RECOMMENDATION
That Council note the report by the Principal Strategic Planner to the General Committee Meeting
dated 18 July 2016 and adopt the Noosa Council Flood Management Plan and Implementation
Plan for the purpose of directing flood management actions with the aim to improve resilience to
flood risks across the community.
REPORT
1. Overview
The purpose of this report is to present to Council a flood management plan and implementation
plan to guide future capital and operational investment and to coordinate actions relating to
flooding resources, policy and planning, disaster management, flood mitigation and community
awareness. The management plan will be a key strategic document which will facilitate a
consistent understanding within the community of the allocation of Council resources and
direction for future flood management.
The plan provides the background context of flooding in Noosa, summarises Council’s flooding
resources, identifies emerging issues and concerns within the catchment, waterways and
floodplains and establishes key initiatives to address these.
As part of the process a Capacity Assessment was carried out to review the organisation’s
capacity across core flood management functions. It involved surveying council staff and
assessing feedback using 45 criteria to determine the organisations flood capabilities and areas
for improvement. The assessment established a series of performance targets and
recommended a number of desired outcomes to achieve these targets.
The implementation plan presents prioritised actions from the capacity assessment and flood
management plan process. It nominates responsible staff, next steps and budget requirements. It
will be reviewed on an annual basis to reflect progress of each action and any changes to
priorities.
