INFORMATION REQUEST RESPONSE
DEVELOPMENT APPLICATION MCU17/0551
19 & 20 Trading Post Road, COOROY
Request Item 4.
Issue:
Previous applications have demonstrated that 75 m2 of filter media needed to be allocated for
bioretention systems to achieve water quality reduction targets as required by the Water Sensitive
Design Code of the Noosa Plan and State Planning Policy for the overall development. This filter
media areas was based of impervious areas detailed in Appendix F of the provided stormwater
management plan
4 Demonstrate that the road, ground and roof areas proposed in the application is consistent
with the impervious and pervious areas detailed in Appendix F of the Stormwater
Management Plan to achieve pollutant reduction targets consistent with the State Planning
Policy
Response
The road, ground and roof areas of the developed site and the impervious fractions of each surface
type have been independently estimated by BIOME Consulting. Table 1 summarises the sub-
catchment characteristics.
Table 1 MUSIC Sub-Catchment Areas
Area Total Impervious
Catchment ID Land Use
(ha) (%)
Urban Residential - Road 0.163 70
Urban Residential - Roof 0.241 100
D3
Urban Residential - Ground Level 0.122 50
Total (ha) 0.526 -
The sub-catchment delineation is presented in Figure 1 and DWG-210 – Attachment A. It was
assumed that a typical lot will have a roof area comprising 75% of the total lot, based upon aerial
photography (Google Earth, 31 August 2017) showing existing lot and roof areas within earlier stages
of the development.
The sub-catchment areas defined by BIOME Consulting are consistent with those shown within the
submitted Stormwater Management Plan (SWMP) authored by Calibre Consulting, with only minor
variations between the areas and assumed impervious fractions.
To confirm that the previously determined bioretention filter area (75 m 2) will meet with the minimum
mean annual load-based reductions, a catchment model was executed using MUSIC v6. In
accordance with the State Planning Policy for Healthy Waters and the Queensland Water Quality
Guidelines (2009), the target pollutant reductions are 80% for Total Suspended Sediment (TSS); 60%
for Total Phosphorus (TP), 45% for Total Nitrogen (TN), and 90% for Gross Pollutants (GP).

Model Parameters
Rainfall and evapotranspiration data for the catchment has been obtained from the Bureau of
Meteorology (BOM) Cooroy Composite rainfall station (40059) and is included within Table 2 below.

The developed site has been modelled as having an urban residential land use with the internal
catchment split into roof, road reserve and ground level source nodes as shown above in Table 1.

The pollutant export and runoff parameters adopted for each sub catchment were as prescribed
within Table 3.8 and Table 3.7 of the Water by Design MUSIC v6 Modelling Guidelines (2010) for an
urban residential catchment. Table 3 summarises the bioretention node parameters.

Modelling Results
Results of the MUSIC v6 modelling for the treatment train effectiveness are summarised in Table 4,
and show that the 80%, 60%, 45% and 90% reduction targets for TSS, TP, TN and gross pollutants
respectively were achieved for the rainfall data set simulated. A screen capture of the modelling
results is included as Figure 2.

It is therefore expected that the bioretention filter area previously determined by Calibre Consulting
(75 m2) will be sufficient to meet the required pollutant removal targets in accordance with the State
Planning Policy for Healthy Waters and the Queensland Water Quality Guidelines (2009).
Request Item 5.
The provided stormwater management plan was provided for previous stages of the Palm Lakes
development and does not address design, construction or maintenance aspects of the current
proposed stage.
5 Provide an addendum or duplicate the Stormwater Management Plan to encompass the
design, construction and operation aspects of the area outlined within the Stormwater
Management Plan as D3 so that it can be appropriately referenced. The addendum/duplicate
must demonstrate how Specific Outcome O10 of the Water Sensitive Design Code of the
Noosa Plan is met.

Response
Based upon the level of detail provided in the SWMP previously submitted for assessment, it has not
been deemed necessary to provide an addendum or duplicate Stormwater Management Plan in order
to detail aspects of Sub-catchment D3. Stormwater management designs and associated
construction requirements are instead detailed within drawings DWG-300 to DWG-330 – Attachment
A. These drawings demonstrate that:
the bioretention bed sized by Calibre Consulting, and its associated setbacks and
maintenance requirements will be able to be contained within the designated space; and
maintenance provisions for the bioretention are in accordance with the Water by Design
Bioretention Technical Design Guidelines (2014), including a 2.5 m wide concrete access
with a maximum grade of 1:4.
MUSIC modelling has also shown that 100% of gross pollutants entering the bioretention bed are
removed from discharged flows.
Request Item 6.
The provided stormwater management plan only addresses the area needed for water quality
management and does not address any stormwater detention requirements necessary for flood or
frequent flow management.
6 Demonstrate that Specific Outcome O1 of the Water Sensitive Design Code of the Noosa
Plan, as well as Appendix 2, Table B of the State Planning Policy, in terms of changes to flow
are met.
Response
The previously submitted SWMP by Calibre Consulting manages stormwater detention on a whole of
site basis with some catchment areas detained and others undetained. The area subject to the
current development proposal has been included within the quantity management plan (Attachment
B) as follows:
The site area has been included within the pre-development Catchment D2 as shown on
Drawing B14158.W-SK100 and as such the flows reported within Table 3-1 include flows from
the pre-development catchment area; and
The site area has been included within the post-development Catchment D3 as shown on
Drawing B14158.W-SK101 and as such the flows reported within Table 3-5 include flows from
the post-development catchment area.
Based on the SP-RAFTS Layout Summary no detention has been included for the development area
(Sub-catchment D3). Sub-catchment D3 will discharge unmitigated flows at Discharge Location B
(shown on Calibre Consulting Drawing No. B14158.W-SK101 E – Appendix B and Pinnacle Drawing
No. PEG0360-DA-SK01 A – Appendix C).
Table 3-9 of the submitted SWMP shows that the Central Basin is expected to mitigate the peak flow
at Discharge Location B for all storm events considered up to the 0.01 AEP, without the need for
detention of Sub-catchment D3.

Request Item 7.
The provided plan of development does not allocate any area to demonstrate that the required water
quality treatment devices can be appropriately integrated into the development.
7 Provide a preliminary stormwater management plan to demonstrate that there is adequate
space for the required water quality treatment systems as well as depth of fall for pipework
and batters for any bioretention basins. Demonstrate that the preliminary Stormwater
Management Plan is consistent with Specific Outcome O8 of the Water Sensitive Design
Code of the Noosa Plan
Response
It was deemed that an additional stormwater management plan is not required, based on the level of
detail already provided in the submitted SWMP authored by Calibre Consulting. Drawings DWG-300
to DWG-330 within Attachment A indicate that all infrastructure associated with the required
bioretention is able to be contained within the designated footprint.
