EXECUTIVE SUMMARY
At the Ordinary Meeting of 28 August 2014, Council resolved to amend its current Priority
Infrastructure Plan (PIP) to a Local Government Infrastructure Plan (LGIP) to comply with the
July 2014 amendments to the Sustainable Planning Act 1997 and Statutory Guideline 03/14.
This report provides:
 background information of legislative changes that have occurred since 1997 governing the
      infrastructure planning and charging framework for Queensland local governments;
 details about the Local Government Infrastructure Plan purpose, structure and
      requirements; and
 staff review of the Priority Infrastructure Area (PIA) proposed for the new LGIP for Council’s
      consideration.

RECOMMENDATION
That Council note the report by the Infrastructure Assessment Coordinator to the Planning &
Environment Committee Meeting dated 12 July 2016 and approve the Priority Infrastructure Area
(PIA) Maps provided at Attachment 1 for the proposed Local Government Infrastructure Plan
(LGIP) to replace the current Priority Infrastructure Plan (PIP) of the current Noosa Plan planning
scheme.

REPORT
Under the current Sustainable Planning Act 2009 (SPA), local governments are required to have
a Local Government Infrastructure Plan (LGIP) in place by the stipulated “cut-off date” of 1 July
2016 (or an alternative extension date if granted by the Minister) to continue issuing infrastructure
charges and apply conditions about “trunk” infrastructure on development.
Council currently has a Priority Infrastructure Plan (PIP) that under the transitional provisions of
the SPA legislation became its LGIP however, before the abovementioned “cut-off date”, it must
still be amended to a fully conforming new LGIP to comply with the new Statutory Guideline
03/14. The Deputy Premier and Minister for Infrastructure Local Government and Planning
granted Noosa Council’s request for an extension to its cut-off date to 30 June 2018 for replacing
the current PIP to a new LGIP in the current planning scheme. It should be noted that this work
will be required to be undertaken again for the new planning scheme.
As there are a number of parts that make up a LGIP, reports are planned to be presented to
Council for individual endorsement as each section is progressively completed. This will be
followed by a final report for Council’s endorsement for the complete LGIP document for
progressing to the State reviews.
This first LGIP report presents the staff review and amendments proposed to the Priority
Infrastructure Area (PIA) for the new LGIP. It also informs Council on the historical changes that
have occurred to the infrastructure planning and charges legislation over the last 15 years and
provides details on the legislative purpose, structure and requirements of a LGIP.
