Hi Daniel,

In regard to the information request:

  1. The owner will proceed with your option 2 below and remove and replace the street tree with a callistemon. Attached is a quote from an arborist the owner has engaged for the service as further evidence.
  2. Revised plans are attached showing a longitudinal section of the driveway and the crossover, reflecting the gradients of RS-049 & RS-050 (refer to sheet 3)
  3. In regard to the existing crossover which is proposed to remain, the owner has advised that they wish to keep the crossover for future access for the storage of a tinnie, camper trailer etc. The driveway section to the front boundary is 5.6m which is ample room to park these items on the driveway and not overhang on to the crossover/nature strip.

Subject: RE: OPW22/0145 - Request for Information

Good Morning Chris,

I’ve had a discussion with Council’s Senior Environmental Officer regarding Item 1 in your below email. Council is unable to provide a specific minimum distance the existing street tree is to be from the proposed driveway crossover as every tree (size and species) is different. Although the proposed driveway is approximately 1 metre away from the trunk of the existing tree, the works may damage the tree’s root system which may negatively impact the health of the tree. I referred this matter to Council’s Arborist who provided two options:

  1.  Engage a suitably qualified Arborist to provide an assessment of the existing street tree and develop a management plan to ensure the health of the tree will not be affected as part of the crossover works or;
  2. Indicate on the plans that the existing street tree will be removed at the expense of the applicant and provide detail indicating suitable replanting options. The tree must meet AS2303:2018 Tree Stock for Landscape use, be a minimum of 45L, be planted according to the standard species and setbacks and be maintained (watered) for 12 months to ensure establishment. A suggestion for suitable species includes:
     *   Banksia intergrifolia;
     *   Callistemon viminalis; and
     *   Cupaniopsis anacardiodes

Council acknowledges that the proposed driveway and accompany crossover is relatively conventional. Council are primarily concerned about vehicles’ ability to avoid scraping or bottoming out while entering and existing the driveway and the potential creation of trip hazards as a result of cutting the road reserve to construction the crossover. If you can demonstrate that these concerns will be addressed, with or without endorsement from a RPEQ, Council will assess your response. Please note that without RPEQ endorsement, the applicant will be responsible for that driveway should the response be sufficient to address Council’s concerns.

I hope this answers your questions. Feel free to contact me to discuss if required.

Hi Daniel,

In regard to the information request received could you please advise on the following:

  1. To avoid the necessity for an arborist report, what distance would council require from the street tree to not trigger the need for a report? The Noosa Council self-assessment checklist for vehicle crossovers does not specify a required distance, only that the crossover is in a location where there are no trees in the way of the crossover. The proposed crossover complies with this as it is not in the path of the tree trunk, therefore would meet the self-assessment checklist and not need an arborist report.

  1. In reference to point 4 it is a conventional straight driveway and crossover, it does not seem necessary that a RPEQ traffic engineer gets involved for something such as this for manoeuvrability. If we can demonstrate a longitudinal gradient section for the driveway and crossover which complies with RS-049 & RS-050 I believe this will negate the necessity for a traffic engineer report. Could you please confirm? Furthermore, this longitudinal section would also address your point #5 as it will demonstrate retaining is not necessary.

Thanks

Kind regards,
