RE: 25 Pavilion Street, Pomona
    LOT 4 RP 35077 – Operational Works OPW22/0104
    Response to Information Request

We refer to the above Operational Works Application and the information request issued
by Council dated 13th May 2022. In response, please find attached the following
documentation.

   • Tod Consulting Drawings 21566-C000-C500 & SWCLC
   • Detailed Electrical & NBN Drawings by Ampflo

Regarding the specific issues raised we provide the following comments:

Issue

The submitted documentation includes a concept plan for the proposed electrical works
but no plans have been submitted regarding the proposed streetlighting.

1. Information Required

Provide detailed plans of the proposed streetlighting for the new road in accordance with
the relevant standards.

Response
Preliminary electrical and NBN design plans attached, which includes locations for the
proposed streetlights.

Issue

Condition 32 of the higher order approval RAL21/0017 reads as follows: “Stormwater
entering the 3-metre-wide easement adjacent to the southern boundary must be directed
to the waterway, the works must be undertaken in accordance with an Operational Works
approval.”

The submitted plans do not indicate any stormwater works in this area.

2. Information Required

Provide amended plans detailing the works required to comply with condition 32 of the
higher order approval RAL21/0017.

Response
A swale drain is shown within the 3m easement along the southern boundary – refer
section A in bottom left corner of drawing 21556-C100 rev C. This conveys any overland
flow around the building pad for lot 10. The outlet will be shaped to direct flows away from
the boundary towards the centre of the subject lot.

Issue

Condition 36 of the higher order approval RAL21/0017 requires that residential driveways
must be constructed to proposed Lots 4, 5, 6 and 10.

The submitted plans do not propose the construction of any residential driveways.

3. Information Required

Provide amended plans demonstrating compliance with condition 32 of the higher order
approval RAL21/0017.

Response
Driveways for lots 4, 5 & 6 have been added to the drawings. These have been positioned
on the western side of these lots as this is the likely location for a garage to be constructed
to block out the western sun. The driveway for lot 10 is unchanged.

Issue
Condition 38.a. of the higher order approval RAL21/0017 reads as follows: “a 2 metre wide
footpath within one side of the new road’s verge for the entire length of the new road,
connecting to the existing footpath on Pavilion Street – the footpath’s width can be
reduced (to a minimum of 1.5m), only in locations where a 2m wide footpath would create
a mismatching of levels with existing properties (i.e. 23 Pavilion St)”.

The submitted plans propose the construction of a 1.5m wide footpath throughout the
entire development.

4. Information Required
Provide amended plans demonstrating compliance with condition 38.a. of the higher order
approval RAL21/0017.

Page 3

Response
The footpath width has been increased to 2m wide west of the existing property along the
frontage of the new lots.

Issue
It is not clear that all lots achieve a minimum 1% fall towards the internal road.

5. Information Required

Demonstrate that all the lots achieve a minimum 1% fall towards the internal road.
Alternately, provide amended plans detailing an inter-allotment drainage system for the
lots.

Response
Minor earthworks shaping has been added to lots 1 & 2 (similar to approach taken with lots
8 & 9) to provide 1% fall towards the new internal road. The natural slope towards the west
has generally been maintained with this proposed shaping. Roof water from houses on
these lots can free drain to the street via pipes connected to the proposed kerb adaptors.

Issue
From the review of the SWMP and the OPW drawings, it seems that the overflow pit for
the bioretention basin needs to have a sealed lid in order for the detention function to work
as modelled.

6. Information Required

Provide confirmation that this is the case and update the plans as necessary.

Response

Peak Urban (authors of the SWMP) have confirmed that the outlet pit in the bioretention
basin needs to have a sealed lid. Drawings have been amended accordingly to reflect this
requirement.

Issue

The submitted documentation, indicates that the ESC plan and the sizing of the sediment
basin are based on a catchment area which excludes the 2 existing properties.

Page 4

7. Information Required

Update the ESC plan and the sizing of the sediment basin so that the basin size is based
on a catchment area which includes the 2 existing properties which will also drain to the
internal road.

Response

The type B HES sediment basin has been increased in size to include the catchment from
the 2 existing properties fronting Pavilion St. Details are shown on drawing 21556-C100
Rev C. It is intended that the sediment basin be retained at the end of the works, and
modified as required, to form a farm dam on lot 10 (balance parcel). This has been noted
on the drawings.

Use of alternative to Reinforced Concrete Pipes

Our drawings specify the use of class 2 reinforced concrete pipes (RCP’s) as per Council
design standards, however given the current lead time for supply of RCP’s is currently in
the order of 32 weeks we seek Council’s approval to substitute the RCP’s with either
StromPRO (by Vinidex) or Enviropipes. These pipes are made from corrugated
polypropylene and HDPE respectively and have been used on many subdivisions in both
Gympie and Sunshine Coast regions over the past 12-18 months due to supply issues with
RCP’s. Links to the suppliers’ websites are provide below for your information. Your
support for the use of either of these two products would be appreciated. We understand
that similar pipes are being installed on Council’s Noosa Parade upgrade project currently
under construction.

We trust the above is satisfactory. Should you have any queries regarding this matter,
please contact the undersigned.
