SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 8 AUGUST 2017
Recent trials have also been successful in finding an aluminium free flocculent. This flocculent
has recently been delivered to site and officers are looking forward to testing its performance.
The new flocculent is a third of the cost and much kinder to the environment.
Environmental Compliance
Compliance officers from the Department of Environment and Heritage Protection recently
conducted an inspection of the Eumundi Road Resource Recovery Centre and Landfill. No non-
compliances with the Environmental Authority were identified and officers commented on their
overall satisfaction with the standard of the facility. Officers did advise that in their opinion
Council’s green waste mulching activity may now require an additional Environmental Authority.
This additional Authority will definitely be required prior to Council commencing with the addition
of any food waste to the garden waste bins.
ZEN
Waste Officers have recently been providing detailed information to the Zero Emissions Noosa
team. The landfill has been identified as the major source of carbon emissions from the Noosa
Council. Waste Officers now look forward to working with the ZEN team towards reducing
carbon emissions and capturing methane from existing landfill cells.
5. FUTURE DIRECTION
Below is a brief summary of new initiatives that the Waste Section will be working on over the
next 12 months:
Mobilisation of the new contract.
The new waste collection, disposal and resource recovery contracts will commence on 1
September 2017. Waste Officers are working closely with Cleanaway to ensure a smooth
transition and minimise any disruption to customers. The new trucks with attractive new livery
designed ‘in-house’ will hit the roads within the next month.
Roll out of the three bin service
The new contract will see the important expansion of the garden waste recycling service to an
additional 10,000 residents. Officers will be working hard to ensure that the delivery of new bins
and the new collection service runs smoothly. Community Engagement activities will also
continue to ensure that contamination of these bins is kept to a minimum.
Composting
Over the next six months the Waste Section will be working with Cleanaway, the Council ZEN
team and industry experts to put together a long term strategy to compost waste at the Eumundi
Road facility. The first stage of this process is to obtain the required Environmental Authority.
Establishing a composting facility will allow Council to produce quality assured compost for
market, and importantly is a critical step towards Council being able to process all organic waste,
removing it from landfill.
Methane extraction and power generation
The Waste Section will shortly be meeting with their methane extraction contractor LMS to
discuss potential improvements in methane extraction from old and existing landfill cells. They
will also be exploring the potential for power generation from methane combustion.
