PEKOL TRAFFIC & TRANSPORT INTRODUCTION This report has been prepared in response to traffic and transport issues raised in the information request (IR) from Noosa Council relating to the proposed mixed-use development located at 125 Myall Street, Cooroy (Noosa Council Reference: MCU14/0056). The traffic engineering issues raised in the Noosa Council IR and addressed below include: m= —_access to the proposed development == development traffic generation and distribution == impact of the proposed development on the Myall Street / Elm Street intersection == _ revised SIDRA analysis at the site access, Myall Street / Ferrells Road and the Myall Street / Bruce Highway Ramps priority intersection pedestrian and cyclist access and movement REVISED DEVELOPMENT The proposed development has been revised and now includes the following components: service station including shop (190m? GFA) and car wash fast-food restaurant with drive-thru (270m? GFA) self-storage units (1,110m’ GFA) tourist park (23 caravan parks and 10 cabins) The layout of the revised proposed development is attached in Appendix A and is shown in Figure 1. Access It is proposed to provide a single point of vehicular access to the site from Myall Street. No vehicular access is proposed from Ferrells Road. The Myall Street access would be an all-movements intersection and includes provision for a left turn auxiliary deceleration lane (AUL) and a channelised right turn treatment (CHR). The proposed geometric design of the site access intersection is shown in Figure 2 and attached in Appendix B. Chapter 13 of the Department of Transport and Main Roads (DTMR) Road Planning and Design Manual (RPDM) requires a safe intersection sight distance (SISD) of 181m for an 80kph speed environment, based on the desirable 2.5 second driver reaction time. The safe intersection stopping site distance requirements for the access intersection are shown in Figure 2. This figure also indicates the required sign relocations and extent of vegetation clearing necessary to accommodate the carriageway widening and provide the required sight distance. PEKOL TRAFFIC & TRANSPORT 3.0 The sight distance in both directions is in excess of 181m as shown in Figure 2, included in Appendix B. This is considered more than adequate for the speed environment given that the posted speed changes from 80km/hr to 60km/hr approximately 20m to the south of the site access so vehicles will be travelling at speeds which are considerably lower than 80km/hr as they approach the access. Additionally, in conjunction with the Cooroy to Curra upgrade of the Bruce Highway, the Myall Street / Bruce Highway ramps intersection is to be converted to a new two-lane roundabout. The deflection associated with this roundabout is likely to result in lower vehicle speeds on this section of Myall Street. Therefore the available site distance is considered to be sufficient. TRAFFIC GENERATION & DISTRIBUTION Background Traffic Growth An Annual Volume Report for Myall Street has been obtained from DTMR at a counter site (Number 20049) located 100m south of the Ferrells Road. This data is attached in Appendix C along with the traffic count data, which was collected on Thursday 14 March 2014 and Saturday 16 March 2014 at the Myall Street / Ferrells Road and Myall Street/Bruce Highway ramps priority controlled intersections. Data from the counter site indicates that the two-way volumes on Myall Street have decreased by 2.9% over the past year (ie 2012 — 2013), decreased by 1.7% per annum over the last five years and increased by 0.6% per annum over the last 10 years. Therefore, we have adopted a nominal background traffic growth rate of 1% per annum. This rate has been applied to the observed traffic volumes on all approaches except those that do not cater for through traffic such as Ferrells Road. The application of this rate equates to a 14% increase in local traffic volumes over the next 13 years (2014 to 2027). Service Station and Fast-Food Restaurant Use It is considered that the service station and fast-food restaurant uses would generate three different types of trips as follows: == _—undiverted pass-by trips from Myall Street == diverted pass-by trips from the Bruce Highway == dedicated trips from the Cooroy urban area associated with the fast-food use Undiverted Pass-By Trips from Myall Street We have previously undertaken surveys of traffic generation for three BP highway service centres located on the Pacific Highway at Coomera and Staplyton, and on the Bruce Highway at Caboolture. Each of these service centres comprises a petrol filling station with associated food / restaurant outlets (including drive-through facilities). P:\2012-13\13-082 MYALL STREET, COOROY\REPORTS\INFORMATION REQUEST\MYALL STREET COOROY IR RESPONSE.DOCX 4
Page 6
PEKOL TRAFFIC & TRANSPORT The surveys identified the number of vehicles entering each site on a typical weekday, between the hours of 7am - 5pm. The traffic volumes along the adjacent section of highway were also recorded to calculate the site traffic generation as a proportion of the passing highway traffic. Figure 3 shows the percentage of turn-in traffic as a proportion of (one-way) passing highway traffic for each of the three service centre sites during the network peak hours. The data indicates that during the typical morning and evening peak hours, the volume of vehicles entering from the highway did not exceed 9% of the passing traffic, with an average of 7%'. Therefore, for this assessment we have adopted a traffic generation rate of 7% of the passing (two-way) traffic on Myall Street for both the service station and fast-food restaurant drive-through components of the development. In the absence of corresponding data for the typical Saturday peak hour, we have adopted the same traffic generation rate. It is considered that all the trips generated from Myall Street would be undiverted drop-in trips and not increase the total number of vehicle movements on the local road network. The predicted peak hour traffic generation for the service station and fast-food component of the development from Myall Street is shown in Table 1. Figure 3: PERCENTAGE OF TURN-INS AS A PROPORTION OF PASSING TRAFFIC 10.0% Morning Peak Evening Peak 9.0% 8.0% 7.0% || a 6.0% 5.0% = Coomera m Stapylton 4.0% | Morayfield 3.0% 2.0% Percent Turn-Ins as a Proprotion of Passing Hihway Traffic 1.0% 0.0% 7:00 7:30 8:00 4:00 Hour Commencing ' Note that as the surveyed period concluded at 5pm there is only one hour of data for the evening peak period P:\2012-13\13-082 MYALL STREET, COOROY\REPORTS\INFORMATION REQUEST\MYALL STREET COOROY IR RESPONSE.DOCX 5

PEKOL TRAFFIC & TRANSPORT Fast-Food Trips from Cooroy The fast-food restaurant use would also generate some dedicated trips from the Cooroy urban area. The DTMR RPDM includes traffic generation rates for fast-food outlets in urban areas. Typically, a KFC or Red Rooster restaurant would generate around 100 vehicle trips per hour at peak times. However, the rates from the RPDM are not considered appropriate to apply to a low density, rural service town such as Cooroy. Therefore, we have undertaken a first principles approach to determine the likely traffic generation of the proposed fast-food restaurant. Considering the number of households in Cooroy (1,065), the average number of fast-food visits per month in Australia from an Enhanced Media Metrics Australia report’ (on average one visit per person per month) and the prevalence of other fast-food options in Cooroy, we estimate that the proposed fast-food use would generate around 70 - 80 two-way vehicle trips per hour at peak times. Consistent with the DIMR Guidelines for Assessment of Road Impacts of Development (GARID), we have made an allowance for undiverted drop-in trips to account for the likelihood that a number of these trips are already on the adjacent local road network. Appendix F of GARID suggests that for a fast-food outlet, 35% of trips are undiverted drop-in trips. The predicted traffic generation for trips to and from the Cooroy urban area associated with the fast-food use is shown in Table 3. Table 3: TRIPS TO / FROM COOROY PEAK HOUR TRAFFIC GENERATION TRAFFIC GENERATION (VPH) TRIP TYPE IN OUT TWO-WAY New Trips 24 24 48 Undiverted Drop-in Trips 13 13 26 Total Trips 38 38 75 Self-Storage Use Neither the DIMR RPDM nor the RTA Guide to Traffic Generating Developments contains specific traffic generation rates for self-storage use. Therefore, we have obtained a report prepared by Aurecon’, which identifies traffic generation rates for self-storage facilities in Australia. Based on a sample size of 16 sites, the Aurecon study found that evening peak hour traffic generation rates for facilities less than 3000m? GFA varied between 5 - 20 vehicle trips. We have assumed that the 20 trips corresponds to a 3000m? GFA facility, which results in an average rate of 0.7 trips per 100m’ GFA. In the absence of similar data for a Saturday peak hour, we have utilised the same rate as the evening peak hour. ? PEKOL TRAFFIC & TRANSPORT 4.0 5.0 MYALL STREET / ELM STREET INTERSECTION We have obtained morning and evening peak hour traffic counts at the Myall Street / Elm Street intersection undertaken in 2012 from DTMR. These traffic counts found peak hour volumes as follows: m= 2012 Morning Peak: 2,100 vehicles per hour m= 2012 Evening Peak: 2,770 vehicles per hour We have made the assumption that 85% of the total development generated traffic arriving and departing to the north would travel through this intersection. This estimate is based on approximately 5% of traffic arriving and departing to / from the north using Ferrells Road (as observed in the traffic surveys of the Myall Street / Ferrells Road intersection), with the same proportion of traffic assumed to use Tulip Street and Crystal Street to access the west of Cooroy. On this basis it is estimated that the development would increase traffic flows at this intersection by less than 2% in the evening peak hour and would not exceed 5% on any individual turning movements. Therefore, in accordance with GARID, no further assessment of this intersection has been undertaken. INTERSECTION OPERATIONS A series of SIDRA analyses have been conducted for the following intersections: == _— Myall Street / Site Access priority intersection == Myall Street / Ferrells Road priority intersection == Myall Street / Bruce Highway Ramps priority intersection These were based on the turning movement forecasts presented in Appendix D for the following scenarios: Existing year (2014) Opening year (2017) pre-development Opening year (2017) post-development Future year (2027) pre-development Future year (2027) post-development The SIDRA analyses were based on the traffic count data presented in Appendix C with: == gap acceptance parameters as per Table 13.7 of the DTMR RPDM and identified for each intersection below == proportion of heavy vehicles (%HV) as identified in the traffic surveys m= Peak Flow Factors (PFF) as calculated from the traffic surveys m= SIDRA default values for other parameters P:\2012-13\13-082 MYALL STREET, COOROY\REPORTS\INFORMATION REQUEST\MYALL STREET COOROY IR RESPONSE.DOCX 9

PEKOL TRAFFIC & TRANSPORT Table 6 demonstrates that the Myall Street / Site Access intersection is expected to experience “excellent” operations during all periods. In all post-development scenarios, the 95th percentile queue lengths are predicted to be minimal. Myall Street / Ferrells Road Intersection The results the SIDRA analysis of the Myall Street / Ferrells Road priority intersection are attached in Appendix E, and are summarised in Table 7. The following gap acceptance parameters have been adopted for this intersection: == Right hand turn from major road: critical gap - 5 seconds; follow-up headway - 3 seconds == Left hand turn from minor road: critical gap — 5 seconds; follow-up headway — 3 seconds == _ Right hand turn from minor road: critical gap — 6.5 seconds; follow-up headway - 4 seconds Table 7: MYALL STREET / FERRELLS ROAD INTERSECTION OPERATIONS PEAK HOUR & 95% SCENARIO bos QUEUE CRITICAL MOVEMENT Evening Peak 2014 Existing 23% 0.1 Myall Street (North) - Ahead 2017 Pre Development 24% 0.1 Myall Street (North) - Ahead 2017 Post Development 26% 0.2 Myall Street (North) - Ahead 2027 Pre Development 27% 0.2 Myall Street (North) - Ahead 2027 Post Development 28% 0.2 Myall Street (North) - Ahead Saturday Peak 2014 Existing 19% 0.1 Myall Street (North) - Ahead 2017 Pre Development 20% 0.2 Myall Street (North) - Ahead 2017 Post Development 21% 0.2 Myall Street (North) - Ahead 2027 Pre Development 22% 0.2 Myall Street (North) - Ahead 2027 Post Development 24% 0.2 Myall Street (North) - Ahead Table 7 demonstrates that the Myall Street / Ferrells Road priority-controlled intersection is expected to experience “excellent” operations during the morning and evening peak periods. PEKOL TRAFFIC & TRANSPORT Myall Street / Bruce Highway Ramps Intersection A SIDRA analysis has been undertaken on the existing Myall Street / Bruce Highway Ramps priority intersection. It is noted, however, that this intersection is to be upgraded to a new two lane roundabout as part of Section A of the Bruce Highway Upgrade (Cooroy to Curra). The proposed upgrades will significantly increase capacity at this intersection. Therefore, this analysis on the existing intersection configuration represents a worst case scenario of development impact. The results of the SIDRA analysis of the Myall Street / Bruce Highway Ramps priority intersection are attached in Appendix E, and are summarised in Table 8. The following gap acceptance parameters have been adopted for this intersection: == Ahead and left turn from major road: critical gap — 5 seconds; follow-up headway - 3 seconds == Right hand turn from minor road: critical gap — 6.5 seconds; follow-up headway - 4 seconds Table 8: MYALL STREET / RRUCE HIGHWAY RAMP INTERSECTION OPERATIONS PEAK HOUR & 95% SCENARIO bos QUEUE CRITICAL MOVEMENT Evening Peak 2014 Existing 21% 0.1 Bruce Highway Ramps - Left 2017 Pre Development 22% 0.2 Bruce Highway Ramps - Left 2017 Post Development 25% 0.2 Bruce Highway Ramps - Left 2027 Pre Development 24% 0.2 Bruce Highway Ramps - Left 2026 Post Development 28% 0.2 Bruce Highway Ramps - Left Saturday Peak 2014 Existing 18% 0.1 Bruce Highway Ramps - Left 2017 Pre Development 18% 0.2 Bruce Highway Ramps - Left 2017 Post Development 21% 0.2 Bruce Highway Ramps - Left 2027 Pre Development 20% 0.2 Bruce Highway Ramps - Left 2027 Post Development 23% 0.2 Bruce Highway Ramps - Left Table 8 demonstrates that the Myall Street / Bruce Highway Ramps intersection is expected to experience “excellent” operations during the morning and evening peak periods. PEKOL TRAFFIC & TRANSPORT 6.0 PEDESTRIAN & CYCLIST ACCESS & MOVEMENT A 2m wide shared pedestrian / cycle path is proposed to run along the Myall Street frontage, connecting the development with Ferrells Road and the existing footpath network. This is expected to adequately cater for walking and cycling trips to and from the site. Pedestrian and cyclist paths and crossing facilities are also proposed within the site, linking the various components of the development. Figure 5 highlights the proposed provision for pedestrian and cyclist movement within and around the site and the linkages to existing facilities. It is recommended that on-site bicycle parking is provided for the fast-food component of the development for visitors and staff. This should be situated close to building entrance in a location with a high level of casual surveillance. It is our view that cycle parking should be provided at a rate of 1 space per 25m’ GFA in accordance with Austroads*. * Austroads (2014) Cycling Aspects of Austroads Guides P:\2012-13\13-082 MYALL STREET, COOROY\REPORTS\INFORMATION REQUEST\MYALL STREET COOROY IR RESPONSE.DOCX 13
