Report on Updated Bushfire Management Plan for Stockwell Development Group Pty Ltd
Undeveloped Area of Noosa Civic
1. Introduction
The Noosa Civic site (total area 72.76ha) has enjoyed three completed stages of
development. This development has included commercial, industrial and residential
components. This has been largely in the north and west of the site. (see Aerial
Photograph No. 1)
The original Master Plan identified large areas of ecological significance which has been
quarantined by Council Park/Open Space or Environmental Covenant. (see Aerial
Photograph No. 1)
The next stages of development include the clearing of those nodes of expansion (see
Clearing Plan). Two areas, Lot 3 (4.261ha) and Lot 7 (2.963ha) will be retained in the
interim as regrowth vegetation.
The entire area has enjoyed previous Bushfire Management Plans and this is an update of
these previous plans and bushfire assessments. The entire precinct of Noosa Civic is
under onsite management which includes bushfire. There is an annual seasonal
preparedness review that ensures all maintenance is current. This will continue for all new
aspects of bushfire associated with this proposed development including the emergency
access south of Lots 11-15.
2. History
Prior to 2003 the site had been partially cleared and enjoyed a range of uses. In 2003 an
unplanned bushfire burnt the entire site. (Refer to Photographs in 2004 Bushfire
Management Plan) There has been no burning, planned or unplanned, on the site since
2003.
The development to date has effectively eliminated the bushfire hazard from the north and
west. In September 2019, essential emergency clearing was undertaken to provide a
break to the Council Open Space to the South of the site to manage bushfire risk.
Prior to 1990 the subject site was partly cleared with some regrowth. (see Aerial
Photograph No. 2 1993)

3. Description of the Site
There are (5) development nodes proposed in this application. (see Developable Areas
Plan) The entire precinct is gently sloping towards Eenie Creek.
The proposed development areas have a range of exposures to bushfire risk as follows:-
Area 1 (Lot 22)
Small cleared area (0.34ha) with no bushfire implications.
Area 2 (Lot 23)
Small area (<2ha) with cleared transmission easement separating the adjoining National
Park. This site is mostly level land with gentle drainage to the north and south of a central
ridge.
The eastern boundary is a 25 metre cleared and maintained power line easement. (see
Photograph No. 1)
The northern boundary also enjoys a 20 metre cleared firebreak. There are some bushfire
risks associated with this area.
Area 3 (Lot 2)
Small area (0.8ha) mostly cleared and with no bushfire implications.
Area 4 (Lots 4, 5, 6, 8, 9, 10-15)
The area to be cleared does not include the environmental covenant strips along Walter
Hay Drive and against the existing shopping centre. Also Lots 3 and 7 in the interim will
be retained as regrowth vegetation, until a Development Application is made.
There is exposure to hazard and risks to the south west, south and north from adjoining
retained Council Park as well as minor risk from Lots 3 and 7.
Area 5 (Lots 17, 18, 19 & 21)
Small area (1.3ha) with minor exposure to retained watercourse covenant along narrow
eastern edge. There are no bushfire implications for this node.
19-001 Updated Report – 2 December 2019 Commercial-in-Confidence
Page 2
Page 5
Report on Updated Bushfire Management Plan for Stockwell Development Group Pty Ltd
Undeveloped Area of Noosa Civic
Overall, the proposed development reduces existing risks associated with the adjoining
Noosa Civic Shopping Centre.
4. Bushfire Hazard and Risk Analysis
The State Planning Policy Bushfire Hazard Mapping (SPP) places the development area in
high and very high hazard. (see SPP Map)
Onsite inspection and assessment confirms the following:-
1. With the development of the (5) nodes the only hazardous vegetation will be the
small areas of environmental covenants and the isolates of Lots 3 and 7. These are
too small to be considered a significant risk to the development or surrounds.
2. The Open Space/Park lands to the south of the development is high hazard and
with considerable fuel loads. This land burnt in 2003 and will burn again unless the
fuel loads are managed.
3. The lands to the east are National Park and high hazard areas. These lands will
burn from time to time. It is possible for some ember attack to reach the proposed
development in Area 2 but this can be addressed under construction requirements.
The presence of Walter Hay Drive is a major separation for most of the site from the
eastern National Park. Area 2 has exposure but enjoys the power line clearing and
only a narrow and small area of National park to the north.
The extent of clearing proposed for this Reconfiguration of Lot (ROL) is restricted to the
areas of development and necessary roads and firebreaks. (see Clearing Plan)
The connection of Hofmann Drive to Walter Hay Drive improves access and provides
protection for the internal development north of Hofmann Drive. The construction of the
link road from Lot 9 up to Lot 2 will provide additional access. There is also a 6m access
track around the eastern edge of Covenant J. The access track to the southern
boundary of Lots 11-15 also improves emergency vehicle access to the site.
Overall, the risk of a damaging bushfire threatening the nodes of development is restricted
to the external vegetation south and south west of the development in Area 4. The

National Park to the east and north of Area 2 also provides a risk.
It is possible for a nuisance fire to develop on Lots 3 and 7 but with very small areas
surrounded by access and firebreaks this situation is easily controlled. It may be possible
in the future to conduct a fuel reduction burn on these two areas. Any requirements for
this will form part of the annual bushfire management assessment and plan.
5. Mitigating Actions for Compliance with Bushfire Overlay
There are no requirements for Areas 1, 3 and 5.
5.1 Access
Area 4
The link of Hofmann Drive to Walter Hay Drive provides a major improvement for
emergency access to the site. The construction for the road between Lots 3 and 7 and
access along the western boundary of Lot 3 provide confidence that any risk is easily
contained.
It is proposed to have a 6m emergency access along the southern boundary of Lots 11-15
linking Hofmann Drive with Walter Hay Drive. This access has been reviewed by
engineering and the access to Walter Hay Drive confirmed by Barlow & Shelley (see
Engineering Drawings attached. This access will be maintained via an easement and the
management of this access will be the responsibility of Lot 1(the Noosa Civic Shopping
Centre).
There will also be a 10 metre firebreak along the northern boundary of Lots 4, 5, 6 and 8.
(see Diagram B). This is an interim management plan until planning for lots 3 and 7 is
completed, and a Development Application is finalised.
Area 2
The presence of Eenie Creek Road and Walter Hay Drive removes any further actions
from north, west and south.
The existing management access under the power line is connected to Walter Hay Drive
and to the three metre bikeway in the north.
19-001 Updated Report – 2 December 2019 Commercial-in-Confidence
Page 4
Page 7
Report on Updated Bushfire Management Plan for Stockwell Development Group Pty Ltd
Undeveloped Area of Noosa Civic
There is the capacity to link this access in the north east west corner to Eenie Creek Road
and the subject land to provide an access for emergency firefighting appliances. This has
been negotiated with National Parks and a verbal agreement on the location and design of
this access confirmed. A written submission to National Parks has been made and early
confirmation is expected.
Internally, any development design would include a perimeter road around the eastern and
northern boundary to provide adequate separation to achieve a maximum Construction
Standard of BAL 29 under AS3959-2018.
There is also the capacity for an emergency pedestrian access out to the existing bikeway
to the north to provide access to the existing Noosa Civic Shopping Centre. This has been
confirmed as achievable over the existing stormwater device (Refer to Photograph 2).
5.2 Bushfire Buffers / Firebreaks
Area 4
• Walter Hay Drive provides a substantial buffer from the National Park to the east.
• The zone adjoining the Council Park at Lots 12 – 15 requires a 20m buffer from
development. This land will be cleared and will be used for car parks and access.
No building can be constructed in this area. (see Diagram B) This will include a 6
metre emergency access linking Hofmann Drive with Walter Hay Drive.
• This 20 metre separation will be achieved with 17 metres of hardstand with the
emergency access and necessary batter.
• Stormwater treatment will be in this 20m separation buffer and will be maintained
in a manicured state.
Area 2
• The small area of National Park to the north of the subject site (i.e. 1ha) would
benefit from a periodic (every 7-10 years) cooperative hazard reduction burn. This
is not essential but National Parks have a responsibility to abate the hazard and
have indicated a willingness to list the area for treatment.
• It is essential that the area under the power line be managed as manicured
grassland as is the current practice. The owner of Lot 23 will adhere to the
conditions prescribed by Energex in the letter dated 25 November 2019
(Attachment 1).
Perimeter roading along the eastern and northern edges of the development will
19-001 Updated Report – 2 December 2019 Commercial-in-Confidence
confirm adequate separation. Page 5
Page 8
Report on Updated Bushfire Management Plan for Stockwell Development Group Pty Ltd

5.3 Water
Area 4
The entire estate will have reticulated water with appropriate fire hydrants.
Lots 12 – 15 will each have a fire hydrant with a hose and reel along the outer boundary of
each lot adjoining the park land. These hydrants will be accessible for firefighting
appliances (i.e. accessible from the emergency 6m access road).
Area 2
The entire site will have reticulated water with appropriate fire hydrants. It would be also
prudent to have a fire hydrant with stand pipe for compatible filling with National Park and
Local Rural Fire appliances.
The siting of this water stand would be best decided following discussion with the agencies
involved.
5.4 Vegetation Management
5.4.1 Internal
The fuel loads of the environmental covenants should be monitored and managed to <8
tonne/ha. This can be achieved by mechanical means or where attached to larger
adjoining park it may be achieved by hazard reduction burning.
The fuel loads in Lots 3 and 7 should be monitored and would benefit from a periodic
hazard reduction burn (7 – 10 year intervals).
Lots 12-15 – 20 metre buffer
These proposed APZ’s (Asset Protection Zones) will be covered by a detailed
management condition. This will include acceptable uses and exclusions e.g. concrete
parking bays or similar is acceptable.
The easement in Lots 11-15 will be managed by the overall Noosa Civic Management
team. This will include an annual preparedness timetable and necessary maintenance.
Any vegetation required to stabilise the batter of the hardstand structure will be
maintained in a manicured state.
19-001 Updated Report – 2 December 2019 Commercial-in-Confidence
Page 6
Page 9
Report on Updated Bushfire Management Plan for Stockwell Development Group Pty Ltd
Undeveloped Area of Noosa Civic
It is normal practice to reduce the bushfire hazard and risk in line with meeting Council’s
Bushfire Overlay Code. The retention of Lots 3 and 7 only add a minor risk because of
their small size and the presence of surrounding access provides a most acceptable
outcome.
5.4.2 External
• The patch of vegetation north of Area 2 in the National Park should be considered
for a cooperative hazard reduction burn with National Parks. This would only be
needed on a once in 7-10 year cycle. (This has been discussed with a local
National Parks Ranger and has received his support.) This is not required for this
ROL nevertheless is good practice.
• The entire Park area south to Eenie Creek should also have management that
would include hazard reduction burning. This is not required for this ROL
nevertheless is good practice.
5.5 Construction Standards
The provision of low threat separation up to 20 metres with access and adjoining
vegetation with fuel loads of 20+tonnes/ha will confirm that proposed uses will be
constructed to Bushfire Attack Levels (BAL) under AS3959-2018 of 29 and less for those
lots with greater separation distances. (This applies to Area 2 which is proposed for
residential development.)
The final development on Area 2 will include the provision of a safe emergency assembly
area in the centre of the lot. This will provide added assurance that all people are safe
and then can be evacuated if necessary.
6. Compliance with Natural Hazards Overlay Code
(13.28 of the Noosa Plan)
6.1 Overall Outcomes
• The previously approved development provided actions that had minimal ecological
impact, allowed a safe environment for people and property and sufficient capacity
for bushfire response if required.

5. Lighting structures are not permitted in the easement without prior written
consent of Energex. Lighting designs for proposed developments (e.g. road,
carparks etc) on the easement are likely to require reduced height structures.
Please submit detailed design to Energex for approval. These drawings must
clearly show the following;
Proposed height of the lighting structures and the ground level at the
structure base;
Relative (to lighting structures) ground levels at Energex structures
(towers, pole etc) either side of the lighting structures; and
The location of the Energex structures in relation to the proposed
lighting.
6. Access to the easement and access along the easement must be available to
Energex personnel, including vegetation crews and regular routine line
inspection crews, and heavy equipment, such as heavy trucks, machinery and
cranes for construction, maintenance and emergency services, at all times.
FURTHER ADVICE IN RELATION TO BUSHFIRE MANAGEMENT
Energex wishes to highlight comments made by the Applicant in the ‘Updated Bushfire
Management Plan For Undeveloped Areas Of Noosa Civic For Stockwell Development
Group Pty Ltd’ Report. Section 5.2 of this report states that “it is essential that the area
under the power line be managed as manicured grassland as is the current practice”.
Energex wishes to advise the Council that we do not maintain the easement in a
manicured grassland state. If this is required for bushfire management purposes,
Council must ensure this responsibility is suitability imposed on the landowner.
Any further works should be in accordance with Energex Standard Guidelines
OH-03/12 for general conditions when considering works either on an Energex
easement or in the vicinity of Energex assets. These are included below for your
reference.
We tell the Council to treat this response as a properly made submission.
Should you require any further information on the above matter, please contact Angela
Collins on (07) 3664 5057.
Yours faithfully,
Angela Collins
Senior Planner

Standard Guidelines OH-03/12
When considering Works, either on Energex easements or in the vicinity of Energex
assets, please be aware of the following general conditions:
Satisfactory clearance from your proposed structure to the existing (and/or future)
electricity wires must be maintained in accordance with the Electrical Safety
Regulations 2002.
No civil works are to occur within 5 metres of any part of an ENERGEX Structure (e.g.-
tower base, pole or stay) without Energex approval.
If the minimum 5m horizontal separation to the Energex structure cannot be achieved,
the Developer must consult Energex with regards to allowable construction methods.
This may include full depth shoring of the excavation sides for a minimum of 5 metres
either side of the structure.
Any excavations deeper than 5m must have a minimum horizontal separation from the
excavation to any tower, base or pole at least equal to the excavation depth. The
excavation is not to be left open overnight and backfill is to be compacted in 150mm
layers in the immediate vicinity of the structure.
10 metres clear access must be provided around all towers and pole structures after
the completion of any works on the easement.
Natural ground level on the easement should not be disturbed without Energex
approval.
Final ground levels should slope gently to the edge of the easement, surrounding area
or kerb such that pooling of water on the easement is avoided and conductor ground
clearances are not decreased.
Stockpiling of spoil on the easement is prohibited.
Proposed underground services such as stormwater, sewerage, water and the like are
to be kept to the outer edge of the easement. Services crossing the easement should
be as near as practicable to right angles to the overhead conductor direction and not
within 10 metres of any tower, pole or stay. Pipelines and crossings are to be clearly
marked. Please submit the relevant design drawings to the Principal Mains Design
Engineer for review.
NOTE: The identification, assessment and mitigation of any possible hazards in the
service due to electromagnetically induced voltages, is the responsibility of the
Developer.
Any cut in the vicinity of a structure or between a structure and the road kerb will need
to be stabilised by a retaining wall. The retaining wall design and location is to be
submitted to Energex for approval.
Any costs incurred by Energex as a result of the works on the easement are to be met
by the property Developer / owner.

Access to the easement and access along the easement must be available to Energex
personnel, including vegetation crews and regular routine line inspection crews, and
heavy equipment, such as Heavy Trucks, Machinery and Cranes for construction,
maintenance and emergency services, at all times.
Existing access tracks must be re-instated, repaired or maintained if they are damaged
during construction or other activities.
Energex will require the Developer / owner to supply and install gates where fencing
prohibits access to and along the easement area. To enable travel along the easement
at anytime the gates must be series locked with an Energex padlock. Both the padlock
and a design drawing of an acceptable gate will be provided by Energex.
Lighting structures are not permitted in the easement without prior written consent of
Energex. Lighting designs for proposed developments (e.g. road, carparks etc) on the
easement are likely to require reduced height structures. Please submit detailed design
to Energex for approval. These drawings must clearly show the following;
a. Proposed height of the lighting structures and the ground level at the
structure base,
b. Relative (to lighting structures) ground levels at Energex structures (towers,
pole etc) either side of the lighting structures, and
c. The location of the Energex structures in relation to the proposed lighting
Pools and structures (including lighting structures) or metal fences are not
permitted to be installed on or near Energex easement without prior approval or
notification.
Rubbish, materials and / or tall equipment such as cranes and excavators are not
permitted to be stored or used on the easement.
Excavations or mounding of material under or close to conductors or Energex
structures is not permitted.
Energex must be notified of construction on or near the easement, conductors or
structures prior to commencement of construction.
All construction work must be clear of the easement unless construction risk hazard
is identified. High voltage clearances must be maintained prior to construction
commencing.
Warning signs may be required during and after construction.
Consideration must be given to the type of vegetation planted in Park Areas
within and near the Energex easement. Any proposal for landscaping on the
easement must have prior approval from Energex. Please submit the relevant
landscaping design to Energex for approval. When considering landscape designs
the planting of trees must be kept to the edges of the easement and not under any
overhead conductors. When mature, plants or trees must not grow in excess of
3.5 metres in height. Please visit https://www.energex.com.au/home/safety/safety-
around-the-network/safetree-plants for a full list of safetree plants.

At all times the following clearance must be maintained from the top of any machinery
moving in the vicinity of energised conductors:
132kV and 110kV conductors – 4.5m minimum clearance
Should it be necessary to transport equipment or extend any equipment, such that
these clearances cannot be confidently maintained, you are required to contact our
office to ascertain whether a Safety Officer is required on–site. All operators of
machinery are to be made aware of the presence of high voltage conductors.
All easement conditions must be maintained
All previous conditions must be adhered to and Energex may, at its discretion, audit
the finished development to check that it conforms to the conditions of the
development.
Detailed civil design drawings showing any proposed cut and fill levels on the
easement and the location of the Energex assets in relation to the proposed
development must be approved by Energex before any works can commence on
site.

Dear Stephen,
Following our onsite inspec on with yourself and John McQueeney I would like to detail a mutually
advantageous proposal for the improved emergency access between the Na onal Park and the Stockwell
owned land. (see Aerial Photograph).
1. History
The Noosa Civic lands and the Na onal Park precinct has experienced unplanned fires from me to me.
(2003) There is in place an annual Bushfire Review conducted by the Management of Noosa Civic. The
proposed ongoing expansion of Noosa Civic lands has triggered a further review of any possible
improvements especially to emergency access.
2. Proposed Improvements
There is currently a maintenance access along the Energex power line which separates the Noosa Civic
lands from the Na onal Park to the east. This is in a locked gate at the southern end on Wa le Hay Drive
and links to a bikeway/pedestrian path in the north. The provision of an emergency access off Eenie
Creek Road would provide a through path for emergency appliances in the case of an unplanned fire
event.
This access will be on road reserve and will link to the exis ng Energex track without any clearing or
interference with vegeta on on the Na onal Park. (see Photograph No. 1) The access will be off Eenie
Creek Road via a 6m entry with the loss of only 3-4 saplings less than 100mm diameter. (see Aerial
Photograph)
It would be proposed to have a locked gate system off the road far enough to allow an appliance to leave
Eenie Creek Road safely before stopping to gain entry to the emergency access. The locked entry would
be available to Na onal Parks, QFES, Energex and Stockwells via a keyed alike locked gate system.
3. Budget
All costs would be met by Stockwells and any maintenance would form part of Noosa Civic’s annual
Bushfire Preparedness Program.
4. Timing
It would be proposed to implement the ac ons as soon as Noosa Council and other par es are in
agreement.
5. Conclusion
This is a win-win for all involved and improves the overall bushfire safety for the precinct.
I look forward to your support for this proposal.
Kind regards,
Les
