Environmental Noise Level Study for Proposed Industrial Business Type 2 (Production, Alteration, Repackaging
and Repairing), 5 Taylor Court, Cooroy Page 1 of 17
INTRODUCTION
It is proposed to develop the currently vacant subject site at 5 Taylor Court, Cooroy (Lot 5 on
SP197617) with industrial sheds – “Industrial Business – Type 2, production, alteration, repackaging
and repairing”. Potential noise sources associated with these proposed industrial sheds could include:
• delivery vehicles, both raw materials and finished product;
• passenger vehicle movements on site;
• manufacturing machinery, including both metalwork and woodwork;
• motor vehicle repairs; and
• plant and equipment.
Traffic noise from the Bruce Highway, a Department of Transport and Main Roads (DTMR) controlled
road, is quite significant on the subject site and in the surrounding rural/residential area. In accordance
with the State Development Assessment Provisions, State Code 1: Development in a State - Controlled
Road Environment traffic noise must be considered for accommodation activities, child care centres and
educational establishments and hospitals. Traffic noise impact does not require consideration for this
proposed development.
The closest residences to the subject site (and separation distance) are as follows (as determined from
site visit and Google Maps):
• west, on the eastern side of Ferrells Road, approximately 470 metres;
• east on the northern side of Nandroya Road, approximately 430 metres;
• south-west on the eastern side of Ferrells Road, approximately 355 metres.
To assess current ambient noise levels the results of a 2013 extended (7-day) ambient noise
assessment which was conducted from 72 Ferrells Road, from the front (western) boundary of this
property, for another project, was adopted. The permission of the owners of this private property is
appreciated and acknowledged. This property was selected as it is more distant from the Bruce
Highway, as throughout this area traffic noise from the Highway dominates.
This report details the results of this extended ambient noise level assessment, noise limits, typical
source noise levels for the proposed development, source noise levels calculated to the closest
residential premises, state of compliance with noise limits and any required noise control measures.

CRITERIA
Measurements and Calculations
All noise level measurements were conducted in accordance with the following:
• general requirements of the Queensland environmental protection legislation;
• Environmental Protection (Noise) Policy 2008;
• Noosa Plan June 2018;
• Noise Measurement Manual, Queensland Government – Environmental Protection Agency, Version
4, August 2013; and
• Australian Standard AS 1055.1-1997, Acoustics – Description and Measurement of Environmental
Noise, Part 1, General Procedures.
Noise Limits
The Noosa Plan does not contain any specific noise limit criteria for the proposed industrial sheds.
In accordance with Schedule 1 of the Environmental Protection (Noise) Policy 2008 (EPP Noise)
acoustic quality objectives are detailed. In accordance with the Explanatory Notes for the EPP Noise:
‘… Specifically, the acoustic quality objectives must be considered in assessment processes and help
inform the decision, including any conditions that may be placed on approvals for environmentally
relevant activities. The acoustic quality objectives are not individual point source emission standards
but are total levels of noise in the surrounding environment.
In accordance with Schedule 1 of the EPP Noise the acoustic quality objectives for dwellings are:
• Outdoors, daytime and evening:
o 50 dB(A) LAeq,adj,1hr;
o 65 dB(A) LA1,adj,1hr; and
o 55 dB(A) LA10,adj,1hr;
• Indoors, night-time:
o 30 dB(A) LAeq,adj,1hr;
o 40 dB(A) LA1,adj,1hr; and
o 35 dB(A) LA10,adj,1hr;
To enable assessment against the above criteria the indoor criteria requires adjustment to be equivalent
to outside the closest residences. In accordance with the Department of Environment and Heritage
Protection Guideline Planning for Noise Control, Version 1, January 2016 the noise level reduction for a
partially closed window is 7 dB(A) and the noise level reduction for a fully open window is 5 dB(A).
Therefore, the equivalent external noise levels for the night-time period are:
o 30 + 7 = 37 dB(A) LAeq,adj,1hr;
o 40 + 7 = 47 dB(A) LA1,adj,1hr; and
o 35 + 7 = 42 dB(A) LA10,adj,1hr;
In addition to the above criteria the EPP Noise also contains noise limit criteria for ‘background creep’.
In accordance with the Explanatory Notes for the EPP Noise:
“Background creep occurs when noise levels creep higher and higher over time with the establishment
of new development in or near an area. To ensure that the level of noise in an area does not continue
to increase unreasonably, background creep needs to be controlled.”
David Moore & Associates Pty Ltd Our reference: R18062/D3342/Rev.0/25.09.18
Page 8
Hass Holdings atf The Quasar Trust
Environmental Noise Level Study for Proposed Industrial Business Type 2 (Production, Alteration, Repackaging
and Repairing), 5 Taylor Court, Cooroy Page 5 of 17
Taylor Court comprises 5 industrial parcels of land and, as these are developed, there is a potential for
background creep. Therefore the adopted noise limit criteria is background creep, which is as follows:
• for noise that is continuous noise measured by LA90,T – more than nil dB(A) greater than the
existing acoustic environment measured by LA90,T; or
• for noise that varies over time [time varying noise] measured by LAeq,adj,T – more than 5 dB(A)
greater than the existing acoustic environment measured by L A90,T.
These are the noise limit criteria which has been applied to this proposed development.
AMBIENT NOISE LEVELS
Table 1 details the range and average ambient noise levels at Monitoring Location A, near the front
boundary of 72 Ferrells Road, with the microphone elevated 1.8 metres.
For details of measurement equipment, equipment settings, monitoring location and atmospheric
conditions for the weekdays and weekend, refer Appendix A, whilst Appendix B details all of the results
of the ambient noise level measurements.
With respect to Table 1 the following should be noted:
• daytime: 0700 to 1800 hours;
• evening: 1800 to 2200 hours;
• night-time: 2200 to 0700 hours;
• ‘A’ weighted: adjustment made by the sound level meter to the measured noise to
correspond to the response of the human ear. This adjustment is
standardised by international noise standards;
• LAeq,T: the equivalent continuous (or approximately the ‘average’) ‘A’ weighted sound
pressure level for the measurement period ‘T’;
• LA1,T: the ‘A’ weighted sound pressure level exceeded for 1% of the measurement
period ‘T’;
• LA10,T: the ‘A’ weighted sound pressure level exceeded for 10% of the measurement
period ‘T’, which is an approximation of the ‘average of the maximum noise
levels’;
• LA90,T: the ‘A’ weighted sound pressure level exceeded for 90% of the measurement
period ‘T’, which is an approximation of the ‘average of the minimum noise
levels’, which is also known as the ‘background’ noise level.

CONCLUSIONS
It is proposed to develop the currently vacant subject site at 5 Taylor Court, Cooroy with industrial
sheds. Potential noise sources associated with these proposed industrial sheds could include:
• delivery vehicles, both raw materials and finished product;
• passenger vehicle movements on site;
• manufacturing machinery, including both metalwork and woodwork;
• motor vehicle repairs; and
• plant and equipment.

Hass Holdings atf The Quasar Trust Environmental Noise Level Study for Proposed Industrial Business Type 2 (Production, Alteration, Repackaging and Repairing), 5 Taylor Court, Cooroy Page 11 of 17 Traffic noise from the Bruce Highway is a significant noise source on the subject site and in the surrounding rural/residential area. In accordance with the State Development Assessment Provisions, State Code 1: Development in a State - Controlled Road Environment traffic noise impact does not require consideration for this proposed development. The closest residences to the subject site (and separation distance) are as follows: • west, on the eastern side of Ferrells Road, approximately 470 metres; • east on the northern side of Nandroya Road, approximately 430 metres; • south-west on the eastern side of Ferrells Road, approximately 355 metres. To assess current ambient noise levels the results of a 2013 extended (7-day) ambient noise assessment which was conducted from 72 Ferrells Road, from the front (western) boundary of this property, for another project, was adopted. The permission of the owners of this private property is appreciated and acknowledged. This property was selected as it is more distant from the Bruce Highway, as throughout this area traffic noise from the Highway dominates. Based on the calculations detailed in this report all potential noise sources associated with the proposed industrial sheds comply with the noise limits at all of the above closest residences, for the complete 24- hour day. To achieve this compliance with the noise limits no additional noise control measures are required. RECOMMENDATION It is recommended that, from an environmental noise perspective, the proposed industrial sheds be approved, with no noise control measures required for 24-hour operation. • Range: 10-90 dB.
Calibration
The sound level meter was calibrated to the required value of 93.8 dB at 1000 Hz immediately before
and after the noise level measurements were conducted. At no time was an adjustment of more than
0.5 dB required. This complies with the requirements of the Australian Standard.
Monitoring Location
Monitoring Location A was on the front (eastern) boundary of the private residential property at 72
Ferrells Road, Cooroy with the microphone elevated 1.8 metres above ground level. The permission of
the owner to locate the noise logger on their property is appreciated and acknowledged. Ambient noise
levels at this location would be representative of the ambient noise levels at all of the closest residences
to the subject site with a similar separation distance from the Bruce Highway. Refer Figure 1 for further
details.
Atmospheric Conditions
Throughout the ambient noise level study, atmospheric conditions complied with the requirements of the
Australian Standard.
