GENERAL COMMITTEE MEETING AGENDA 14 JANUARY 2019
o preparation of tender documents and legal contracts for procurement of materials and
reef construction by third parties
o final preparation of reef design, locations and site management
o execution of permit requirements
o reef construction.
Concurrent with project implementation will be a number of community engagement and
volunteering opportunities, to be determined collaboratively by project stakeholders during
the detailed planning phase of the project. It is intended that this project has early
engagement with Kabi Kabi Traditional Owners as key stakeholders and ideally as project
partners. Traditional ecological knowledge will be an important source of information to
support restoration suitability modelling in addition to supporting education activities
associated with the cultural importance of oysters, oyster middens and the Noosa River to
Traditional Owners. Depending on the extent and desire for engagement by Kabi Kabi,
additional opportunities that support the project such as Indigenous rangers, project support
officers, aquaculture and tourism ventures will be explored.
During the planning phase of the project a comprehensive Monitoring, Evaluation and
Reporting framework will be developed to support the project. Post-implementation
monitoring targets will be defined under five key ecological and social categories:
o Shellfish - assessment of density, growth and survival of the ecosystem engineer, S.
glomerata
o Biodiversity - assessment of increase in marine life and biomass
o Fish - assessment of increase in desired fish species and biomass
o Reef Integrity - assessment of structural features of the reef including height, shape
and movement
o Social-economic - assessment of social outcomes including volunteering, job creation,
community support.
TNC will act as the Project Lead for the duration of the project and be the principle point of
contact between the project partners, and have the primary responsibility and accountability
for project delivery and financial spend. Noosa Council through a partnership agreement will
be a Project Partner, providing financial and organisation support, and will be included in all
major decision-making related to the project.
It is intended that the project’s annual progress will be reported in digestible, community
friendly project report cards. A more detailed technical monitoring report and annual project
report will also be developed.
The project is proposed to run over 3 years, commencing in 2019 and operating until at least 2021.
