 PROJECT URBAN – 16216 February 2021

3.0 BACKGROUND
3.1 PRIOR DEVELOPMENT APPROVALS

As outlined above, a material change of use for Multiple Housing Type 4 (16 units) was approved
on the site on 23 October 2015 under Council reference MCU15/0053. Although the residential
use was inconsistent with the Community Services Zone that applied to the site in the Superseded
Noosa Plan 2006, Council accepted that there was not an identifiable need for additional
community services in Tewantin and that the small units proposed in the application had good
access to urban services and were consistent with the developed character of the area. This
approval was not implemented and has now lapsed.

In August 2017, Council approved a material change of use of the site for Multiple Housing Type 4
(10 units) and Commercial Business Type 1 office and Type 2 Medical under application reference
MCU17/0014. A Negotiated Decision Notice was subsequently issued on 27 September 2017. In
summary, this decision approved the redevelopment of the site for 10 small residential units and
762m2 of commercial floor space. A summary of the some of the key elements of the approved
development which are relevant to the current application are summarised in the table below.
These key elements were designed to respond to the relevant sections of the Superseded Noosa
Plan 2006.
