full time. The position is required to maintain the required level of
specialist procurement and contract support to the organisation and will increase the EFT by
1 EFT.
The effect of the proposed changes is to increase the EFT by 0.6 from 41 to 41.6.
Environment and Sustainable Development Department
The creation of a new permanent part time position of Project Support and Administration
Officer following an internal review of Administration resources across the Departments. This
position is required to provide administrative support to the Director and the Department and
will increase the EFT by 0.6 EFT.
The effect of the proposed change is to increase the EFT by 0.6 from 44 to 44.6
Executive Services Department
The creation of a new permanent part-time position of Customer Service Liaison Officer (0.6
EFT) and the corresponding reduction in the EFT for casual Customer Service Officers. This
is in accordance with the findings and recommendations of the Service Review of the
Customer Service Branch. This position will not impact the EFT.
There is no effect on the EFT for the Department.
Infrastructure Services Department
The creation of a new permanent part time position of Administration Support Officer (0.5
EFT) to provide additional support to the Works Operations Administration Team in the
administration of tree related requests. In the 2017/18 budget Council approved a PMI to
provide additional labour hire funding to the Parks and Gardens team to engage
administration support to better manage tree related issues (i.e. the salary equivalent to 0.5
of a position). Consistently high volumes of requests and the review of branch operations
has identified the need for an additional 0.5 EFT Administration Support Officer position on a
permanent part time basis. While there is currently no provision in the current budget to meet
this additional salaries cost, the Civil Operations Manager has advised that it can be funded
from savings within the current budget. A submission will be made to BR3 and to the
2019/20 budget. The creation of this position will increase the EFT.
The effect of the proposed change is to increase the EFT by 0.5 from 123.8 to 124.3
Page 31 of 44
Section 32
GENERAL COMMITTEE MEETING AGENDA 17 DECEMBER 2018
Summary
The overall effect of the proposed changes is to increase the permanent EFT of the organisation
by 1.7 i.e. from 368.14 to 369.84, refer Attachment 2.
Temporary Positions
As previously identified, temporary positions are not included in the EFT as they are project
based with specific terms i.e. start and end dates. They have been included in this report
because of their budgetary implications in the short term (i.e. 1-3 years).
Details about current active temporary positions are provided for Council’s information, refer to
Attachment 3.
Previous Council Consideration
Special Meeting, 6 July 2018, Item 7, Page 11
That Council note the report by the Chief Executive Officer to the Special Meeting dated 6 July
2018 and adopt the Noosa Council Organisational Structure as set out in Attachment 1 to the
report.
Finance
Provision exists within the 2018/19 budget to fund the proposed changes to the permanent
organisational structure however these should be reviewed at BR3 and there will be a direct
impact on the salaries expense in future budgets.
Risks & Opportunities
The proposed changes to the EFT and organisational structure are the result of emerging issues
and the need for greater administrative and professional support in the delivery of Council
services.
The proposed changes have been reviewed by the Executive Team and are supported.
In relation to temporary positions, a potential risk is that under the current Noosa Council
Certified Agreement 2018, a casual or maximum term employee working on a systematic and
regular basis for a period of 12 months may apply to convert their status to permanent full time or
part time depending on the average hours worked over the preceding 12 months. Conversion
would not occur if the appointment was for a specific project or relieving staff on leave for a
specified period of time where there is a defined end date.
Temporary positions provide flexibility for Council particularly in the delivery of significant projects
where specialised skills or experience is required.
