1 Introduction
QIC Noosa Civic Pty Ltd owns the land on which Noosa Civic is located. This report has been prepared to
accompany a Development Application for the expansion of Noosa Civic. This report investigates the
demand for commercial office floor space at Noosa Civic.

1.1 OBJECTIVES
The specific objectives of this report are to:

   determine the future need for commercial office floor space at Noosa Civic over the period to 2031;

 compare this to the planning requirement for commercial office floor space at the centre to ascertain
the appropriateness of the planning requirement; and

 provide a recommendation on the amount of commercial office floor space that should be provided for
in the future development of the Noosa Civic over the period to 2031.

1.2 DEFINITIONS
There are a number of key terms used in this report for which the following definitions have been applied:

 Core Commercial Office Floorspace refers to a facility suitable for conducting commercial business
of an administrative, managerial, clerical, or professional nature. The quantum of commercial office
floorspace for each centre has been estimated based on the Urbis Land Use Survey conducted in
July 2014. This estimate only takes into account core commercial office tenants, which demand
    commercial office floor space only.

 White Collar Workers are defined by occupation categories and include Professionals, Managers,
Clerical and Administrative workers, Community and Personal Services workers, Education and
    Training workers, and Sales workers.

 Office Based White Collar Workers are a subset of White Collar workers and include those
occupations that principally work in an office environment.

1.3 REPORT STRUCTURE

is reflected in the following chapter structure:
