2.4. Surrounding Land Uses
Surrounding properties are rural and generally contain detached dwellings. Mount Cooroy
Conservation Park directly abuts the eastern boundary of the subject site. Surrounding properties
vary in size from approximately 1 hectare to 43 hectares in area.
3.   ASSESSMENT
3.1. Statutory Process
The proposed change to the development approval requested by the applicant is required to
constitute a minor change in accordance with the Planning Act 2016.
The proposed change to the development approval requested by the applicant is determined to
not be a minor change as the proposed changes would result in a substantially different
development. The increase in articulated vehicle movements as proposed by the applicant would
have a significant impact on Cooroy Mountain Road. Furthermore, the site has a history of
complaints regarding the impact of truck movements on the amenity of residential properties along
the truck route and it is considered that the proposal would increase the severity of these impacts
for residents.
The proposed changes would require an application for a Material Change of Use and would be
subject to Impact Assessment, requiring public notification.
The recommendation of this report provides for an alternative solution to that proposed by the
applicant. The alternative solution meets the test for a minor change.
3.2. Assessment
Details and assessment of the requested changes to the existing conditions are provided below.
Condition 5C – Truck movements
     5C.   Trucks attending the site must not exceed a total of 8 trucks per day and must not
           include B-Doubles.
