SUBMISSION
Material Change of Use Application MCU14/0106
Noosa Civic Shopping Centre Expansion
This Submission in support of the Application is made by Think Planners Queensland of 13 Whyandra Close, Doonan. In supporting the Application, we comment as follows:
Need

The material and facts presented by Cardno HRP and community support adequately demonstrate there is a need for expansion of outlets that improve the range of retail offerings in the centre.
The expansion will lead to a more vibrant centre providing residents with the opportunity to buy items

Alternative Distribution of Land Uses

There is currently limited demand for non-retail / commercial office uses nor is this likely to emerge in the future. The factors influencing this include the fact that Council’s reluctance to allow new residential development in the Shire means that the likelihood of more offices is unlikely.
Rents in new commercial developments exceed budgets of small businesses.
The planning for the Noosa Business Centre has far too many different land use types.
The best use for the land is retail to the exclusion of new office development.

Impacts
Much has been suggested that the expansion of retail at Noosa Civic will impact on Noosa Junction which flies in the face of what happened when Noosa Civic first opened.
A move by Target to Noosa Civic is a commercial decision, that will result in a larger store with an improved range of goods
We note that Urban Economics provided a supportive review of the Stockwell proposal in November 2008. A copy of their report is attached
Our view is that the proposal has no unacceptable or negative impacts and should be approved.
