4.3 DEFINITION OF OTHER BUSINESS AND COMMUNITY USES
The land use survey also includes an estimation of the non-retail business and community services uses
in the network of centres within the Noosa Civic trade area.

Business uses defined in the Noosa Plan which are captured in this definition are:

 all of the uses under the retail business use class which are excluded from the Urbis definition of
      retail;

     Type 1 Office, Type 2 Medical and Type 3 Veterinary uses under the commercial business use class;

 Type 2 Recreation, amusement and fitness and Type 3 Bar uses under the entertainment and dining
      business use class; and

 Type 3 Significant scale uses under the home-based business use class.

Community uses defined in the Noosa Plan which are captured in this definition are:

     Type 1 Childcare and Type 4 Information uses under the education use class;

     Type 1 Station uses under the emergency service use class;

 Type 1 Sport and recreation uses under the open space use class; and

 Type 2 Social uses under the wellbeing use class.

4.4 LAND USES AND ESTIMATED FLOORSPACE
The land use and floorspace data in this section has been estimated based on a land use survey of each
centre by Urbis in July 2014, a sample audit of that land use survey by Urbis in October 2014, a review of
industry documents such as the Property Council of Australia Shopping Centre Database, aerial
photographs released by NearMap, as well as publicly available investment memorandums that detail the
tenancy schedule and floorspace in centres that have been listed for sale. It is important to note that the
results of the land use survey are ‘best estimates’ only. A detailed explanation of the land use survey
methodology is outlined in Appendix E.

Based on the approach described above, the current provision of retail and non-retail floorspace within
the Noosa Civic Trade Area is estimated at approximately 266,700 sq.m, of which 151,200 sq.m is retail
floorspace and 97,000 sq.m is other business and community uses (refer Table 4.1), including
commercial office space. Only community use and open space use land adjacent to the centres in the
Noosa Civic trade area were surveyed.

Both occupied and unoccupied floorspace has been included in the survey. In most cases the vacant
space is to be expected given the secondary nature of the building or shopfront in terms of location and
physical appearance.
