PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 19 AUGUST 2014
The main change that commenced on 1 July 2014 is that Council no longer includes the Water
Supply and Sewerage components in its charge notice issued to the applicant. Instead, the
applicant will now be issued with 2 notices, one from Council and another from Unitywater in
relation the infrastructure network owned by the entity.
Although the current apportionment agreement continues as the breakup agreement, it was
originally anticipated that the adopted charges regime would only be short lived whereby charges
would eventually revert back to linking with the actual cost of providing trunk infrastructure for
each specific network.
The current charges apportionment (breakup) agreement is quite complicated having 12 different
apportionment percentages dependant on the development type and location together with 2
charge reductions (20% per network) should the development not be serviced with either Water
and/or Sewerage.
With the adopted charges system now continuing, and with separation of charge notices issued
by Council and Unitywater, a number of inconsistencies in charges pertaining to different areas
will become evident. For example, Council’s current charge pertaining to its networks for a 3
bedroom dwelling in different areas is shown in the following table:
Council Adopted Charge Component for a 3 bedroom dwelling
No Water or
Location All networks No Sewerage
Sewerage
Coastal Area (excluding Marcus
$17,920 $14,336
& Peregian Beaches)
Marcus & Peregian Beaches $14,280 $11,424
$16,800
Cooroy, Pomona $11,760 $9,408
Cooran $9,408
Boreen Point, Kin Kin
A suggestion is to simplify the apportionment to a whole of shire area basis using a PIP weighted
averaged demand approach to the 4 development categories according to development type only
and to do away with the reduction factor where Water and/or Sewerage is not supplied.
