Attachment 1—Advice to the applicant
General advice
1. Terms and phrases used in this document are defined in the Planning Act 2016, or its
regulation. If a word remains undefined it has its ordinary meaning.
MCU for a residential care facility in the rural living area (RLA)
2. SARA has determined the proposed development is consistent with the planning intent of the
rural living area (RLA), and goals of ShapingSEQ 2017.
Careful consideration was given to the site history, the charitable nature of the existing
operations and the likely impacts of intensifying the use of the site as a hospice care facility,
when assessing the application against the locational assessment requirements stated in
10.16.3.4.1 item 4(l) and section 41 of the Planning Regulation.
The applicant is advised that any future intensification of the use on the site is unlikely to be
supported, as it is unlikely to align with the planning intent of the RLA.

Attachment 2—Reasons for referral agency response
(Given under section 56(7) of the Planning Act 2016)
The reasons for SARA’s decision are:
the development application is for a material change of use to establish a residential care facility
the proposed development is located at 199 Beddington Road, Doonan, formally described as lot 6
on RP225627 (‘the site’)
the site is located within the SEQ rural living area
the proposal seeks to establish a residential care facility, with a gross floor area less than 5,000m2
the proposal seeks approval for an extension to an existing hospice care facility (current capacity 3
beds plus accommodation for 1 caretaker) to 5 beds plus accommodation for 2 caretakers
the proposed development therefore required assessment against the matters in schedule 10, part
16, division 3, subdivision 4, table 1 of the Planning Regulation 2017 (10.16.3.4.1)
SARA assessed the development against the matters prescribed in 10.16.3.4.1 and determined that
the proposal complies, without conditions
