INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 3 MARCH 2015
Determining the LRRS network and advising changes to the Roads & Transport Alliance
Board (representatives from Transport & Main Roads and Local Government Association of
Queensland).
The NSEQRR&TG is comprised of representatives from four Councils:
1. Noosa Council;
2. Sunshine Coast Regional Council;
3. Moreton Bay Regional Council; and
4. Somerset Council.
This request for amendments will be presented to the group on 27 February 2015.
2. Transport Infrastructure Development Scheme (TIDS)
The TIDS provides funding to local governments for transport related initiatives which support
State government objectives.
Funding categories applicable to Noosa Shire are:
1. Construction or upgrade of Local Roads of Regional Significance (LRRS);
2. Development of cycle-ways, shared paths and crossing provisions; and
3. Provision/upgrade of road and transport infrastructure that improves the safety of children
travelling to and from school.
All funds are to be matched dollar for dollar by Council.
For the current financial year all funds allocated to Noosa Council by the NSEQRR&TG are being
spent on improvements to road and transport infrastructure that improves the safety of children
travelling to and from school.
Funding for the 2015/2016 financial year is expected to increase due to the method used by the
State government in allocating funding based on the number of Council’s within regional roads
groups, resulting in a larger allocation to the Group and Noosa Council.
3. Local Roads of Regional Significance (LRRS)
The LRRS is a network of roads of similar function owned by state and local governments.
Criteria for LRRS are that they:
1. Provide a primary connecting function across more than one local government area within a
regional road network;
2. Form a key part of economic development strategies within local government areas (major
access to rural, agricultural, industrial);
3. Play a key role for regional industry and access to attractions of regional significance and
major natural resources;
4. Connect shires, towns, cities and regions and provide travel time and distance savings to
commuter routes;
5. Provide access from a higher order regional road to rail head, freight depots, ports and major
airfields;
6. Provide access to regionally significant institutions (community health, education, recreation,
youth, aged care and entertainment facilities); or
7. Form the only access to a remote community.
