PEKOL TRAFFIC & TRANSPORT

Fast-Food Trips from Cooroy

The fast-food restaurant use would also generate some dedicated trips from the Cooroy urban area. The
DTMR RPDM includes traffic generation rates for fast-food outlets in urban areas. Typically, a KFC or
Red Rooster restaurant would generate around 100 vehicle trips per hour at peak times. However, the
rates from the RPDM are not considered appropriate to apply to a low density, rural service town such as

Cooroy.

Therefore, we have undertaken a first principles approach to determine the likely traffic generation of the
proposed fast-food restaurant. Considering the number of households in Cooroy (1,065), the average
number of fast-food visits per month in Australia from an Enhanced Media Metrics Australia report’ (on
average one visit per person per month) and the prevalence of other fast-food options in Cooroy, we
estimate that the proposed fast-food use would generate around 70 - 80 two-way vehicle trips per hour at

peak times.

Consistent with the DIMR Guidelines for Assessment of Road Impacts of Development (GARID), we
have made an allowance for undiverted drop-in trips to account for the likelihood that a number of these
trips are already on the adjacent local road network. Appendix F of GARID suggests that for a fast-food

outlet, 35% of trips are undiverted drop-in trips.

The predicted traffic generation for trips to and from the Cooroy urban area associated with the fast-food

use is shown in Table 3.

Self-Storage Use

Neither the DIMR RPDM nor the RTA Guide to Traffic Generating Developments contains specific
traffic generation rates for self-storage use. Therefore, we have obtained a report prepared by Aurecon’,
which identifies traffic generation rates for self-storage facilities in Australia. Based on a sample size of 16
sites, the Aurecon study found that evening peak hour traffic generation rates for facilities less than
3000m? GFA varied between 5 - 20 vehicle trips. We have assumed that the 20 trips corresponds to a
3000m? GFA facility, which results in an average rate of 0.7 trips per 100m’ GFA. In the absence of similar

data for a Saturday peak hour, we have utilised the same rate as the evening peak hour.
