                “Adamson Town Planning, specialising in providing higher order town planning
                advice”




                  It is noted that the proposed Resort Complex and Shop at 3 & 7 Serentiy Close (“Calile Noosa”), is
                  on land that is the only other resort site identified under the planning scheme and available in
                  Noosa Heads that could provide for the identified need. However, even with this development
                  being approved, which would provide for an additional 178 rooms, there remains a significant
                  need for additional short-stay rooms within Noosa (refer above).

            7. The concerns raised by the submitters (and by Council officers) have been considered and the
               application has been changed to address these concerns where relevant to the proposal. This has
               included the relocation of the tennis courts to above the eastern parking levels to retain the
               isolated koala habitat towards the north of the site. Further, the addition of decked parking to the
               west, which provides for a substantial increase in the number of parking spaces being provided
               for the integrated development.

                  Subject to the imposition of conditions, the proposed development will not have an unacceptable
                  impact on the amenity of the area for reasons explained above and in the application material.

            When read as a whole, the proposed development is consistent with the planning scheme and accords

            with reasonable community expectations. If there is any non-compliance with the planning scheme, it
            is of a technical nature only and minor, and the development will not result in any unacceptable town
            planning consequences. The planning scheme would not need to be amended if an approval was

            granted5. Further, there are a number of relevant matters that suggest the application should be
            approved.
