3          Noosa Civic Catchment Area
The catchment area for a commercial office centre is influenced by a number of factors including:

 The hierarchy of the centre within the broader regional network of centres including its scale, role,
    quality of commercial accommodation, and supporting facilities (particularly major land uses such as
    retail facilities);

   Competing centres in terms of scale, proximity, and the commercial role they play;

 Current and future accessibility to the centre for workers, particularly in terms of the road network and
    public transport provision;

 Topographical and physical features of the region which may impede or facilitate travel to the centre
    from particular areas;

 Visitation patterns of residents, workers, and visitors to the centre. In this instance primary and
    secondary research includes ABS Census data on Journey to Work patterns and Consumer
    Research undertaken by Urbis (December 2012).

At the Major Regional Activity Centre level in non-metropolitan areas, commercial office centre
catchments have strong similarities to retail centre trade areas. This includes the application of the
majority of factors identified above. Urbis is also undertaking a retail needs assessment for Noosa Civic
and has identified a trade area for the centre based on these factors.

The Noosa Civic catchment area, including the categorisation of primary and secondary segments
supporting the Noosa Civic uses is described below and depicted on the following map.

 The primary catchment area encompasses the suburbs of Noosaville, Tewantin and Doonan.

 The secondary north east sector is geographically the smallest of the catchment area sectors. It
    incorporates the coastal suburbs of Noosa Heads, Sunshine Beach, Sunrise Beach, Castaways
    Beach and the northern portion of Peregian Beach.

 The secondary south east sector is a narrow strip between the coastline and Sunshine Motorway
    extending from Peregian Beach in the north to Mount Coolum in the south. Geographical barriers
    such as Lake Weyba and Noosa National Park restrict access to Noosa Civic for these residents.

 The secondary south sector extends east to the Sunshine Motorway and west to the Sunshine
    Coast hinterland incorporating parts of the suburbs of Peregian Beach, Coolum Beach, Eumundi and
    Ridgewood.

 The secondary north west sector incorporates the small townships of Cooroy and Pomona and
    rural areas to the northwest of Noosa. It covers the largest geographical region of all the catchment
    area sectors.
