PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 8 MAY 2018
Land Use & Works Provisions
The following codes which regulate land use and design are most applicable to this application:
Business Uses Code
Engineering Works Codes
Landscaping Code
The application has been assessed against each of the above applicable codes. The pertinent
issues arising out of the assessment against the codes are discussed below:
Traffic
The applicant provided a Traffic Impact Assessment Report prepared by MRCagney which
assessed the relevant roundabouts, site access design, sight distances, refuelling deliveries,
turning paths and queuing of the development. The applicant’s traffic report and subsequent
response to further information were peered reviewed internally and by an external traffic
consultant with advice identifying concern with the existing bus stop to the front of the site, sight
lines for vehicles exiting the site and the capacity for waste vehicles to access and service the
site
Amended plans provided by the applicant have resolved these issues as the bus stop has been
partially indented and internal alterations have been made allowing for improved vehicle
circulation and access for the waste vehicle. The applicant has demonstrated that vehicle
manoeuvring areas are sufficient for all vehicles and tankers.
The development will result in the existing bus stop being removed and a new bus stop
developed to the front of the site. The new bus stop is an upgrade of the existing bus stop to
comply with the current requirements for a standard Noosa bus shelter. The bus shelter is Trunk
Infrastructure and accordingly the cost to the applicant of carrying out these works can be offset
against the Infrastructure Charges applicable for the development.
