The locality and proposal plan are included below. Figure 1 – Locality Figure 2 – Site Plan site details Background The proposed works sets out to address the conditions of the higher order approval: DBW21/0155. assessment The application proposes to construct a driveway crossover and a timber ramp. The timber ramp extends into the road reserve and will result in an unconventional crossover. Engineering had concerns that the driveway ramp may potentially be damaged as vehicles traverse the northern corner of the ramp to ‘nose into’ the existing on-street carpark. It was unclear how the existing thoroughfare would be affected during the reconstruction of the crossover. The applicant indicated that the area of verge between the existing on-street carpark and future timber ramp would be densely vegetated which would create a ‘buffer’, separating the on-street carpark and the timber ramp, thereby reducing the chance a vehicle will drive over the timber ramp. The applicant indicated that the construction of the crossover and timber ramp would not adversely affect the existing thoroughfare conditions and would not create any trip or fall hazards. Engineer believe that relevant compliances can be achieved and recommends the following conditions. Instruments for Statutory Assessment Under the Planning Act 2016 the application must be assessed against each of the following statutory planning instruments to the extent they are relevant to the development: State Planning Policy; South East Queensland Regional Plan; Planning Regulation 2017; and Noosa Plan 2020. Noosa Plan 2020 The following codes from the Noosa Plan 2020 are applicable to this development: Driveways and Parking Code The application has been found to generally comply with all applicable statutory instruments. cONSULTATION Referral Agencies Not Applicable Internal Council Referrals The application was forwarded to the following internal Council officers for review and/or comment: Design – Timothy Sparks: Tim has previously been involved in assessing the higher order approval. Tim’s previous comments supported the proposed development. Tim provided additional comments certifying that the amended design that was lodged as part of this Operational Works application aligned with the Design Teams’ interests. Tim provided additional comments and recommendations to ensure that all future thoroughfare opportunities were protected for Council and reduce the chance vehicles may unintentionally traverse the timber ramp. conclusion & reasons for decision The proposed development generally complies with the requirements of the planning scheme and does not raise any significant issues that cannot be addressed by reasonable and relevant conditions. The application is therefore recommended for approval. The report is provided in accordance with Section 63(5) of the Planning Act 2016.
