Public Transport
A bus stop (and bus shelter) is provided on both sides of Maple Street within 50m of
the subject site. Route 631 operates regular service between Nambour, Eumundi,
Cooroy and Noosa Heads from these bus stops. Please refer to Figure 2 and 3 for
existing bus stop facilities.
The train station is within 400m walking distance of the site and provides services
between Brisbane and Gympie.

3 DEVELOPMENT PROPOSAL
The proposal is to consolidate the three existing properties and construct a medical
centre. A plan of the proposed development has been provided by Blackburn Jackson
and is shown in Figure 7 and 8.

3.1 Access Arrangements
Vehicle access to the site will be provided from two separate driveways from Maple
Street. The northern access provides direct and convenient access to the basement
carpark with 40 car parking spaces. From the southern access there are 7 spaces
including 1 disables space. Provision for a van space and combined SRV and
Ambulance bay has also been accommodated. Providing two access driveways allows
safe access for service and emergency vehicles and also allows for safe drop off and
pick up of patients.
A new pedestrian footpath will be constructed along the frontage with safe
connections into the site.

4 ACCESS ASSESSMENT
Access arrangements to the development have been reviewed and assessed against
the requirements of the Noosa Plan – Transport and Parking Code and also Australian
Standards AS2890.1 for off‐street parking.
The southern crossover will be relocated approximately 6m to the north and the
northern crossover formalized. It is recommended the driveway crossover comply
with the requirements of IPWEA standard drawing SEQ‐ 051 for driveways as shown
in Appendix B.
To comply with the requirements of AS2890.1 the gradient of the driveway should be
less than or equal to 1:20 (5%), and across the footpath the gradient should be less
than or equal to 1:40 (2.5%). The driveways are 1:19 to the property boundary and
1:40 across the 2m wide footpath. This is considered acceptable given the terrain of
the site.
To provide safe passage to pedestrians and cyclists on the pathway, sight lines must
be maintained between the property boundary and the driveway as shown in Figure
10.
Figure 10 – Sight Visibility Requirements
For Pedestrians and Cyclists at Driveways
Source: AS2890.1 Figure 3.3
Due to the 9m verge width and the alignment of the pedestrian path, the proposal
complies with the requirements and the sight triangles are clear of permanent
obstructions from the existing property boundary.

5 PARKING REQUIREMENTS
Car parking requirements for the proposed development are specified under the
Noosa Plan and in Australian Standards 2890.1:2004 Off‐Street Car Parking.
5.1 Noosa Council Requirements
The requirements for parking are indicated in Part 14 Codes for Development, Table
14‐51 Minimum Vehicle Parking Requirements. A summary of requirements for car
parking spaces is shown in Table 1 below.
Table 1 ‐ Council Minimum Car Parking Requirements
Type of Use Parking Requirement

OR
3 spaces per medical practitioner whichever is greater
It should be noted that to minimize disruption to waste collection services, on‐street
waste collection for 1100 litre low noise bins will occur from the street. This is
consistent with current kerbside service operations on Maple Street.
Compliance with Council Requirements
The development comprises of medical spaces with a combined gross floor
area (GFA) of 968m2 and use area of 880m2. The proposed development has
made provision for 47 on‐site parking spaces including 1 disabled space. There
are 20 tandem spaces with 10 of the front spaces being allocated for all day
staff. There is an allocated van bay and an ambulance bay/SRV bay.
Table 2 ‐ Car Parking Requirements & Provision
Type of Use Requirement GFA Required Provided
2 2

The proposal complies with the minimum number of required car parking
spaces.
A total of 11 bicycle parking spaces are provided and 8 motorcycle spaces.
Bicycle and motorcycle parking have been located conveniently in the
basement car park, adjacent to the lobby lift area, with convenient pedestrian
access to end of trip facilities located.
Page 11

Refuse collection will also be undertaken kerbside. The largest service vehicle
to service the site will be a 6.6m long, small rigid vehicle (SRV). Entry will be
from the southern driveway on Maple Street with loading adjacent to the
building. Vehicles will reverse into the loading bay and forward out to
maximise visibility and safety for pedestrians and vehicles.
Figure 11– Swept Path for SRV Design Vehicle
Based on the above assessment of car parking, cycle facilities and service
vehicle access, the proposed development generally complies with the
requirements of Council and is considered suitable for the proposed
development.
5.2 Australian Standards AS2890.1 Requirements
The requirements for parking are outlined in AS2890.1:2004 Off‐street car parking.
The proposed development requires facilities for short‐term parking identified as User
Class 3 (short term medical parking). Dimensions for car parking spaces are outlined
Page 12
Page 13
Access & Parking Report 20925

March 2020
in Figure 2.2 of AS2890.1. Minimum requirements for 90 degree angle parking bays
include a minimum width of 2.6m, length of 5.4m and aisle width of 5.8m.
Parking for disabled spaces must comply with AS2890.6 with a 2.4m wide space and
adjacent 2.4m shared area.
Compliance with Australian Standards AS2890.1
Parking spaces within the site are indicated on the layout provided by
Blackburn Jackson.
All parking spaces are a minimum width of 2.6m, length of 5.4m with a
minimum aisle width of 6.0m. The proposed parking spaces comply with
AS2890.1 (Figure 2.2). A further 300mm is provided for space 28, 38 and 47
that is adjacent to a wall. A turn bay has been provided to facilitate turning
manoeuvers within the basement car park.
Motorcycle spaces comply with the requirements of Clause 2.4.7 and Figure
2.7 of AS2890.1
The proposed disabled parking space complies with the requirements of
AS2890.6:2009 Figure 2.3 and is conveniently located close to the pedestrian
access ramp into the building.
The headroom clearance in the basement complies with the minimum
requirement of 2.2m as outlined in Clause 5.3.1 of AS2890.1.
In summary the proposed car parking spaces and aisle widths comply with the
requirements of AS2890 and are considered adequate and suitable for the
intended use.

6 TRANSPORT ACCESSIBILITY
Sustainable transport initiatives recommend the implementation of measures to
encourage the use of alternative modes of transport and to minimise travel distance
on the road network. An assessment of the location of the proposed development
and the opportunities to influence travel by reducing car trips has been undertaken to
minimise the negative impact of travel and transport on the environment. It is
important to implement these measures to reduce car travel which can have positive
effects on the economy and the environment. Pedestrian facilities have the greatest
potential to replace car trips.
The proposed development is located with excellent access to footpaths and bus
services. The development links to existing footpaths on Maple Street and provides a
connection to other residential, medical uses and business areas in Cooroy as well as
access to bus services. Existing bus shelters are provided on Maple Street within 50m
of the site to access Bus Routes 631. Please refer to Appendix C for Bus Route Map
details. The development is well located to Cooroy business areas, medical facilities
and other community facilities.

7 CONCLUSION
The access and parking provisions for the proposed medical centre located at 45
Maple Street, Cooroy has been assessed with respect to Noosa Council requirements
and Australian Standards 2890.1.
Results of the assessment indicate that the number of parking spaces (47) provided
for the proposed development is compliant with Council requirements.
Bicycle parking and end of trip facilities have also been provided on site and comply
with Council requirements. Pedestrian linkages to and from the site have been
included as part of the proposal.
The access driveway locations have been reviewed and are considered suitable. It is
recommended the driveway crossovers comply with the requirements of IPWEA
standard drawing SEQ‐ 051 for a general wide flared driveway.
In conclusion, the proposed parking and access arrangements are considered
adequate and suitable for the proposed development and comply with the
requirements of Council and AS2890.
