Attached to the e-mail Operational Works Application OPW26/0021 - DA Form 1, Cover Letter, Plans - 8 Duke Street_ Sunshine Beach.
Project Ref: 260102 06 February 2026 Noosa Council PO Box 141 Tewantin QLD 4565 Development Application – Operational Works (Driveway Crossover) Address: 8 Duke Street, Sunshine Beach Formal Land Reference: Lot 265 on RP48111 This correspondence forms part of a Development Application for Operational Works for Engineering Works (Driveway Crossover). The driveway crossover seeks to replace and formalise the sites existing access point from Depper Street. This application has been prepared based Council Compliance correspondence (COM25/0040), which identified that the existing second driveway crossover from Depper Street had not been lawfully established and that an Operational Works Development Permit is required to be obtained from Noosa Council. This Development Application has been lodged on behalf of ‘Lawrence Reid’. In support of this application please Replace the attached: - Completed DA Form 1; - Civil Engineering Plans, prepared by Ingeniir (Attachment 1). Subject Site / Proposed Development The subject site is located at 8 Duke Street, Sunshine Beach (Lot 265 on RP48111). The land parcel contains a lot size of 700.83m2, with frontages to Duke St (27.7m) and Depper St (24.3m). Figure 1 below demonstrates that the site is improved by an existing Dwelling House that contains access to both Duke Street and Depper Street. As demonstrated in Figure 2 below, the existing driveway from Depper Street contains two (2) concrete strips that connect to the kerb. No defined driveway crossover exists on this access point. In support of this arrangement a suite of Civil Engineering Plans have been prepared by Ingeniir (Attachment 1), which demonstrates the

proposed outcome as delivering a compliant driveway in accordance with Council’s Standard
Drawing RSD-100 and RSD-101. In order to accommodate the proposed arrangement, the
existing driveway crossover is required to be removed.
Figure 3 below demonstrates the proposed arrangement, as demonstrated in the Civil
Engineering Plans (Attachment 1).

In terms of compliance with the applicable development requirements, the proposed
development meets the following code requirements:
Low Density Housing Code
• AO8.1 – The proposed crossover has been designed in accordance with the relevant
Council standards RSD-100 and RSD-101 (replacing RS-049, RS-050 and RS-056);
• AO8.2 - Depper Street does not contain a footpath;
• AO8.2, AO11 – The proposed driveway contains a maximum driveway gradient of 4.2%;
• AO9 – The proposed driveway does not require significant modifications to the existing
road reserve;
• AO10 – The proposed driveway is not to be constructed from pavers;
Page 4
• AO12 – The proposed driveway is not located within 1 metre of a stormwater catchpit; In terms of compliance with Acceptable Outcome AO14 (including AO14.1 – AO14.4), it is noted that whilst the proposed development does not satisfy AO14.1, due to the development providing for more than one (1) driveway crossover, the proposed arrangement does not interfere with the safe and efficient use of the road networks. This is achieved due to the site being a corner lot, with each crossover achieving compliance with the intersection separation distances and Deeper Street not containing existing traffic hazards, or curves that would inhibit visibility to the driveway. It is also noted that the crossover exists on the site and therefore does not technically result in the introduction of a new traffic consideration. On this basis, the proposed crossover does not impede the safe and efficient use of the road network and the development satisfies Performance Outcome PO14. Therefore, the proposed arrangement should be supported. This Development Assessment Report has been prepared in support of a Development Application for Operational Works for Engineering Works (Driveway Crossover) at 8 Duke Street, Sunshine Beach (Lot 265 on RP48111). This Development Assessment Report demonstrates compliance with all applicable Assessment Benchmarks of the Noosa Plan 2020, and should be approved by Council, subject to reasonable and relevant conditions. Should you have any questions regarding the application, please don’t hesitate to contact me direct. We look forward to progressing through the application process Kind Regards, Michael Lyell Director URBN Town Planning
