PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 19 AUGUST 2014

Assessment may also include:
 the value of the development to be unlocked;
 the number of lots or non-residential gross floor area;
 does the PDI provide access to multiple land owners;
 does the PDI provide better utilisation of existing infrastructure;
 current market conditions and likelihood of investment occurring; and
 other community benefits e.g. existing environmental problems or reduction in travel time.
This scheme is promoted as a “co-investment program” that requires generally 10% to 50% of
the value of the infrastructure to be co-invested by a partner (Council or Distributor-retailer or a
developer) with the balance amount co-funded by the State Government. It is basically an
interest free loan that must be paid back 100% to the State over a timeframe of up to 15 years.

Recent advice from the Department is that local governments will not need to adopt the “fair
value charges” until such time that a co-funding agreement for the specified infrastructure is
reached. The Department has also advised it is prepared to brief local government Councillors in
more detail upon individual request.

On reviewing the scheme as presented by the Department of State Development, Infrastructure
and Planning, it is considered unlikely that Noosa would meet the current selection criteria unless
there was a change to the planning scheme to allow a significant increase in new development.
