EXECUTIVE SUMMARY
Noosa Council has a statutory requirement to develop detailed asset management plans for its
major asset classes. The stormwater infrastructure asset is the fifth asset management plan
drafted in the suite of asset management plans to be developed across Council’s infrastructure.
In developing the stormwater infrastructure asset management plan, it was essential to consider
the following key objectives:
Describe the assets and the services provided.
Link Council’s long-term financial plan by
o Defining future asset renewal and upgrades - reflecting Council’s Capital Works Program
o Identifying the current and future operational and maintenance commitments.
Levels of service and demand are identified and determined.
The assets are identified with a condition.
Life cycle costs are addressed.
Long-term cash-flow requirements are forecast for asset renewals, maintenance and
operations.
Asset rationalisation and disposal is addressed.
The risk management activities associated with the assets.
These objectives are aligned with both the Noosa Council asset management roadmap and the
Queensland Audit Office asset management outcomes.
RECOMMENDATION
That Council note the report by the Asset Planning Manager to the Services & Organisation
Committee Meeting dated 12 February 2018 and approve the Stormwater Infrastructure Asset
Management Plan as a document that specifies the activities, resources and asset classes to
achieve Noosa Council’s asset management objectives.
REPORT
The purpose of the Stormwater Infrastructure Asset Management Plan (the Plan) is to define the
whole of life activities associated with operating and maintaining the stormwater drainage assets
for the Noosa community. The Plan identifies the assets and the levels of service. A key outcome
of the Plan is the identification of the current state of the asset conditions and the ongoing
development of renewal and maintenance plans. Importantly, the identification of future costs and
potential risks to the stormwater infrastructure assets is fundamental in achieving the asset
management objectives for Noosa Council.
1. Stormwater Infrastructure Overview
Council’s stormwater infrastructure plays a vital role in the management of stormwater drainage
in both urban and rural communities across the Noosa Shire. There are in excess of 22,000
financial stormwater infrastructure assets on Council’s register considered in the Plan. The
stormwater infrastructure assets have a current replacement value of $177m, equating to
approximately 17% of Council’s financial assets.
