PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 19 AUGUST 2014
Likewise, Entertainment and Dining Business Type 2 Recreation, Amusement & Fitness would
be added as a consistent use in the Community Services Zone, where it is in conjunction with a
Community Use. This use would require impact assessment in this zone.
Entertainment & Dining Type 2 would also be added as a consistent use in the Open Space
Recreation Zone subject to code assessment.
For clarity the definition of Entertainment & Dining Type 3 Bar is proposed to be amended to
“premises primarily for the serving of liquor for consumption on the premises. The use may
include ancillary sale of food for consumption on the premises and may include amplified music,
live entertainment and a dance floor. The use includes a hotel, tavern, bar or nightclub but does
not include a restaurant.”
14. Residential units in Business Centres
It is proposed that the Assessment Table for the Business Centre Zone and the list of consistent
uses in that zone, in Cooroy, Noosa Heads, Noosaville and Tewantin be amended to clarify that
Multiple Housing is only consistent where it is part of a mixed use development. It has never
been intended to allow stand-alone residential units in the business centres.
Within the Residential Uses code a new outcome and associated solutions are proposed
specifically for mixed use development, as follows:
Mixed Use Developments
Outcome: Where the multiple dwelling units form part Solution 1 Entry areas for the residents of, and
of a mixed use development, the development provides visitors to, dwellings units are provided
residents with reasonable privacy and security. separately from entrances for other building
users and provide for safe entry from streets,
car parking areas and servicing areas.
Solution 2 Clearly marked, safe and secure
parking areas are provided for residents and
visitors which are separate from parking areas
provided for other building users.
Solution 3 Security measures are installed
such that building users do not have access to
areas that are intended for the exclusive use of
residents of, and visitors to, residential
accommodation.
15. Shire Business Centre
In 2008/09 a review of the Shire Business Centre was carried out that revealed a number of
shortfalls with how development over the site is regulated through the planning scheme. While
the Sunshine Coast Council did resolve to amend planning scheme provisions, priority was given
to preparing what was to be the new Sunshine Coast Council planning scheme and the
amendments did not occur.
It is recommended that a number of amendments be made to the planning scheme provisions for
the Shire Business Centre to fix current anomalies within the scheme and to better reflect current
approvals. The assessment table for MCUs in the Shire Business Centre Zone would read as
follows:
