PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 12 JULY 2016 RECOMMENDATION That Council note the report by the Development Planner to the Planning & Environment Committee Meeting dated 12 July 2016 and refuse Application No. PBA16/0016 for a Preliminary Approval for Building Works assessable against the Planning Scheme, situated at 26 Lorikeet Drive, Peregian Beach for the following reasons: 1. The proposed building works conflicts with the provisions of The Noosa Plan’s Natural Resources Overlay Code. 2. The application fails to provide revegetation within a 5.0m setback from the seaward boundary to assist in maintaining natural coastal processes including the natural cycles of erosion and accretion of foreshore areas. 3. The works would not advance The Noosa Plan’s precautionary approach, which seeks to improve coastal resilience. REPORT 1. PROPOSAL The application seeks approval for Building Works assessable against the Planning Scheme for a concrete paved area and 2.1m x 12.0m lap pool sited within a 6.0m Coastal Protection setback. The pool and a northern portion of the paved area are proposed at a 4.5m setback from the rear boundary in lieu of 6.0m as a Specific Outcome of the code. An extract of the proposed site plan is included below in Figure 1. Figure 1 – Site Plan Extract 2. SITE DETAILS 2.1. Background The detached dwelling was constructed at some time prior to 2000 and extensions to the dwelling were approved on 30/01/2004. Page 4 of 185
