GENERAL COMMITTEE MEETING 16 JUNE 2025

   • Noosa Plan 2020 Amendment No. 2 submitted to the State for approval.
   • Pomona Place Program Plan endorsed, outlining a shared vision for a vibrant and liveable
       Pomona.
   • Federal Election Advocacy Plan developed to support strategic objectives ahead of the
       2025 Federal Election.
   • Integrated Compliance & Enforcement Policy drafted to ensure consistent, fair, and
       transparent regulatory practices.
   • Council website transitioned to a new platform, enhancing performance and functionality.

However, there have also been delays to several initiatives— including key projects carried over
from the previous year:
   • Noosa River Catchment Management Plan
   • Noosa Foreshore Infrastructure Management Plan
   • Destination Management Plan
   • Community Strategy
The disruptions can be attributed to a range of factors, including resourcing constraints, competing
organisational priorities, a congested community engagement calendar, shifts in Council direction,
rising community expectations and feedback, and adverse weather conditions in March impacting
on the Capital Works program.
Initiatives experiencing significant delays will be closely monitored by the responsible Manager and
Director, with issues addressed through enhanced project planning and strengthened risk
management practices. In addition, the Executive Team will regularly review the progress of major
initiatives to proactively address any emerging challenges.

2. Key Performance Measures
In addition to the initiatives outlined in the Operational Plan, Council continues to deliver business-
as-usual activities - day-to-day services provided by operational areas - which are assessed through
Key Performance Measures (KPMs, Attachment 2).
The development of a Performance Measurement Framework, including the identification and review
of performance measures across Council operations and services, is ongoing. This work is being
supported by the phased implementation of a new Corporate Performance Reporting System.
Key performance measures aligned with the Corporate Plan were reported to Council's General
Committee on 12 August 2024. Operational KPIs related to the Operational Plan and Service Profiles
are also being refined to improve tracking and reporting accuracy.
