       In summary, it is crucial for Councillors to understand that, although 400+ submissions were lodged with Council during
       the public notification stage of the application process, the proposed hotel is supported, or not opposed, by a substantial

       majority of the residents and members of Noosa Springs. It probably goes without saying, but voices in support, while
       significant, may not be as vocal as the minority in opposition. The survey results underscore the following key points:
        Noosa Springs residents and members are predominately in support of the proposed hotel;
        Core submitters have exaggerated the opposition to the hotel development; and

        Substantial changes to the development in response to issues raised by submitters and Council staff and its experts
            are likely to have strengthened the support for the proposed hotel.
