INTRODUCTION
It is proposed to establish a fitness centre on the subject site at 5/8 Selkirk Drive, Noosaville (Lot 5 on
SP 188669). In accordance with an information request from the Noosa Council dated 19 December
2016 a noise report is required for the proposed fitness centre:
Issue – Noise
Due to the close proximity and the lack of appropriate buffer zones and with 24 hour operations there is
a potential for environmental noise nuisance issues to occur as a result of the introduction of this type of
Fitness Centre activity. It is noted that there may be opening doors to the balcony on the plans.
Information Required
2 Provide an Acoustic Report from a Registered Professional Acoustic Consultant that will
address how the following noise issues would be managed, controlled, prevented or mitigated:
(a) the prevention of background creep to the neighbouring residential community. Take
into consideration the worst case scenarios from Gym activities that are known to have
an impact on the acoustic environment. Some examples can include:
(i) Amplified music from venues training rooms whether used during exercise
training course or just background music played over the stereo system.
(ii) Amplified voice instructions from class personal trainer using a public address
system.
From the experience of the consultant, control of the noise of amplified voice and amplified music to the
noise limits for the complete 24-hour proposed operation of the Fitness Centre will also result in all other
potential internal noise sources, including weights handling, unamplified voice, background music,
exercise machinery, etc also complying with the noise limits for the complete 24-hour day.
Based on background noise assessments conducted by the consultant at other locations within Noosa
Council (and remote from noise sources such as main roads and surf noise), daytime, evening and
night-time background sound levels have been estimated for the nearby residential on the opposite side
of Walter Hay Drive. This closest residential is all single storey with an acoustic barrier (estimated to be
1.8 metres high) along the common boundary with Walter Hay Drive.
Noise limits have been based on the ‘background creep’ criteria of the Environmental Protection (Noise)
Policy 2008 and noise source levels are worst case scenario.
This report detailed the estimated background sound levels, noise limits, worst case source noise
levels, noise level impact and, if any of the 24-hour noise limits are exceeded, required noise control
measures.

CRITERIA
Measurements and Calculations
All previous background sound level measurements (associated with other projects within Noosa
Council) were conducted in accordance with the following:
general requirements of the Queensland environmental protection legislation;
Environmental Protection (Noise) Policy 2008;
Noise Measurement Manual, Queensland Government – Environmental Protection Agency, Version
4, August 2013; and
Australian Standard AS 1055.1-1997, Acoustics – Description and Measurement of Environmental
Noise, Part 1, General Procedures.
Noise Limits
The closest residences are to the east on the opposite side of Walter Hay Drive and are exposed to a
number of different potential noise sources associated with the commercial/industrial buildings located
at 8 Selkirk Drive, Noosaville and, therefore, the most appropriate noise limit criteria is the ‘background
creep’ criteria of the Environmental Protection (Noise) Policy 2008, namely:
10 Controlling Background Creep
(1) This section states the management intent for an activity involving noise.
(2) To the extent that it is reasonable to do so, noise from an activity must not be –
(a) for noise that is continuous noise measured by LA90,T – more than nil dB(A)
greater than the existing acoustic environment measured by L A90,T; or
(b) for noise that varies over time measured by LAeq,adj,T – more than 5 dB(A)
greater than the existing acoustic environment measured by L A90,T.
The ‘background creep’ noise limit criteria is specifically designed to adequately account for the additive
effect of a number of different noise sources, which can be generated by a number of different
premises.
BACKGROUND SOUND LEVELS
From background sound level measurements conducted for other projects within the Noosa Council
area the estimated background sound levels at the closest residences to the east of the proposed
fitness centre are:
daytime: 40 to 45 dB(A) LA90,T;
evening: 35 to 40 dB(A) LA90,T; and
night-time: 30 to 35 dB(A) LA90,T.
To be conservative the adopted background sound levels for the different time periods are the lowest of
the above range of levels.

NOISE LIMITS
Based on the lowest of the above estimated background sound levels for the closest residences on the
opposite side of Walter Hay Drive, the ‘background creep’ noise limits for the proposed fitness centre
are:
Continuous noise:
daytime (0700 to 1800 hours): 40 dB(A) LA90,T;
evening (1800 to 2200 hours): 35 dB(A) LA90,T; and
night-time (2200 to 0700 hours): 30 dB(A) LA90,T.
Time Varying noise:
daytime (0700 to 1800 hours): 45 dB(A) LAeq,adj,T;
evening (1800 to 2200 hours): 40 dB(A) LAeq,adj,T; and
night-time (2200 to 0700 hours): 35 dB(A) LAeq,adj,T.
SOURCE NOISE LEVELS
From previous noise level measurements conducted by the consultant, typical source noise levels for a
Fitness Centre are:
car driving: 50 dB(A) LAeq,adj,T @ 8 metres;
car door closing: 62 dB(A) LAeq,adj,T @ 8 metres;
car engine starting: 62 dB(A) LAeq,adj,T @ 8 metres;
people laughing, talking: 62 dB(A) LAeq,adj,T @ 8 metres;
amplified music: 85 to 90 dB(A) LAeq,adj,T @ 3 metres;
amplified voice: 85 to 90 dB(A) LAeq,adj,T @ 3 metres;
airconditioning unit: 68 dB(A) LWA.
NOISE LEVEL IMPACT
Daytime
During the daytime (0700 to 1800 hours) the estimated lowest background sound level at the closest
residences is 40 dB(A), with associated noise limits of:
steady sound: 40 dB(A) LA90,T;
time varying sound: 45 dB(A) LAeq,adj,T.
At the closest residences on the opposite side of Walter Hay Drive the noise level impact of the
proposed fitness centre will be:
Continuous Noise
airconditioning unit: 68 dB(A) LWA + 5 (estimated 3 units, all operating) – 41 (45 m
separation distance) – 5 (intervening acoustic barrier) = 27
dB(A) LA90,T;

Time Varying Noise
car driving: 50 dB(A) LAeq,adj,T @ 8 metres – 21 (90 m separation distance)
– 12 (intervening commercial/industrial building) = 17 dB(A)
LAeq,adj,T;
car door closing: 62 dB(A) LAeq,adj,T @ 8 metres – 21(90 m separation distance)
– 12 (intervening commercial/industrial building) = 29 dB(A)
LAeq,adj,T;
car engine starting: 62 dB(A) LAeq,adj,T @ 8 metres – 21(90 m separation distance)
– 12 (intervening commercial/industrial building) = 29 dB(A)
LAeq,adj,T;
people laughing, talking: 62 dB(A) LAeq,adj,T @ 8 metres – 21(90 m separation distance)
– 12 (intervening commercial/industrial building) = 29 dB(A)
LAeq,adj,T;
amplified music: 85 to 90 dB(A) LAeq,adj,T @ 3 metres – 24 (45 m separation
distance) – 25 (inside to outside building, external openings
closed) = 36 to 41 dB(A) LAeq,adj,T;
amplified voice: 85 to 90 dB(A) LAeq,adj,T @ 3 metres – 24 (45 m separation
distance) – 25 (inside to outside building, external openings
closed) = 36 to 41 dB(A) LAeq,adj,T.
All of the above source noise levels comply with the daytime noise limits at the closest residence on the
opposite side of Walter Hay Drive. For noise from within the fitness centre – amplified music and
amplified voice, this assumes that all external openings are closed. As the fitness centre will be fully
airconditioned there will be no need to open any external doors or windows, albeit that it would appear
that all windows are fixed (unopenable) glazing. With respect to the sliding glass doors to the two
mezzanine balconies, these are both off office space and only accessible to fitness centre staff. These
sliding glass doors must remain closed whenever there is any noise generating activity within the fitness
centre.
It should also be noted that one of the main potential sources of amplified music/voice is group fitness
activities, and this is conducted in a separate room with further noise attenuation to the closest
residences, as it is completely walled off from all other parts of the fitness centre (and this additional
acoustic isolation has net been accounted for in the above calculations).
Evening
During the evening (1800 to 2200 hours) the estimated lowest background sound level at the closest
residences is 35 dB(A), with associated noise limits of:
steady sound: 35 dB(A) LA90,T;
time varying sound: 40 dB(A) LAeq,adj,T.
At the closest residences on the opposite side of Walter Hay Drive the noise level impact of the
proposed fitness centre will be:
Continuous Noise

distance) – 25 (inside to outside building, external openings
closed) = 36 to 41 dB(A) LAeq,adj,T.
All of the above source noise levels comply (amplified music and amplified voice maximum permitted
volume is 89 dB(A) LAeq,adj,T) with the evening noise limits at the closest residence on the opposite side
of Walter Hay Drive. For noise from within the fitness centre – amplified music and amplified voice, this
assumes that all external openings are closed. As the fitness centre will be fully airconditioned there will
be no need to open any external doors or windows, albeit that it would appear that all windows are fixed
(unopenable) glazing. With respect to the sliding glass doors to the two mezzanine balconies, these are
both off office space and only accessible to fitness centre staff. These sliding glass doors must remain
closed whenever there is any noise generating activity within the fitness centre.

activities, and this is conducted in a separate room with further noise attenuation to the closest
residences, as it is completely walled off from all other parts of the fitness centre (and this additional

Night-time
During the night-time (2200 to 0700 hours) the estimated lowest background sound level at the closest
residences is 40 dB(A), with associated noise limits of:
steady sound: 30 dB(A) LA90,T;
time varying sound: 35 dB(A) LAeq,adj,T.

closed) = 36 to 41 dB(A) LAeq,adj,T.
All of the above source noise levels comply (amplified music and amplified voice maximum permitted
volume is 84 dB(A) LAeq,adj,T) with the night-time noise limits at the closest residence on the opposite side
of Walter Hay Drive. Also, for the night-time period (2200 to 0700 hours), it is not considered likely that
there would be any amplified music (other than quiet background music) or amplified voice.
For noise from within the fitness centre – amplified music and amplified voice, this assumes that all
external openings are closed. As the fitness centre will be fully airconditioned there will be no need to
open any external doors or windows, albeit that it would appear that all windows are fixed (unopenable)
glazing. With respect to the sliding glass doors to the two mezzanine balconies, these are both off

activities, and this is conducted in a separate room with further noise attenuation to the closest
residences, as it is completely walled off from all other parts of the fitness centre (and this additional
acoustic isolation has net been accounted for in the above calculations).
NOISE CONTROL
All potential noise sources associated with carparking activities and airconditioning units comply with the
noise limit criteria for the complete 24-hour day, with no noise control measures required.
For noise from within the fitness centre, provided all external openings are closed and the noise level of
amplified music/amplified voice does not exceed the following levels:
daytime: 94 dB(A) LAeq,adj,T @ 3 metres from the speakers;
evening: 89 dB(A) LAeq,adj,T @ 3 metres from the speakers; and
night-time: 84 dB(A) LAeq,adj,T @ 3 metres from the speakers.
then the noise limits are complied with at the closest residential (on the opposite side of Walter Hay
Drive) for the complete 24-hour day.

To ensure that external openings are kept closed when fitness centre staff are not in attendance
(assumed that fitness centre staff would not be present during the evening or night-time periods), all
external openings facing Walter Hay Drive must be capable of being locked closed, and be locked for
those hours that fitness centre staff are not in attendance.
CONCLUSIONS
It is proposed to establish a fitness centre on the subject site at 5/8 Selkirk Drive, Noosaville (Lot 5 on
SP 188669). In accordance with an information request from the Noosa Council dated 19 December
2016 a noise report is required for the proposed fitness centre.
Based on background noise assessments conducted by the consultant at other locations within Noosa
Council (and remote from noise sources such as main roads and surf noise), daytime, evening and
night-time background sound levels have been estimated for the nearby residential on the opposite side
of Walter Hay Drive. This closest residential is all single storey with an acoustic barrier along their
common boundary with Walter Hay Drive.
Noise limits have been based on the ‘background creep’ criteria of the Environmental Protection (Noise)
Policy 2008 and noise source levels are worst case scenario.
The estimated (conservatively low) background sound levels are:
daytime: 40 to 45 dB(A) LA90,T;
evening: 35 to 40 dB(A) LA90,T; and
night-time: 30 to 35 dB(A) LA90,T.
and the associated noise limits are:
Continuous noise:
daytime (0700 to 1800 hours): 40 dB(A) LA90,T;
evening (1800 to 2200 hours): 35 dB(A) LA90,T; and
night-time (2200 to 0700 hours): 30 dB(A) LA90,T.
Time Varying noise:
daytime (0700 to 1800 hours): 45 dB(A) LAeq,adj,T;
evening (1800 to 2200 hours): 40 dB(A) LAeq,adj,T; and
night-time (2200 to 0700 hours): 35 dB(A) LAeq,adj,T.
From noise source data already held by the consultant all potential noise sources were calculated to the
closest residences (on the opposite side of Walter Hay Drive). The above noise limits are complied with
for the complete 24-hour day, provided all external openings of the fitness centre are closed and the
noise level of amplified music/amplified voice does not exceed the following levels:
daytime: 94 dB(A) LAeq,adj,T @ 3 metres from the speakers;
evening: 89 dB(A) LAeq,adj,T @ 3 metres from the speakers; and
night-time: 84 dB(A) LAeq,adj,T @ 3 metres from the speakers.
