4 Car Parking Arrangements
4.1 Council Parking Supply Requirement
The land use for the proposed development is identified as a ‘Resort Complex’, the definition of Resort
Complex and Shop within Noosa Planning Scheme are as follows:
“Resort complex means the use of premises for –
(a) Tourist and visitor accommodation that includes integrated leisure facilities (examples of
integrated leisure facilities – bars, meeting and function facilities, restaurants, sporting and
fitness facilities); or
(b) Staff accommodation that is ancillary to the use in paragraph (a); or
(c) Transport facilities for the premises (a ferry terminal or air service, for example)”
Noting the above, Table 9.4.1.4 of Driveways and Parking Code within the Noosa Plan 2020 identifies the car
parking requirements. It is noted that Table 9.4.1.4 does not include a parking rate for “Resort complex”.
Furthermore, Note 4 relating to the table states:
“Any use not specified in Column 1 of this table shall provide sufficient spaces to accommodate the
number of vehicles likely to be parked at any one time”.
The proposed resort complex provides a mix of uses which are primarily focussed on servicing guests of the
resort, however, it is acknowledged that there will be a proportion of external users attracted to the
development. As such, to determine an appropriate parking supply the following aspects needs to be
considered, including:
• Hotel occupancy and mode of travel for guests i.e. proportion arriving by car;
• Internal use of facilities by guests, particularly restaurants and bars;
• Multi-purpose trips; and
• Temporal distribution of peak parking demands for the various uses.
It is considered that the peak parking demand will occur in the evening as it represents the period when:
• A majority of guests would be at the complex;
• A function likely to occur; and
• Restaurants at capacity.
The retail component is also not considered to be typical “destination” style retail that will attract external
users but would more likely cater the needs of resort guests. During the evening peak period, it is expected
that the retail would be closed, or likely only attract internal customers.
Site: 3-7 Serenity Close, Noosa Heads – Proposed Resort Complex 13
Reference: 22BRT022 RP01_1
Page 15
The peak parking period for the retail also wouldn’t coincide with the peaks for the other uses i.e.
restaurants and bars typically at minimum demand.

Persons with Disability
The Building Code of Australia (BCA) requirement for PWD parking is ‘1 per 100 spaces’, noting that total of
six (6) PWD spaces are provided which is compliant with the BCA requirement.
The above-mentioned parking reduction factors are considered appropriate considering the following:
• Resort Complex – The car parking rate of 0.5 space per room has been adopted for hotel room, which is
conservative, based on the review of the other Council rate and similar approved development tabulated
in Table 4-2.
Table 4-2: Car Parking Rate – SEQ Council and Similar Development

Page 16
Holiday Inn Maroochydore 1 space per 3.1 rooms (0.32 / 76 spaces

• Hotel Facilities and Retail – These facilities are primarily provided for the guest staying at the Resort
Complex. It would be highly unlikely that the retail would generate the external car parking demand in
the evening peak period. Therefore, this use would not have any car parking demand.
• Function Facility – Function room would be provided within the Resort Complex, it is assumed that these
events 90% cater for the external traffic/demand, on the basis that a small proportion of attendees may
stay at the resort.
• Food and Drink: The restaurants provided within the Resort Complex would primarily be provided for
guests, which if fully occupied would account for a significant proportion of restaurant patrons,
therefore 60% of the external car parking demand has been assumed.
It is also an objective of the development to discourage private vehicle use and encourage patrons to use
alternative modes in order to offset the parking demands for the development such as taxi service, ferry
service and bus services are proposed, discussed below:
• An extensive set-down facility which can accommodate 14 vehicles, accessed directly off the Grant
Street, will provide significant capacity for taxi and ride share vehicles to drop off / pick up patrons.
• The applicant is also proposing to operate a ferry service from Settler’s Cove Jetty to Noosa Woods
(western side of Hastings Street), exclusively available for the guests staying at the hotel. This would
further reduce the dependence on private vehicle considering these services are available for guest.
• Whilst the target market for the resort complex does not include tour groups, it is acknowledged that
there may be an occasional need for a coach to attend the site. It is intended that a “bus zone” be
created on Serenity Close adjacent to the pedestrian entry (close to retail) on north-west corner. Given
the expected occasional use, the width of Serenity Close (9.0m) and the low volume of traffic (380
vehicles / day), the location of this bus zone is considered acceptable.
Noting the above, a coach turnaround area is located on the cul-de-sac on Serenity Close has also been
designed to allow the coach to turnaround and exit Serenity Close as illustrated in TTM Drawing
22BRT0122-01 in Appendix C.
Further to the assessment above, it is acknowledged that the demands generated by the various uses will
fluctuate based on time of day, day of week and time of year. As such, the resort complex will implement a
Car Park Management Plan to ensures demands can be accommodated within the complex.
Therefore, the car parking proposed for the proposed development is adequate considering the alternative
mode of transport available for patrons and the services provided within the Resort Complex would primarily
cater the demand of the guest staying at the hotel.

5 Site Access Arrangements
5.1 Introduction
Access to the development is proposed to be provided via the existing Banksia Avenue / Grant Street
roundabout. The site access will form a fourth leg to the roundabout.
5.2 Access 1 – Site Access via Banksia Avenue
The access on Banksia Avenue is located on the southern side of the site frontage, and will form a fourth leg
to the existing Banksia Avenue/Grant Street roundabout. This access will allow for both entry and exit
movements for all light vehicles accessing the internal car parking areas. A concept roundabout design has
been prepared, as shown in TTM Drawing 22BRT0022-03, Revision A, included in Appendix C, which
demonstrates the access integration with the existing roundabout configuration.
A summary of the Australian Standard AS2890.1:2004 Parking Facilities Part 1 Off-street car parking design
provisions, the proposed provisions and deemed compliance for this access is shown in Table 5-1.

6 Service Vehicle Arrangements
6.1 Council’s Requirement
To assess the required number of service bays for the development, TTM has referred to the Council
requirements for service vehicles. Clause 2 (b) of Section 9.4.1.2 of Driveways and Parking Code within
Council’s Planning Scheme states:
“Adequate provision is made for the standing, parking, loading and unloading, access and
manoeuvring of service vehicles within the development site.”
The proposed development proposes a loading area accessible via Serenity Close.
6.2 Proposed Service Vehicle Arrangements and Their Adequacy
The total of four (4) loading bays are proposed within the loading area, suitable to cater for the vehicles such
as 10.7m Light Right Vehicle (LRV), 8.8m Medium Rigid Vehicle (MRV), 6.4m Small Rigid Vehicle (SRV) and
5.4m VAN. All servicing/refuse collections will occur in the loading area on Level 1, where the vehicle will
enter the site in a forward gear, accessing the loading bay and perform a single reverse manoeuvre and exit
the site in a forward gear once the refuse/servicing has been performed.
TTM Figure 22BRT0122-SK02 within Appendix C illustrates the manoeuvring of service vehicles to/from the
loading dock, all movements allow a minimum 300mm clearance.
The height clearance of 4.5m would be maintained in the loading area allowing full utilisation of the service
vehicle area for standing and manoeuvring.
For small deliveries, VAN bay is provided on Level 1 and Level 2 within the carpark close to the bin store and
service/maintenance lift in the eastern corner, respectively.
The proposed site conditions are considered adequate for the proposed development. All internal onsite
design complies with AS 2890.2-2002 Parking Facilities Part 2 Off-street commercial design.

8 Future Transport Demands
8.1 Assessment Years and Traffic Growth
To estimate the future traffic volume for the 2024 and 2034 scenarios, the annual growth rate for the
Council has been determined based on the following:
• The forecasted population volume set out in Section 4.2 of Noosa Shire Economic Development Strategy
2021-2030. For Noosa, the population growth between 2020 and 2041 is projected to be 0.8%.
• The existing and projected demand for the transport network set out in Table SC3.1.7 of Council’s LGIP
Planning Assumptions Tables.
• For the Coastal Area (Noosa Heads), the existing and projected transport demand vehicle per day (vpd)
data between 2021 (331,603) and 2031 (369,091) is projected to be 1.08%.
For conservativeness, an annual growth rate of 1.2% has been adopted, which accounts for the future
development and is considered on higher end, given this level of growth over a 12-year period would result
in significant improvements / changes to the transport network, noting additional road connections, allowing
for additional dispersion of existing traffic volumes.
As such, while the overall traffic may increase by 1.2% per annum, the traffic growth on an individual road
segment is expected to be less than this as traffic disperses onto the ultimate road network.
TTM has identified three assessment periods for the road network as follows:
Current Traffic Scenario
This scenario includes the 2022 traffic volumes modelled over the existing road network. This analysis has
been performed for both the AM and PM Peaks.
Opening Year (2024) Traffic Scenario
This analysis incorporates a 1.2% per annum increase in the background traffic volume for a period of 2 years
from the most recent survey. For the base case scenario, the existing road network has been analysed.
Design Horizon (2034) Traffic Scenario
This analysis incorporates a 1.2% per annum increase in the background traffic volume for a period of 12
years (10 years past opening year).
Based on the development transport demand estimates (Section 8), traffic network diagrams have been
prepared showing traffic movements on the roads/intersections surrounding the development site for each
of the above scenario’s future year cases.
These network diagrams are included in Appendix D, with the respective diagrams identified as follows:

10 Active Transport
10.1 Pedestrian Access
Formal pedestrian footpath is provided along both Banksia Avenue and Serenity Close providing connections
to the surrounding area.
10.2 Cyclist Requirement
To assess the required number of bicycle parking for the development, TTM has referred to the Council
requirements for bicycles. Table 9.4.1.4 identify the bicycle requirements for the following use:
• Accommodation activity One space per two dwellings
• Business/Community/Entertainment activity One space per 100m² up to 500m²; and
One space per 500m² in access of 500m².
Based on the above, the Council’s bicycle requirement is 124 bicycle spaces and the development provide
156 bicycle spaces which complies/or exceeds Council’s requirement.

11 Summary and Conclusions 11.1 Access design and Loation The proposed access arrangements, with the car park and set down facility access integrated with the existing roundabout at the intersection of Grant Street / Banksia Street and the service vehicle access location off the cul-de-sac at the end of Serenity Close, are considered acceptable for the proposed development. 11.2 Car Parking Arrangements The proposed parking supply for the 237 parking spaces is considered appropriate considering the proposed use, the temporal parking demands associated with the proposed, the extent of “internal use” and proximity to public transport infrastructure, 11.3 Impact on Surrounding Road Network Assessment of the proposed development indicates that the development will not have a significant impact on the future road network. As such, no further mitigating road works are required. 11.4 Service Vehicle Arrangements Servicing for this development will be facilitated in the designated loading area on the level 1, accessed off Serenity Close. Service vehicles demands for the various uses of the site will be managed in a way to share the use of the loading area,. The largest design vehicle, a 10.7m LRV, can manoeuvre on site in order to enter and exit in a forward gear. Overall, the proposed service vehicle arrangements are considered adequate to meet the needs of the proposed development. 11.5 Active Transport Facilities The current public transport infrastructure and proposed site provisions for pedestrian/bicycle facilities is considered adequate for the development. 11.6 Conclusion Based on the assessment contained within this report, TTM see no traffic engineering reason why the relevant approvals should not be granted.
