Information Request OPW20 0108
Officer: Monkeith Kadhum Direct Telephone: 07 53296293 Our Reference: OPW20/0108 MCU19/0089 Your Reference: BR190571 28 July 2020 Wessel Petroleum C/- Acor Consultants PO Box 3635 SOUTH BRISBANE QLD 4101 [email protected] Dear Sir/Madam Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. OPW20/0108 MCU19/0089 Street Address: 52-54 Mary St Noosaville Qld 4566 Real Property Description: Lot 21 RP 72829, Lot 1 RP 131598 Planning Scheme: The Noosa Plan (8 June 2018) INFORMATION REQUIRED The information requested is set out below: Civil Engineering Issue Further details are required of the proposed driveway crossovers, particularly their longitudinal cross-sections and their joining and integration with the proposed new 2.0m wide pathway. Information Required Provide the following information: Detailed engineering plans for the proposed three crossovers including: All relevant dimensions. The joining of the new pathway with the driveway crossover, demonstrating smooth and compliant grades for pathway, and maintaining effective width of the pathway at 2.0m; and any required pedestrian tectile and/or safety signs. Clearances between the edges of crossovers and existing public services, particularly from the kerb lentil of the existing stormwater pit near Mary Street entry driveway. Longitudinal cross-sections for the three proposed driveways, prepared by suitably qualified engineer, to demonstrate that a standard passenger car (B99) and AV fuel tanker can entre and exit the development site without scraping the driveway or the road surface, or bottoming down. Issue Required frontage works due to the development works. Information Required Provide or amend engineering plans to include the following details: Relocating the existing large directional sign in accordance with the specifications of DTMR that achieve acceptable clearance from existing and proposed driveways. Removal of the redundant existing driveways and reinstalment of the road verge, pathway and kerb line to match existing and/or proposed new works. Linemarking and parking signage, where required, to reinstate the two removed on- street parking spaces. Issue Driveways’ clearances from existing and proposed public services. Information Required Confirm that edge of driveways comply with the normally required clearance of 1.0m from existing and proposed public services (eg stormwater pit’s inlet lentil, power poles, Telstra pits, water metres). Where the clearance is less than 1.0m, consultation and written endorsement is required from the relevant authority. Issue Traffic management on the site during fuel delivery operation. Information Required Provide a site specific traffic management plan for the site during the fuel delivery operation that include/address but not limited to the following: Indicate on the plan the location of the fuel tanker (AV), fuel supplying points and any required traffic control devices during the fuel delivery operation. Identify the number of bowsers to be out of use during the fuel delivery. Demonstrate that no obstruction to the entry into, and traffic circulation within, the site during fuel delivery, particularly in relation to ensuring no impact on traffic flows on the local roads (eg Mary Street). Issue Details are required regarding earthworks on site particularly the works associated with removal of the old fuel tanks, the installation of the new fuel tanks and the construction of any proposed underground tanks or structures, especially for underground works during high water table and adverse conditions. Information Required Provide information in relation to the proposed earthworks on the site that include/address but not limited to the following: Provide action plan prepared by a suitably qualified and registered engineer to address all issues related to groundwater and Acid Sulfate Soil management for the underground excavation and construction works, particularly during adverse conditions (eg encountering acid sulfate soil, flooding, high water table). Details for the dewatering measures during the excavation and back filling works associated with works below ground level, including identifying any requirement for any silt settlement tank and/or silt separator during the construction, and taking into consideration the potential of adverse weather conditions and high water table. Issue The submitted plans do not indicate any proposed bicycle facilities on the site. Information Required Provide information regarding any proposed bicycle facilities (eg bike racks) on the site. Water Quality Issue Stormwater harvesting Information Required Condition 32 of MCU19/0089 and the MUSIC model submitted with the application require 15kL of roof water harvesting tanks to be provided and plumbed for indoor non-potable and outdoor use. Clarify whether the tanks will be detailed as above-ground tanks with the BA or below ground tanks with this OPW? If above-ground, identify the available space for the tanks and how they will connect to the surface drainage system. If below-ground, provide full details so they can be approved with this OPW application Also, show the integration of the tanks into the landscaping works. Issue Stormwater quality treatment and bioretention design - The site is very level-constrained due to low surface levels and high (tidal) tailwater levels. These constraints are incompatible with the adopted pit-and-pipe approach to conveying runoff to the bioretention basins. The OPW drawings show the issues being exacerbated by lower outlet levels and greater level differences between pavement and bio surface levels than presented at the MCU. Information Required Provide a revised design for the stormwater quality treatment system at the site which addresses the following issues which are inconsistent with the Bioretention Technical Design Guidelines (Water by Design, 2012): Revise the design levels of the bioretention devices such that the controlling level for the saturated zone sits within the transition layer and not at the base of the filter media Revise the design levels of the bioretention devices such that the base of the filter media is above HAT. In the absence of tidal data for Weyba Creek, levels should be based on the secondary port at Munna Pt. Revise the design levels of the bioretention devices such that level differences between the bioretention surface and adjacent pavement is <500mm. Revise the flush grates specified for the bioretention devices for raised grates or domed grates. Consider an alternative concept which drains pavement areas at-grade to swales/bioretention and discharges roofwater to bioretention through surcharge pits. Consider whether the discharge from the refuelling area treatment device needs to be discharged to the bioretention device (also refer to the issue item below). Issue There are concerns regarding any proposed connection of treatment devices/sumps from the refuelling area into the stormwater disposal system. Information Required Provide details and confirmation regarding the disposal system of hydrocarbons contaminated water from the site that include: A pump out tank (blind tank) as the preferred method given the sensitivity of the site to flooding and tidal water impacts and its proximity to an environmental preservation area. Provide advice on how the treatment device/s for hydrocarbons contaminated water specified for the site will function during a flood event and/or a high tidal event ie what prevents captured hydrocarbons from being released during adverse weather and/or tidal conditions. Landscaping Issue Some of the specified plant species on the landscaping plans do not comply with Planning Scheme Policy 3 Landscaping Plants and Guidelines as required by condition 36 of the higher order approval. Information Required Provide amended landscape plans which document compliance with condition 36 by utilising local native species suitable for the locality. Issue Condition 36 (e) of the higher order approval requires advanced tree stock (min 100L) to be planted west of the entry access on Mary Street. No advanced tree is shown in the location on the submitted landscape plans. Information Required Provide amended landscape plans which document compliance with condition 36 (e) by providing the required tree stock in the specified location. Issue Soft landscaping is shown on the approved higher order landscape plan between the northern face of the building and the northern boundary. The submitted landscape plans for operational works approval show the area as containing gravel. Gravel does not fit the definition of soft landscaping in the Noosa Plan. Information Required Provide amended landscape plans showing the provision of soft landscaping between the northern face of the building and the northern boundary, consistent with the approved higher order landscape plan. General Issue Performance bond requirement. Note: That bond payment is required in compliance with Condition 9 of the higher order approval (MCU19/0089) prior to issuing a Development Permit for Operational Works. due date for response to information request The due date for providing the requested information is 29 October 2020.
