the Minister’s instructions and as outlined in the report; and
B. Authorise the commencement of public consultation on the proposed Planning Scheme

Amending Local Planning Instruments.
REPORT
1. Background
In accordance with the requirements of the Sustainable Planning Act and Statutory Guideline
04/14 Making and Amending Local Planning Instruments the proposed Planning Scheme
amendments were forwarded to the Department of State Development Infrastructure and
Planning (DSDIP now the Department of Infrastructure Local Government and Planning DILGP)
and uploaded onto the State’s ePlan Portal on 10 September 2014. Separate letters to the
former Deputy Premier were sent from both the Mayor and the Chief Executive Officer seeking
his approval of the draft amendments for the purpose of community consultation.
A response from the DSDIP Regional Services was received on 21 October 2014 containing
whole of government comments on the proposed amendments. Comments largely related to the
need to:
incorporate new State mapping and further provisions for the water catchments and
associated SEQWater infrastructure;
incorporate new State mapping for agricultural areas;
further update flood hazard provisions to reflect State guidelines;
identify Matters of Local Environmental Significance or remove references to offsets;
clarify terminology and definitions for biodiversity;
provide further clarity in high order outcomes for the rural zone, tourism and water
infrastructure.
Staff addressed these matters and provided the State with a response.
