GENERAL COMMITTEE MEETING AGENDA 18 JULY 2016
3. Key Initiatives
The Plan identifies around 50 key initiatives to be implemented over the next 5 years. Some of
these include:
Flood Resources (flood studies, mapping, records, survey)
Prepare a detailed flood study for Six Mile Creek (Cooroy/Lake Macdonald area)
Complete the upgrade of the Noosa River Flood Model to cover major watercourses and
floodplains of the Noosa River catchment.
Explore foreshore erosion within the lower reaches of the Noosa River using the Noosa
River model.
Update flood mapping layers on Council’s mapping systems for planning scheme mapping,
disaster management and development assessment.
Collect peak flood level records along Kin Kin Creek for a variety of flood events to improve
flood model calibration in this location.
Install maximum height flood gauges (MHG) along Kin Kin Creek adjacent to Dr Pages
Road and identify potential locations for additional radio telemetry flood gauges.
Complete additional bathymetric (river bed) survey of Noosa River to supplement existing
survey information and assist with monitoring changes to the river’s bed profile.
Review Council’s guidelines for the collection and storage of flood related field data.
Establish a procedure for collecting and storing historical flood levels and incorporate data
into an assessable GIS environment.
Provide an automated flood search certificate system for generating and issuing
certificates.
Policy and planning
Prepare planning scheme provisions for flooding consistent with the principles adopted in
the flood management plan for inclusion in the new planning scheme.
Prepare a planning scheme policy as part of the new planning scheme outlining preferred
methods and parameters for flood studies and flood management.
Include the areas of maximum flow velocities on the flood overlay maps for the new
planning scheme to assist with development assessment and design.
Establish a flood focus group that meets periodically to coordinate the planning and
management of flood related activities and information across Council.
Prepare a climate change adaptation plan that addresses future flood hazard risk and the
likely associated consequences for vulnerable communities and infrastructure and
identifies future options for discussion with the community.
Disaster management
Undertake regular review and maintenance of all radio telemetry gauges and maximum
height gauges and determine flood trigger levels for vulnerable communities and
infrastructure.
Continue to provide flood related disaster management training to staff in relation to the
Enviromon system (data logging and alarm system) and general hydrologic and hydraulic
characteristics of the Noosa Shire catchments.
Develop a community flood awareness programme to raise awareness of flood risks and
identify strategies to mitigate these.
Scope and prepare a flood mitigation strategy to identify flood mitigation options and
prioritise potential works.
