PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 8 FEBRUARY 2022
The boundary of Noosa Council’s carbon footprint is defined in accordance with section 2.3.1 of
the Climate Active Standard using an “operational control” approach. For an organisation, the
emissions boundary must include all relevant emissions sources. This includes all emissions under
the direct control or ownership of an organisation as well as emissions that are a consequence of
the organisation’s activities but outside of its direct ownership or control. An emission source that
constitutes 1 per cent or more of the total carbon inventory is considered to be material.
The entities included in the Noosa Council’s carbon footprint cover its administration and
operations across the Shire and includes the following Council operated facilities:
• The J
• Noosa Aquatic Centre
• Noosa Leisure Centre
• Noosa Day Respite Centre
• Noosa River Holiday Park
• Boreen Point Holiday Park
• Noosa North Shore Campground
• Peregian Beach Digital Hub
• Noosa Landfill.
In order to calculate the carbon footprint, three types of emissions are differentiated.
Scope 1 emissions include all direct greenhouse gas emissions from sources that are within the
organisation’s control boundary. Scope 1 emissions include the following:
• Fuel used in Council fleet and equipment
• LPG used in Council facilities
• Refrigerants used in air conditioning
• Emissions from the Noosa Landfill
Scope 2 emissions include purchased electricity (i.e. energy produced outside the organisation’s
control boundary but used within the organization).
• Electricity for Council owned and operated buildings and facilities
• Electricity for Council’s owned streetlights (Rate 3)
Scope 3 emissions are all indirect emissions that occur as a result of the activities of the
organisation but occur from sources outside the organisation’s control boundary. The GHG
Protocol Corporate Value Chain (Scope 3) Accounting and Reporting Standard was applied in the
consideration of Scope 3 emissions sources. The fifteen categories listed in Section 5.4 of the
Standard were considered and the categories were considered relevant in the calculation of
Council’s Scope 3 emissions This list of Scope 3 inclusions was also compared to Local
Governments that are certified under the Climate Active Standard, in particular Brisbane City
Council.
• Purchased goods and services
• Capital goods
• Upstream transport and distribution of fuel
• Business travel
• Downstream leased assets (owned and leased out by Noosa Council)
Emissions sources are relevant to the organisation’s carbon footprint when any two of the following
conditions are met:
