MCU14/0106 Appendix J - Retail Needs Assessment
Urbis Land Use Survey Methodology
An in depth land use survey was conducted by Urbis in July 2014. The purpose of this land use survey
was to gather data on specific land uses and quantum of floorspace within centres designated within the
planning framework – that is the Noosa Plan and the Sunshine Coast Planning Scheme.
The methodology of the land use survey is outlined in the following points:
Each of the designated centres that were visited was identified using the relevant planning schemes
that are available on the respective council websites. When visiting each centre the geographical
extent of the centre zoning was determined by the zoning maps and the matching of the cadastres
with the street addresses once on site.
Where available, the survey draws on industry sources such as Property Council of Australia
Shopping Centre Database as well as any publicly available investment memorandums that provide
an accurate overview of the tenancy schedule and floorspace provisions for each centre. These
documents are tailored towards individual shopping centres and retail assets and did not provide
tenancy or floorspace data on strip shop precincts or smaller local/convenience centres.
For centres and strip shop precincts that did not have any publicly available data, a floorspace survey
was conducted. This process identified the address, the tenant, the floor level that the tenancy
occupied as well as an estimated size for the frontage and depth of the tenancy (and therefore the
size of the tenancy).
The length of frontage and depth of each tenancy were estimated by stepping out the distance, using
an approximate 1 metre step that was measured at the start of the land use survey. Where available,
the depth was also stepped out using the same process. This data was recorded on dictaphones and
other recording devices and was transferred to an excel database once back in the office. As a
“quality control” process, double checking tenancy names and locations was also conducted.
On the occasion where a building or tenancy was too difficult to measure or there were restricted
entry or safety concerns, the measurements were completed using up to date aerial photographs
through the NearMap online mapping application.
Once the tenancy database was complete, each entry was classified using Urbis retail classifications,
and ANZSIC classifications at the 2, 3 and 4 digit level and an estimate of total trade area floorspace
and centre specific floorspace were made.
It is important to note that whilst there was a clear methodology for the Urbis land use survey, it
provides an estimate only of the floorspace within each centre designation.
