On behalf of our client Katie Rose Cottage Hospice Ltd, we hereby lodge a development application for a material change
of use of premises (Residential care facility) at 199 Beddington Rd Doonan, described as Lot 6 RP 255627.

The proposed development is currently being used as Community Residence for hospice purposes. It is a not for profit
activity providing an essential community service that provides respectful and compassionate care for terminally ill
patients. Community residences are typically ‘exempt development’ under the Planning Regulations 2017, where
complying with the community residence definition under the Regulations. The subject application is required as the
development seeks to increase the number of beds from 3 to 5, which results in additional support staff exceeding the
maximum number permitted under the narrow ‘community residence’ definition. Accordingly, the revised use is best
defined as Residential Care facility, which will be subject to Impact Assessment and require public notification. The
application will be required to be assessed against the Noosa Plan 2020 and the Planning Act 2016.
