GENERAL COMMITTEE MEETING AGENDA 18 JULY 2016
Planning Scheme Amendments
We are still awaiting final Ministerial approval to make amendments to the existing Planning
Scheme. This process was delayed due to the change of State Government but final State
approval following public advertising is dragging on.
REFLECTIONS AND ACKNOWLEDGEMENTS
Clearly, 2015/16 was a busy year with the Council election and the commencement of a new
Council term being a significant milestone. The list of what we have achieved is long (and
probably incomplete) but doesn’t include all of the day to day services provided like lending
library books, cleaning drains, learn to swim classes, issuing rates notices, filling potholes, fixing
public toilets, registering dogs, helping community groups etc.
This could not have been achieved without an incredible amount of hard work and commitment
by Councillors and all of our staff. We should all look back over the last year (and indeed our last
2 ½ years) with a sense of pride of what we have achieved so far. The key thing is not to rest on
our laurels. To quote Jim Collins - “Good is the enemy of great. And that is one of the key
reasons why we have so little that becomes great. We don't have great schools, principally
because we have good schools. We don't have great government, principally because we have
good government. Few people attain great lives, in large part because it is just so easy to settle
for a good life.”
Nothing is ever perfect and we will need to focus on some key areas in 2016/17 to continue our
journey. The key areas of focus in 2016/17 include:
Detailed Asset Management Plans;
Continued delivery of the Capital Works Program and adoption of a multi-year capital
program;
Ongoing development of our organisational capability (including ICT systems) and Council
organisational culture;
Commencement of consultation on the new Planning Scheme;
Development of a new Corporate Plan;
Successful delivery of high profile projects (e.g. Transport Strategy, Electric Bus trial, Rufous
Street project, Emission Reduction targets etc); and
Implementation of a number of key strategies (e.g. Social Strategy, Local Economic Plan and
Library Review).
