INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 3 MARCH 2015
Osher Review of the Cooroy Butter Factory Arts Centre Report | 11
4. Council policy priorities
Where relevant, how does this proposal align with Council policy and, where relevant, to
government policy priorities?
5. Outcomes
In general, the overall outcomes expected to be achieved by this concept would be developed
at a later stage. Intended short, medium and long term outcomes, including financial
sustainability may be flagged.
6. Comparative assessment
Finally, what is the comparative assessment of this proposal? How does this option compare
with the other proposed options? What are the pros and cons?
Summary of proposals and assessment
The following section summarises the key points in each of the five lead concepts submitted in
written proposals to Council. These are included in Appendix B as attachments to this report,
with the exception of the Council Managed Model, which should be generally viewed as
maintaining the status quo. Each proposal provides significant additional detail that should be
reviewed in assessing the merits of each proposal.
1. Managed by One Tenant - U3A Noosa
* Concept: U3A, leases the Butter Factory predominantly using it for its own activities.
When not using it for its own purposes other groups are allowed to use the space.
* U3A is part of a “self-help; self- managed, lifelong learning co-operatives for over fifties
who are no longer in full-time work. They provide opportunities for members to share
learning experiences in a wide range of interest groups and to pursue learning not for
qualifications, but for fun.”’ Weekday classes and weekend social activities are offered.
¢ Driver: U3A Noosa - is an established organisation with
approximately 500 members in Noosa. It proposes to use the CBFAC to establish a Cooroy
sub-branch to run U3A programs. It would facilitate existing activities at the CBFAC and
allow other group’s to use the building outside of its own class times. See also U3A
proposal for more detail.
¢ This proposal would require Council to maintain the building, and some start-up funding,
but no ongoing Council support.
2. Community Managed Model - Lower Mill Board
* Concept: A community organisation leases and manages the Butter Factory and programs
activities in partnership with other groups. This would enable the visual arts and pottery
aspects to continue, as well as expand activities to incorporate a number of the ideas
which have come through community consultation.
