RECOMMENDATION
That Council note the report by the Governance Advisor to the Planning & Organisation
Committee Meeting dated 21 July 2015 and repeal the following Council Policies that transferred
to Noosa Council under the Local Government (De-amalgamation Implementation) Regulation
2013:
A. Markets Policy;
B. Mayoral and Councillor Discretionary Funding;
C. Business Investment Policy;
D. Community Gardens Policy; and
E. Installation of an election advertising device.
REPORT
Council will recall that under the Local Government (De-amalgamation Implementation)
Regulation 2013, the Council Level and Organisational Level Policies and Procedures of the
Sunshine Coast Regional Council (SCRC) were transferred to Noosa Council.
Organisational Level Policies and Procedures transferred from SCRC were able to be repealed
and replaced under the authority of the CEO as required. However, for Council Level Policies
transferred, it is recommended that these be formally repealed by Council to ensure that is no
confusion or potential argument that the Policies remain in force.
Over the past 18 months, the majority of Council Level Policies transferred to Noosa Council
from SCRC have been repealed by Council and replaced with a more relevant Noosa Council
Policies.
The purpose of this report is to formally repeal a number of SCRC Council Level Policies that
remain in place and have been confirmed by the Leadership Team as no longer required in
Council Level Policy form for Noosa Council operations. These Policies are listed below.
SCRC Council Level Policies to be repealed outright
Markets Policy.
Mayoral and Councillor Discretionary Funding.
Business Investment Policy.
Community Gardens Policy.
Installation of an election advertising device.
