Additional Parking Spaces Please note we have been in discussion with adjoining owner and have started developing a sketch plan for 9 additional parking spaces. We are aware that this would require the resubmission of the application to include this property as part of the application – see attached (Only the spaces in red would be used by the brewery). This has not yet been run through AutoTurn, but is generally to scale to give a general layout that we can play around with. We would be more than happy to hear Mark Lewis’ comments on the layout so as to work with Council to achieve a compliant design without wasting money on engineer’s ingress and egress plans. [cid:[email protected]] Total Parking Spaces Please find attached the building plans and use area table for how the applicant would like to use the building (including the outdoor area). Use Area Industry Dining Use Area Ground Floor 175m2 65m2 +15m2 (toilets) Mezzanine 140m2 Nil – Board Room only to be used for internal meetings. Outdoor 40m2 Total 315m2 120m2 Combined Total Use Area = 435m2 + 64m2 for dining back of house = 499m2 % of total use area 63% 37% (Based on 184m2 including the 64m2 for back of house) Parking Required (1 per 50m2) 6.3 spaces (1 per 10m2) 12 spaces Total Spaces = 18.3 spaces Parking Proposed Total Spaces = 21 spaces * 12 onsite & * 9 at 134 Eumundi Noosa Rd) [cid:[email protected]] Ground Floor Plan [cid:[email protected]] Mezzanine Floor Plan Although the applicant would rather apply for a bar/hotel liquor licence, considering the existing approvals for the other two breweries were for Entertainment & Dining Type 1 with restaurant areas – the use of the site will be more akin to sit down dining rather than standing room only ‘bar’ type use. As a result, the restaurant liquor licence will restrict the selling of alcohol to the dining area, while the producer/wholesale licence will cover the production and staff tasting components in the Industrial area. The mezzanine area has also been cordoned off and the applicant is adamant this is only to be used in association with the producer/wholesale liquor licence and not for dining patrons, therefore should be treated as part of the industrial business calculations. We are also more than happy to accept a condition to restrict the use of this area and a wall and doors have been constructed (before Xmas) to separate this from the dining area. Extension to the Information Response Period It is further noted the information request response is due by the 21 January. As the additional parking and formulation of the parking will take some time to compile, do you agree to extend the information response period for a further month until the 21 February 2019? Feel free to call and discuss the proposal with myself or John before we continue down this pathway for the application. Regards, Ya’la daliya (Talk Soon) Jack Lewis B.Sc Hons UNSW M.Plan Otago MPIA Planner/Director A: 4/59 Mary St, Noosaville P: 0406 334 227 [PPlogo] From: Patrick Murphy <[email protected]<mailto:[email protected]>> Sent: Monday, 14 January 2019 2:30 PM To: Jack Lewis <[email protected]<mailto:[email protected]>> Subject: 130 Eumundi Noosa Road Hi Jack, Review of the car parking has been based on the layout detailed within the plans by Complete Civil Consulting dated 4 December 2018. It is noted that there are discrepancies between this plan and landscape plan, ground floor plan and mezzanine floor plan which were also attached to your email dated 20 December 2018. The comments are: 1. The use of the area within the building is not supported, egress from car space 1 needs to be demonstrated without intruding into the building. This is likely to require the re-location of scooter space 3 and the bin wash down area, where will they be re-located to? Although the manoeuvring for carspace 1 is within a defined loading area – the plan can be amended to remove carspace 1 and locate the scooter spaces within this area. 1. Scooter spaces 1 and 2 appear to require the removal of a tree - what form of construction is proposed for these spaces and what will be the impact on existing vegetation. These were proposed either side of the existing lilly pilly tree using permeable paving (however may not be required if relocated to carspace 1). 1. If accepted car spaces 1, 2, 5 and 7 would be required to be allocated as staff car spaces – please clarify the required staffing numbers for the proposed use. As per the application report - the use would require up to 4 staff (2 for the industrial and 2 for the dining component). 1. The vehicle turn movement plans do not show the access driveway/crossover and it appears in some cases the vehicles driving outside the edge of the concrete driveway and may also be running over the existing service pit/s and the street stormwater inlet pit. So far the applicant has not provided any clear and reliable survey details for the development site, the existing crossover, its roads frontages and the existing parking concrete slab. The parking plan has been based on the attached survey. 1. Reversing movements into car space 6 is not supported due to the close proximity to the driveway/front boundary and the resultant conflict with traffic trying to enter the site. This existing space is more than 7m from the kerb line. Considering the removal of carspace 1 and the number of staff – this could be made a staff carpark and not be a highly frequented customer bay. 1. The plans detail wheel stops in some locations - please clarify whether they will be used and how any trip hazards can be avoided. The wheel stops will prevent cars along the western side of the carpark from falling off the embankment. Pedestrians will be encouraged to walk from their car to the entrance of the building without interfering with these. Please let me know if you have any queries.
