Noise Impact Assessment

1 Introduction
Live It Acoustics have been engaged by Your Mates Bowlsy Pty Ltd to prepare a noise impact
assessment for an existing bowls club located at 5 Opal Street, Cooroy QLD 4563.

This report investigates the impact from existing and potential noise emissions associated with
the operation of the venue. Where required, any acoustic treatments or operational management
controls will be specified.

This assessment and subsequent report have been prepared in accordance with the policies and
procedures found within Live It Acoustics Quality Management System (QMS). This QMS is based
on Australian and New Zealand Standard AS/NZS ISO 9001-2016 Quality management systems.

1.1 Objectives
This assessment aims to achieve the following objectives:

     • Quantify the existing acoustic environment via ambient noise monitoring.
     • Undertake a review of noise policy and regulatory requirements.
     • Identify sensitive receptors.
     • Identify noise-generating activities.
     • Conduct attended measurements of existing noise generating activities.
     • Develop the project-specific noise limits.
     • Produce a noise prediction model to assess the existing and potential noise impacts
          against the adopted noise limits.
     • Where required, specify noise management and mitigation measures.

To quantify the existing acoustic environment, unattended noise monitoring was conducted from
the 21st to 30th of January 2025 using a Rion NL-42 precision noise logger. Details of the logger
are provided in Table 3.

Noise measurements were conducted in accordance with AS 1055:2018 Acoustics – Description
and measurement of environmental noise.

The noise logger was calibrated with a sound pressure level of 94.0 dB at 1 kHz before and after
the measurements. Calibration drift was within ±0.5 dB and is therefore considered acceptable.

The noise logger was set to record statistical sound pressure levels Lmin, L90, Leq, L10, Lmax
noise descriptors over sampling periods of 15-minutes for the entire monitoring period.

The microphone was positioned 1 m from two reflecting planes (the courtyard fence and storage
container) at a height of 1.5 m. The noise monitoring location is indicated over aerial imagery
below.

3 Policy and Regulatory Requirements
In establishing noise criteria for this assessment, the following legislative and regulatory
documents were reviewed:

     • Noosa Plan 2020.
     • Environmental Protection Act 1994.
     • Environmental Protection (Noise) Policy 2019.

3.1 Noosa Plan 2020
The following relevant assessment benchmarks apply to this development:

     • Planning Scheme Policy SC6.2.4 Appendix 1.

3.1.1 Planning Scheme Policy SC6.2.4 Appendix 1
Planning Scheme Policy SC6.2.4 Appendix 1 – Requirements for technical assessments and
reports specifies the requirements for acoustic assessment reports. Acoustic assessment report
(3)(b) states:

          (3) the acoustic assessment report should have regard to:

                b) Environmental Protection Act 1994 and Environmental Protection (Noise) Policy
                   2008 (EPP Noise)

The EPP Noise 2008 has been superseded by the EPP Noise 2019. Further reference to these
policies are provided as follows.

3.2 Environmental Protection Act 1994
Environmental noise control in Queensland is governed under the Environmental Protection Act
1994 (EP Act) and subordinate legislation, which aims to strike a balance between protecting the
amenity of SRs and allowing industrial, commercial and development activities to occur in an
ecologically sustainable manner.

Under the EP Act, noise is considered a contaminant and noise nuisance is considered
environmental harm.

There is a general environmental duty to prevent and minimise environmental harm under the EP
Act. The EP Act specifically states:

A person must not carry out an activity that causes, or is likely to cause, environmental
harm unless the person takes all reasonable and practicable measures to prevent or
minimise the harm (the general environmental duty).

The Environmental Protection (Noise) Policy 2019 provides a framework as to the prevention and
minimisation of environmental harm as it relates to The EP Act.

3.3 Environmental Protection (Noise) Policy 2019
The primary purpose of the Environmental Protection (Noise) Policy is to achieve the overall
objective of the Environmental Protection Act in relation to the acoustic environment. This involves
the prevention or minimisation of environmental harm.

Environmental harm, which includes environmental nuisance, is the adverse or potential adverse
impact on an environmental value. An environmental value is a quality of the environment that is
conducive to ecological health or public amenity or safety.

3.3.1 Environmental Values
According to the Environmental Protection (Noise) Policy, environmental values to be enhanced
or protected are the qualities of the acoustic environment that are conducive to:

     •    Protecting the health and biodiversity of ecosystems;
     • Human health and wellbeing, including by ensuring a suitable acoustic environment for
individuals to sleep, study and be involved in recreation, including relaxation and
          conversation; and
     • Protecting the amenity of the community.

3.3.2 Noise Management Hierarchy
The Environmental Protection (Noise) Policy provides a hierarchy for managing noise that affects
or may affect an environmental value. The Policy states that to the extent it is reasonable to do
so, noise must be dealt with in the following order of preference:

     •    Firstly—avoid the noise;
     •    Secondly—minimise the noise, in the following order;
              o firstly—orientate an activity to minimise the noise;
              o secondly—use best available technology to minimise the noise;
     • Thirdly—manage the noise.

The Policy also provide quantifiable noise criteria for SRs, which are designed to protect
environmental values. This is discussed further below.

3.3.3 Acoustic Quality Objectives
Schedule 1 of the Environmental Protection (Noise) Policy provides Acoustic Quality Objectives
for SRs. The relevant Acoustic Quality Objectives have been summarised below.

3.3.4 Background Creep
In accordance with the policy, to the extent that it is reasonable to do so, noise must be dealt with
in a way that ensures –

     a) The noise does not have any adverse effect, or potential adverse effect, on an
environmental value under this policy; and
     b) Background creep in an area or place is prevented or minimised.

No quantitative background creep criteria are provided within the EPP (Noise) 2019. Therefore,
the criteria from the EPP (Noise) 2008 have been applied:

To the extent that it is reasonable to do so, noise from an activity must note be-

      a) for noise that is continuous noise measured by LA90,T – more than nil dB(A) greater than
the existing acoustic environment measured by LA90,T; or
      b) for noise that varies over time measured by LAeq,adj,T – more than 5 dB(A) greater than the
existing acoustic environment measured by LA90,T

Based on the EPP (Noise) 2008 background creep criteria, the limits are derived herein.

Noise Impact Assessment

4 Operational Noise Assessment
Noise prediction was undertaken using computer-aided modelling software SoundPLAN v8.2.
SoundPLAN is a well-established, industry-leading noise prediction program, recognised by
acoustic consultants, private companies, and government organisations globally.

All noise sources associated with the proposed development have been incorporated into the
noise prediction model. To predict noise emissions, SoundPLAN was programmed to use ISO
9613-2:1996 Acoustics - Attenuation of sound during propagation outdoors - Part 2: General
methods of calculation prediction methodology.

4.1 Noise Modelling Extents
The noise model extents include the noise sensitive buildings and ancillary structures that are
most exposed to the proposed development. The model incorporates all terrain within at least
500 m of the site.

4.2 Terrain
A terrain model based on light detection and ranging (LiDAR) was sourced from the Department
of Natural Resources, Mines and Energy (DNRME).

This bald earth digital elevation model (DEM) was created as part of the ‘Noosa-Gympie 2015
Project’. The dataset has a resolution of 1.0 m. The DEM was converted from a raster file format
to contour lines using QGIS v3.34. The contour lines were then imported into SoundPLAN as
elevation lines, allowing SoundPLAN’s triangulation algorithms to generate a digital ground model
(DGM).

4.3 Buildings and Structures
Buildings and structures were identified using a combination of aerial imagery (Queensland Globe
& Google Earth) and site visits. The buildings footprints were traced into the noise model from
Queensland Government high resolution aerial imagery. Carports and other similar structures
with no walls were omitted from the building footprint. Single story buildings were modelled at a
height of 4.0 m above natural earth, two-story buildings were modelled at a height of 6.0 m.
Industrial buildings were modelled at an assumed height of 7.5 m (unless specified on
architectural plans). Auxiliary buildings such as sheds were not included within the model.

4.4 Ground Absorption and Vegetation
Minimal areas of hard ground were digitised from high-resolution aerial imagery. Local roads and
car parks were modelled as acoustically ‘hard’ (i.e. reflective) and the remaining areas were
modelled as acoustically ‘soft’ (i.e. absorbent) throughout.

4.5 Existing Noise Protection Barriers
No noise protection barriers were included in the noise model for the purposes of a conservative
assessment.

4.6 Existing Fixed Mechanical Plant
Noise emissions from existing fixed mechanical plant have been assessed by Live It Acoustics
personnel. Attended noise measurements of site mechanical plant were conducted on 21 January

Noise Impact Assessment

It is recommended that a detailed assessment of mechanical plant noise be conducted in
accordance with the criteria and assessment procedure outlined in Liquor guideline 51: Preparing
an acoustic report. This would allow for determination of noise limits associated with the
cumulative noise emissions of amplified entertainment, patron noise and mechanical plant noise.
Further discussion is provided in Section 5.2.

Any future mechanical plant should be selected to ensure compliance with the established noise
criteria in Section 3 of this report.

4.7 Noise Sources
Table 9 below describes the noise source model inputs associated with each activity and includes
the overall sound power levels utilised in the prediction model.

provided below in Section 4.7.3.2.

The above noise sources were input into the noise prediction model. A single noise prediction
model scenario was created to assess all operational noise sources simultaneously.

Further discussion into the selection and use of each of the above noise sources are provided in
the below sub-sections.

4.7.1 Fixed Mechanical Plant
An assessment of existing fixed mechanical plant has been conducted by Live It Acoustics
personnel with the results presented in Section 4.6. The measured source sound pressure levels
have been converted to sound power levels using acoustic theory and onsite observations, which
were input into the SoundPLAN model.

For the assessment, mechanical plant is assumed to operate 100% of the time. It should be noted
however that in practical operation of the development, air-conditioning and other such fixed
mechanical plant may cycle in operational status (such as compressors only turning on
periodically), reducing the percentage of time that the maximum output noise level operates for.
Therefore, the approach to model plant operating 100% of the time is considered conservative.

4.7.2 Carpark Activities
We understand that patrons utilise the Council ‘street parking’ when attending the venue and that
there is no dedicated onsite parking. Hence, noise associated with car vehicle activity has been
excluded from the assessment.

There is also no dedicated loading bay or manoeuvring area for commercial deliveries to occur.
We have been informed that deliveries vehicles utilise the Council ‘street parking’ and manually
carry boxes etc. to the site. Hence, noise associated with deliveries is expected to be minimal and
has been excluded from the assessment.

4.7.3 Amplified Entertainment and Patron Noise
To predict potential noise impacts generated by amplified entertainment and/or patron noise
associated with the interior dining, noise sources were identified and modelled as follows:

      • Amplified entertainment and indoor patrons modelled via the SoundPLAN Industrial
Building tool to determine noise radiated by the building envelope; and
      • Patron noise modelled as an area source over the extents of the proposed outdoor areas.

It should be noted that the eastern courtyard and DOSA will be re-configured/removed as part of
the development and will not host any patrons or amplified entertainment.

Noise Impact Assessment

4.7.3.1 Amplified Entertainment – Industrial Building
An industrial building noise source was input into the noise model, traced using the architectural
drawings in Appendix C – Design Drawings.

An amplified music and patron reverberant sound pressure level was estimated within the space
using the following parameters:

     •    Estimated room volume given via the gross floor area (344m2) * the ceiling height (3.2m);
     •    Average mid-frequency reverberation time of 1.0 seconds;
     • Amplified music sound power level of 111 dBA, based on Live It Acoustics’ measurement
database of a pair of 15-inch active loudspeakers.

Based on the existing entertainment area and speaker locations, the internal level incident to the
façade was calculated.

The building envelope construction materials were determined during site visits by Live It
Acoustics. The building materials used in the model are specified below:

     • 8mm toughened glass (modelled achieving minimum Rw30 dB); and
     • Typical lightweight construction for the external façade (assumed Rw41 dB for walls and
          roof structure)

The entry / exit doors to the courtyard are assumed to be closed. The exterior dining and main
entrance doors are assumed to be open within the noise model.

4.7.3.2 Patron Noise
Noise associated with patrons has been based on the technical paper ‘Prediction of Noise from
Small to Medium Sized Crowds’ (Hayne et al, 2011). The paper was based on attended noise
measurements conducted at a sample of premises to account for a range of patron numbers and
venue types. The analysis determined that the sound power level (LAeq) of a small-medium crowd
could be predicted by the equation:

                                          LWAeq = 15 × log N + 64dB(A)

          Where:

LWAeq is the calculated patron A-Weighted sound power level
N is the number of patrons.

Patronage within the subject site has been determined based on approximately one patron per
two square-metres of floor space for internal and external areas.

The assumed patron numbers for each area and associated sound power levels are presented in
Table 10 below.

No adjustments for crowd orientation were applied to consider a ‘worst-case’ assessment. A
reference spectrum was applied to the overall sound power level using guidance provided in the
Association of Australasian Acoustic Consultants (AAAC) Licensed Premises Guideline V3.0.

4.7.3.3 Outdoor Speakers
We understand that outdoor speakers are proposed for the exterior dining area. To determine
indicative noise impacts, four (4) typical wall mounted speakers were input into the noise model,
facing west towards the licensed bowling green area angled at 45° downward.

Each speaker was set to a sound power level of 88 dBA using a reference spectrum from Live It
Acoustics measurement database. Based on omnidirectional radiation into free space, this would
be approximately equivalent to a sound pressure level of 70 dBA at 3m from the source.

No outdoor speakers are located in the eastern areas of the site.

4.7.4 Playground
The AAAC Guideline for Childcare Centre Acoustic Assessment provides sound power levels
(LAeq,15min dBA) for 10 children playing within the age groups 0 – 2, 2 – 3 and 3 – 5, as shown
in Table 11.

The guideline also provides an equation to calculate noise levels for more or less than 10 children
within these age ranges, as shown below:

                                      𝑆𝑊𝐿 = 10 𝑐ℎ𝑖𝑙𝑑𝑟𝑒𝑛 + 10𝑙𝑜𝑔 (𝑛/10)

10 children = SWLs stated in Table 11

                                        n                 =        Number of children

We have been informed that typically, no more than 6 children aged from 3 to 5 utilise the space.
For the purposes of a conservative assessment, it has been assumed that 10 children aged 3 to
5 years utilise the playground space.

    Noise Impact Assessment

The children were modelled as an area source 0.9 meters above ground level and was calculated
to have a total SWL of 87dB. For the purposes of a conservative assessment, it is also assumed
that the LAeq,adj,15min is equivalent to an LAeq,adj,1hr.

The noise sources of the children playing have been modelled as an area source to be operating
for 75% of the time during the hours of 10:00 AM – 10:00 PM.

Results of the noise prediction model are detailed in the below section.

    4.8 Results and Discussion
The predicted noise levels at the SRs are provided as follows. The results presented are the
impacts at the most affected point of each SR. Noise levels are only shown for the closest SRs to
the site, as they are considered to be the most affected. Should compliance be achieved at these
locations, compliance is also predicted to be achieved at all other SRs within the wider area due
to distance separation and shielding from buildings or structures.

    4.8.1 All Operational Noise Sources
To provide the expected worse-case impacts, an assessment of all operational noise sources
associated with the development was conducted. This assessment assumes use of all spaces are
occurring simultaneously, which may not occur in practice. Hence, the assessment of noise
    impacts is considered conservative.

The predicted noise levels at the nearest SRs are detailed in Table 13, with noise contour maps
presented in Appendix D – Noise Contour Maps.

Noise Impact Assessment

5 Recommendations
To protect sensitive receptors, health and amenity from operational noise emissions associated
with the proposed development, it is recommended that the following noise management
measures and acoustic treatments are implemented.

5.1 Mechanical Plant
A preliminary assessment of existing site mechanical plant has been conducted by Live It
Acoustics and is presented in Section 4.6 of this report. A detailed assessment of mechanical
plant noise should be conducted in conjunction with the criteria and assessment procedure
outlined in Liquor guideline 51: Preparing an acoustic report.

We recommend that any additional mechanical plant (as required) is located as far as practical
from the residential noise sensitive receptors to the north, south and east of the subject site. Any
additional mechanical plant should be designed or selected to ensure compliance with the noise
criteria in Section 3 of this report and any other relevant policies. An assessment by a suitably
qualified acoustic consultant should be conducted prior to installation.

5.2 Office of Liquor and Gaming Regulation (OLGR)
As the venue is licensed, OLGR are likely to require an acoustic assessment in accordance with
Liquor guideline 51: Preparing an acoustic report. The assessment would determine maximum
allowable noise levels for amplified music which may differ from any recommended levels in this
report.

5.3 General Onsite Activities
The following acoustic treatments and management controls should be implemented.

5.3.1 Management controls
The following management controls should be implemented by the venue:

     • Guests should be reminded that loud/boisterous behaviour is not permitted, and staff
should take a proactive approach to minimise this.
     • Guests should be reminded to keep noise to a minimum when leaving the venue during
night-time periods (after 10pm). This includes but is not limited to turning down car
stereos, not congregating in the street for conversation and driving in a responsible
          manner.
     • Signage should be placed throughout the venue to remind guests to keep noise levels to
          a minimum.
     • Use of the playground should only be permitted during daytime hours and evening hours
          (7:00AM to 10:00PM).
     • Use of the bowling green licensed area should only be permitted during daytime and
          evening hours (7:00AM to 10:00PM).
     • Deliveries should only be undertaken during daytime hours (7:00AM – 6:00PM).
     • Waste collection should be conducted in accordance with the venues existing waste
management plan and only occur during daytime hours (7:00AM – 6:00PM) to minimise
          disturbance.

Noise Impact Assessment

6 Conclusion
An assessment to evaluate existing and potential noise impacts from the operation of an existing
bowls club (Your Mates Bowls Pub, Cooroy) located at 5 Opal Street, Cooroy QLD 4563 has
been undertaken.

The assessment involved identifying nearby sensitive receptors and quantifying the existing
ambient noise environment through noise measurements; along with identifying existing noise
sources, their noise emission levels and predicting the noise levels received at the sensitive
receptors using a SoundPLAN noise prediction model. The predicted noise levels were then
compared to the noise limits outlined in Section 3.4.

Based on the findings of the assessment, recommendations for acoustic treatments and
management controls were outlined in Section 5 to mitigate noise impacts from the development.
Should these recommendations be implemented in full, compliance is predicted with Noosa
Council criteria.

An assessment in accordance with Liquor guideline 51: Preparing an acoustic report should be
conducted following submission of this report.

Rating Background Level (RBL) is the overall single-figure background level representing each
Rating background level assessment period (day/evening/night) over the whole monitoring period (as opposed to over each
(RBL) 24-hour period used for the ABL). The RBL (or minLA90,1hour) is the level used for assessment
                              purposes.
Defined objectively in several different ways ranging from the smallest detectable physiological
response to some external stimulus whilst asleep to actual behavioural awakening. Sleep
Sleep disturbance disturbance can also be described subjectively using some appropriate scale after the event. If
there are any effects on mood, attitudes or performance of some task the next day, such variables
could also be measured, both objectively and subjectively.
Sound pressure level Sound Pressure Level (SPL) in decibels is a logarithmic measure of the effective pressure of a
(SPL) sound relative to a reference level of 20 micro pascals (uPA)
Sound Power Level (SWL) in decibels is ten times the logarithm of the ratio of the sound power to a
