GUIDELINE PURPOSE
The purpose of this guideline is to set out the process to be followed by Councillors and Council
Officers when approached by a professional lobbyist in support of the Council Policy “Dealing with
Lobbyists”.
GUIDELINES
1. Have you been contacted by a lobbyist?
This guideline relates only to dealings with lobbyists (as defined under the Integrity Act 2009) as
opposed to an individual wishing to lobby Council on their own behalf, Lobbying is the act of
attempting to influence local government decision-making.
A lobbyist is a person, body corporate, partnership, unincorporated body, trustee that carries out a
lobbying activity for a third party client for a fee or reward. All lobbyists should be registered on
the Register of Lobbyists held by the Integrity Commissioner.
A non-profit entity wishing to lobby Council or somebody who wishes to lobby Council on his or her
own behalf, or for their own business, or on behalf of a professional membership body, is not
considered a lobbyist. In such circumstances, this guideline will not apply.
If you are unsure about whether you are being contacted by a lobbyist, please contact the
Governance Branch for assistance.
2. Confirmation process of registered lobbyists
Upon being contacted by a lobbyist (registered or unregistered) as defined above, our Councillors
and Council Officers should be informed by the lobbyist of the following:
e That they are a registered lobbyist;
e That they are making contact on behalf of a third party;
e The name of the third party client;
e The reason for the approach; and
e The nature of the issue.
Councillors and Council Officers must confirm the accuracy of the details supplied by lobbyists are
correct by checking the lobbyists register held by the Commissioner, which is able to be viewed
from the Integrity Commissioner's website (www. integrity.qid.gov. au).
