Officer: Blake Coulston Direct Telephone: 07 53296420 Our Reference: RAL21/0003 Your Reference: 208516 12 February 2021 Total Concept Homes P/L C/- Cadcon Surveying & Town Planning PO Box 5774 MAROOCHYDORE BC QLD 4558 [email protected] Dear Sir/Madam Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. RAL21/0003 Street Address: 108 Black Mountain Range Rd Black Mountain Qld 4563 Real Property Description: Lot 2 RP 131369 Planning Scheme: Noosa Plan 2020 (25 September 2020) INFORMATION REQUIRED The information requested is set out below: Issue The submitted building envelope plan does not indicate the extent of the Landslide Hazard overlay mapping from the Noosa Plan 2020. A preliminary assessment suggests that the envelope extends into the mapped area. Information Required Provide a plan that indicates the extent of the Landslide Hazard overlay mapping from the Noosa Plan 2020 and the proposed building envelope Issue The submitted material does not include surveyed levels and slopes for the building envelope on Lot 2. Council has concerns that parts of the building envelope will exceed 25% slope. Information Required Provide a plan that indicates surveyed natural surface levels of the building envelope on proposed Lot 2. Provide a plan that indicates the slopes of the building envelope on proposed Lot 2 based on the surveyed natural surface levels. Issue The methods for on-site disposal of stormwater and effluent is critical in maintaining the stability of the building envelope for Lot 2. The submitted geotechnical report includes an Effluent Disposal Report prepared by Ground Drill that indicates a preferred effluent irrigation area and an indicative house site location. The submitted plans do not indicate preferred water tank locations or outlet scour protection. Information Required Provide additional detail on the preferred location for effluent disposal, stormwater tanks and the proposed outlet scour protection. Issue The building envelope is to demonstrate that there is area sufficient to accommodate the intended purpose of the lot that is not subject to the constraints. The proposal has not considered the constraints of the building setback requirements that are outlined in AO6 of the Rural Residential Zone Code. Information Required Amend the proposed building envelope to facilitate the prescribed boundary setbacks. Issue The current lot arrangement contains excessively irregular shaped lots. Council acknowledges that irregular shaped lots can occur when avoiding topographical and environmental constraints. However, the proposed lot arrangement is currently designed to facilitate the access easement. Easements should be created to facilitate the lot shape: not vice versa. Information Required Amend the proposed plan illustrating a more regular and rectangular shape for the new lots. Issue The abovementioned lot has ecologically important areas which the planning scheme seeks to protect. Increasing the density of development in or adjacent to these areas can lead to the reduction of the quality or quantity of these ecologically important areas due to exempt clearing provisions and the intensification of use. Information Required Provide a preliminary plan for an environmental covenant for the ecologically important areas on the lot. due date for response to information request The due date for providing the requested information is 12 May 2021. Please advise Council of your response to this information request in accordance with section 13 of the Development Assessment Rules. If you do not provide a response before the due date, it will be taken as if you have decided not to respond to the information request and Council will continue with the assessment of your application. other details You can follow the progress of this application online at www.noosa.qld.gov.au.
