Item 5. Provide updated traffic report for the current proposal including any additional traffic generation
associated with the increased development on the site. The updated report should also investigate any the
required upgrade works on the external roads and road intersections in accordance with current applicable
standards and traffic data.
Our Response
Calibre Consulting has prepared a Traffic Impact Assessment Report No. B14158ER02 (attached) this report indicates:
• The additional traffic generation associated with the increased development on the site is 28vph during peak
hour periods
• Based on the assessment of the network it is concluded that the road links and intersection arrangements as
proposed will be able to accommodate the anticipated traffic volumes to at least the ultimate design year of
2028. The forecast demand estimates are based on the ultimate development scenario as outlined above.
• The key finding of this traffic impact assessment is that the proposed intersection treatments and infrastructure is
sufficient to support the proposed development, which was previously approved in the earlier site development
approvals (Refer Council’s DA Ref No: 132007.2398.02). There are no adverse impacts anticipated as a result of
the development traffic generated by the expanded developable site area. Based on the analysis there are no
further mitigation measures proposed.
• The current level of design detail available for this DA phase shows that the proposed development layout is
compliant with the relevant State Planning Codes.
Item 6. Provide information and updated drawing/s of the development site to indicate the proposed earthworks
and finish levels including but not limited to the following:
(a) Relevant cross sections and details to depict the extent and the changes to the surface levels.
(b) Any required earth retention works (eg retaining walls, batters) particularly for the eastern part of the site eg
near the proposed club house, proposed basins and the retained house and shed on proposed Lot 101.
Our Response
Calibre Consulting has prepared concept bulk earthwork drawings (attached 15-001261 sheets SK102 to SK106). These
plans indicate changes to surface levels and retaining walls.
Item 7
(a) Stormwater runoff rates from the developed site must be maintain to its predevelopment rates for all
storm events up and including 100 years storm event and taking into consideration the retention
capacities of dams exist on site prior to the development works.
Our Response
Previous approved analysis for this site was undertaken for all return intervals and as per ARR 1987, that is modelling of
a range of storm burst. It was determined that for all Return Intervals the developed flows were below predevelopment
flow rates (refer Table 3-9 in report B14158.W-03A). It was assumed that storms prior to the peak storm burst have filled
the existing dams to their capacity. This is considered standard practice for flood studies.
As requested by Council further analysis was undertaken to assess possible impact of the volume of the dams. We have
compared the volume of dams (if empty) to the volume of the inflow hydrograph. Analysis has been diagrammatically
represented for the four (4) existing dams, for the 1 yr ARI and 100yr ARI critical storms, refer to attachments A and B.
Analysis has shown for a 1 yr ARI and 100yr ARI storm event the dam volumes equate to 1.1% and 0.4% of the inflow
hydrograph volume respectively. In reality the percentage will be lower as the dam will not be empty as the storm burst
commences. Therefore, the dams will be filled significantly before the peak site flow and have no impact on the existing
flow of the site.
Page 3
3 of 8
Therefore analysis methodology and results presented in the November 2015 report are appropriate.
(b) The SWMP shall investigate the impact of the development on the existing drainage conditions on other
properties, including road reserve and parks areas, and make recommendations for any necessary
stormwater works and/or mitigation measures to ensure no adverse impact caused to other properties
(reference is made to downstream Discharge Locations A and B on the submitted plans).
Our Response
The report shows that mitigated flows at discharge location A and B are below predevelopment levels (Refer Table 3-9 in
report B14158.W 03A) therefore there is no adverse impacts on other properties.
Please note that we are not changing the swale between the Central basin and Point B. Therefore only the same flow will
enter the Council reserve at Point B and swale banks will overtop in the current manner in higher events. At Point A we
will provide an energy dissipater and level spreader to ensure no concentration of the flows to the adjoining site.
Additional pipework is to be installed at the Trading Post Road cul de sac to ensure that flood conditions are not impacted
once the cul-de-sac is formed and adjacent gully filled.
As indicated in the attached DWG B14158.W-SK111 and SK110 Issue A, a stormwater drainage pipe will be constructed
from the cul-de-sac head to the Northern swale. This pipeline will convey at least the 1 in 20year ARI flow. This greater
than the Council standards. Flows in excess of the pipe system will be conveyed through the site. Final details subject to
detailed design.
(c) All underground piped stormwater drainage must be designed to accommodate 5 years storm event with
all overland flows be located with the roads and open space area and catering for 100 years storm event
as minimum.
Our Response
Council’s request is acknowledged. This will be incorporated into future detail design drawings.
(d) General plan/s showing the proposed stormwater system including pipe sizes and the overland
secondary flow paths. Where possible, overland flow paths should be streamlined and sharp bends be
avoided to alleviate the potential of breach and damage. The plan/s should also indicate any proposed
external stormwater drainage works (eg stormwater drainage collection in Trading Post Road).
Our Response
The pipe system has been designed to comply with the site layout which is consistent with previous site approvals. As
discussed with Council on 13 January, the pipe systems will be designed for minimal overland flow at the sharp bends of
the pipelines. Additional pits will be incorporated upstream of bends so that there will be minimal overland flow. Refer to
Drawing B14158.W Sheets SK110 and SK111 for details.
Concept details of pipeline sizes downstream of basins have been indicated on the attached drawings.
(e) All the necessary drainage easements on the site in Council’s favour where required.
Our Response
As discussed with Council on 13 January, minimal measures are required. Proposed stormwater easements are now
shown on drawings. Refer to Drawing B14158.W Sheets SK110 Issue A and SK111.

(f) Clarification regarding the depth of water in proposed basins during major storm events particularly for
the central basin (reference is made to Table 3-10 of the SWMP) and any proposed safety measures.
Our Response
Council officers clarified their safety concern was regarding the Central Basin where the combined pond depth and
potential stormwater detention storage being approximately 3.7m.
The following safety measures have been incorporated into the basin design to minimise access to the ponded area:
• Thick planting and safety bench around the perimeter of the pond to discourage entry into pond;
• Retaining walls over 1m are to be fenced;
• There are multiple points around the basin with batter slopes flatter than 1 in 5 to enable easy access out of the basin
area; and
• 1 in 6 access track provided at the downstream end of the basin.
It is noted that maximum ponding has a low likelihood of occurring dying any year (1% Annual Exceedance probability)
The normal ponding area has measures to limit access or risk (dense planting and shallow benches).
We have prepared a Safety in Design review for the Central Basin, attached, to further demonstrate that safety matters
have been addressed.
Item 8. Remodel with consistent surface type and runoff parameters. Otherwise, provide justification with
previous acceptance by Council Officers for the disparity between the surface type and runoff input parameters.
Our Response
After additional review a minor error was identified that had no consequential impact on the design, the parameters for
catchment G2 are commercial when they should be residential.
The MUSIC model has been updated to reflect the proposed landuse and the proposed site layout Palm Lake Resort
Dwg C0-000-2014 Rev H (Attached)
Item 9 Update the MUSIC model to be consistent with MUSIC Modelling Guidelines. In particular, confirm default
values are used for the serial correlation.
Our Response
We can confirm that stochastic generation was used and that the serial correlation values were as per the MUSIC default
value (0). No action necessary.
Item 10 Revise the MUSIC model without the pond system included as at treatment node. Otherwise,
demonstrate how constituent loads within the waters entering the pond will be at concentrations that are
unlikely to cause an algal or cyanobacteria outbreak.
Our Response
As discussed with Council officer on 13 January, we believe that the standards quoted were not applied correctly. The
MUSIC Modelling Guidelines (Water by Design, 2010) state:
“MUSIC is generally not suitable for modelling water quality treatment in natural waterways, natural wetlands,
naturalised channel systems, environmental buffers, and lake and pond systems. These are receiving
environments and cannot in any case form part of the stormwater treatment train for an urban catchment”.
(underline added to highlight).
Page 5
5 of 8 The proposed central basin/water quality control pond (WQCP) is to be constructed and has an area of 2000m². The WQCP is not a receiving environment. Council’s planning scheme identifies waterways/receiving environments approximately 1.6 km downstream of this site. The WQCP is a site control and landscape feature. Modelling of the pond was discussed with Mr Mircea Stancu from eWater, the company that developed the modelling software. It was his view that ponds can legitimately provide stormwater treatment. This is evident by the fact that there is a pond treatment node in MUSIC. He agreed that pre treatment before the pond is recommended. An opinion was also sought from the Manager of Water by Design (author of the Guideline reference above) regarding a receiving environment. It was his opinion that a receiving waterbody is a lake, river or bay that accepts stormwater discharge and is the environment that we are seeking to protect. A small pond would not necessarily represent the ‘ultimate receiving water body’. The Manager highlighted two potential concerns regarding ponds outlined below: – Where ponds are owned by Council there may be ongoing maintenance costs. This, however, is not an issue as the pond will be owned by the developer and all maintenance costs would be borne by the site operators. – The pond may experience a deterioration in water quality. This is also not seen as an issue as the pond will receive significant pre-treatment to address water quality concerns. (A copy of the correspondence is attached in Attachment C) As indicated in report B14158.W-03A and attached drawings the majority of the catchment to the central basin will have pre-treatment, either at the central or southern bio retention basins. Some local catchments (catchment F3) adjacent to the control pond will not be pre-treated but this area is mainly landscaping. Due to the high turn over in the WQCP (approximately 14 days for the 20th percentile) and high pre-treatment, the risk of algal blooms and poor water quality is low. If low quality water is identified the site operator can follow practices outlined in the Stormwater Management Construction and Maintenance Plan (B14158.W-09A). It is our view that the proposed pond is a small site control and as such it should not be considered as part of the ultimate receiving waterbody. Therefore as per discussions with eWater the pond can be considered as part of the treatment train. Further MUSIC analysis shows that the pond only provides a small percentage of treatment (6% TSS, 7% TP and 1% TN load reduction) and can be seen as the final polishing of stormwater only. In conclusion we have not removed the WQCP from the model. Item 11 Provide a Concept Maintenance Plan to be approved as part of the MCU. The Concept Plan must include objectives for detail design as well as operation/maintenance of the Stormwater Treatment Train including all end of line receiving waters on the site – such as the Pond. The Concept Maintenance Plan is to detail trigger points to manage risks of algal or cyanobacteria blooms within the pond prior to an algal or cyanobacteria outbreak occurring. Our Response As discussed with Council the requirement for a Concept Stomwater Construction Management and Maintenance Plan is typically in relation to operational works application. Also the average turnover time for the pond water is approximately 14 days (20th percentile hydraulic Residence Time) as such there is reduced likelihood of cyanobacteria outbreaks occurring. However, as agreed the Concept Stormwater Construction Management and Maintenance Plan (Report No B14158W- 09A)) has been provided for further advice regarding management of potential algal blooms.
Page 6

Item 12 Provide calculations for “Developed site only with Mitigation”.
Our Response
It is our view that inclusion of external catchments in the MUSIC model provides a more accurate assessment of the
treatment performance. A revised version of Table 4-6 of Report B14158.W-03A is presented below. Note the MUSIC
model was revised to account for a change to carpark areas in Sub-catchment F5, as per Palm Lake Resort Drawing C0-
000-2014 Rev H.
From the Table below, the pollutant load reduction targets have been calculated for the developable area of the site.
MUSIC modelling indicates that the proposed treatment train provides a reduction of pollutant loads greater than what is
required. Since the load retained on site is in excess of the targets, the treatment train is considered to be meeting the
water quality objectives.

Item 13 To reduce pressure on the pond, demonstrate whether there is any opportunity to retrofit a water quality
treatment facility within the road reserve or other location within the development so that any activities on the
road system will not be attributed directly to any issues within the pond system.
Our Response
Flows are to be pre-treated prior to entering the central WQCP via bioretention basins. It appears that a flow split pit on
Drawing B14158.W Sheet SK101 was not recognised. This plan has been updated for clarity.
Item 14 Provide the Music Model and Auto Cad files or other mechanism to demonstrate that proposed nodes
and impervious areas are consistent with development plans.
Our Response
The areas of imperviousness was reviewed for each park node in the MUSIC model. The park node for catchment F3 has
15% imperviousness. The park nodes for catchments E1, F1, F2, F3, F5 have 0% impervious, however these catchments
are relatively small and do not need additional imperviousness as this area is captured in separate nodes. Refer attached
plan B14158.W Sheet SK112 which indicates areas of imperviousness.
Page 7
7 of 8 Item 15 Provide commentary to confirm that the Nodes proposed for the Bowling Green and Park will most adequately represent the nutrient fluxes from those uses. Our Response The proposed bowling green is to be constructed with synthetic grass and has a roof. For the purposes of the MUSIC model, the bowling green has been modelled as a roof. As per the Stormwater Construction Management and Maintenance Plan, it is advised that landscaping areas directly adjacent to the WQCP are not fertilized in order to minimise high nutrient runoff from entering the pond. Item 16 Detail Invert Levels for outlet structures of all water quality treatment devices, along with surrounding land surface levels to demonstrate that adequate fall is available for stormwater discharges. Our Response Invert levels have been added to the plans to show that there is adequate fall for all basin outlets. Refer attached Drawings B14158.W Sheet SK103 and SK104. Item 17 Demonstrate how the design of the bioretention basins, including location and heights of retaining walls is consistent with the recommendations of the Water by Design Bioretention Technical Design Guidelines for depth of filter media to surrounding areas and retaining wall heights. Our Response At the central bioretention basin the concept design plans for the site indicate a maximum wall height of 1.6m and 1.5m. This is considered to be reasonable for such developments. It is noted that the Water by Design Bioretention Design Guidelines recommend for wall heights exceeding 800mm that multiple walls be used with a 3m wide terrace in between the walls. It is suggested that this is an onerous requirement and not relevant where only one side of the bioretention basin is walled. Item 18 Provide commentary regarding the functional consistency between proposed weir width details shown on proposed detail design drawings and the MUSIC model weir width input data. Our Response The width of the weirs shown on plans are inconsistent with the MUSIC model. This issue has been corrected in MUSIC model and has little impact on the results. All objectives have been achieved. Item 19 Provide calculations in accordance with the Queensland Urban Drainage Manual to demonstrate that the confluence of stormwater at the drainage easement will not cause scour and that any required dissipater/erosion control can be contained wholly within the applicant’s property. Our Response We appreciate council’s concerns regarding scour protection. However it is possible that pipe network may change during the detailed design phase. As such we would suggest that detailed calculations are provided to demonstrate scour risk mitigation at the Operational Works phase. Please condition approval appropriately.

Subject: Re: Receiving Waterbody Definition
Hi Glenn
I would agree mostly with what you’ve written, probably more accurate to say that a small
pond won’t necessarily represent the ‘ultimate’ receiving environment. I know that councils
typically don’t want to consider ponds as part of a treatment train for 2 reasons:
1. For those that will come into their ownership because of ongoing maintenance issues
that are commonly associated with these assets.
2. It could be agreed that at times ponds will perform a treatment function (primarily
through sedimentation), at other times they can easily worsen water quality leaving the
site.
Sorry, it’s hard to be definitive on this one, but ponds and lakes are generally only desirable if
they’re going to have a really good maintenance regime. In that case, it can be a benefit to
the ultimate receiving waters, but at significant cost.

Subject: Receiving Waterbody Definition
Hi Andrew,
Thank you for the discussion earlier today.
Further to our conversation, could you please confirm this general summary of our discussions?
- A receiving waterbody is a lake, river or bay that accepts stormwater discharge and is the environment that
we are seeking to protect. A small constructed isolated pond on an individual site would not necessarily
satisfy the definition of an receiving environment.
- A pond could be part of the treatment train however it would be recommended to have pre-treatment to
reduce maintenance and minimise the potential of risks such as algal blooms.
Thanks for your assistance on this matter.
