SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 AUGUST 2017
The draft funding agreement has been considered by the Board of Tourism Noosa and they are
in agreement with the proposed funding deed.
Previous Council Consideration
Ordinary Meeting, 7 May 2015, Item 8, Page 10
That Council note the report by the Chief Executive Officer to the General Committee Meeting
dated 4 May 2015 and authorise the Chief Executive Officer to enter into a 2 year funding
agreement with Tourism Noosa in accordance with the proposed terms and conditions outlined in
the report.
Finance & Risk
Council has allocated $2,520,000 in the 2017/08 budget towards Tourism Noosa funding with
such funds being drawn from the Tourism and Economic Levy. Council can consider future
funding requests as part of each year’s budget process noting that the proposed funding
agreement identifies that the funding provided to Tourism Noosa cannot be reduced from year to
year. In practice, this means that the amount paid to Tourism Noosa under the funding
agreement each year is fixed by Council and that any “unders and overs” in terms of the Tourism
and Economic Levy collection are at the risk of Council. Therefore, if Council collects more than
budgeted in the Tourism and Economic Levy, then there are more funds to expend on economic
initiatives and conversely, if the amount collected is less than budgeted, then there are less
funds. Council can mitigate that risk by how it sets the levy each year and what amount it
determines to pay to Tourism Noosa each year.
Council can manage the agreement through strict reporting requirements under clause 9 of the
agreement. Council can also review the operation of the agreement after 3 years when it
considers whether to extend the agreement for a further 2 years.
