PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 8 DECEMBER 2020
4. The responsible entity could influence emissions reduction from a particular source.
5. The emissions are from outsourced activities that were previously undertaken within the
organisation’s boundary or from outsourced activities that are typically undertaken within the
boundary for products or services
Accurate data was not available for the electricity consumption of Council’s leased assets and
estimation methods did not accurately reflect the usage patterns of Council’s tenants. Similarly,
accurate data for Council employee commuting was not available and has been excluded for the
2019/20 carbon footprint. Council officers are endeavouring to determine efficient data collection
methods to include these sources in future years.
Based on the relevance test, the following Scope 3 emissions were excluded from the 2019/20
carbon footprint calculations
Purchased goods and services – where an initial screening resulted in supplier emissions
estimated at <300 tonnes of CO2e
Investments – at the time of reporting data was not available for inclusion
Key Action 2: GHG emissions will be measured annually. Progress towards the defined net
zero emissions target will be included in Council’s annual reporting.
The 2019/20 Carbon Footprint is presented in Table 1
Noosa Council Carbon Footprint 2019/20
Emissions (tonnes CO2e) % of total footprint
Scope 1
Transport Fuels 823 1.6%
Stationary Fuels 200 0.4%
Refrigerants 229 0.5%
Landfill emissions 31427 62.9%
Scope 2
Electricity - large sites 1295 2.6%
Electricity small sites 588 1.2%
Rate 3 Streetlights 108 0.2%
Scope 3
Purchased goods & services –
operational & capital 12834 25.7%
Business Travel 54
0.1%
3rd Party controlled Streetlights 2093 4.3%
Fuel losses – transport & distribution 348 0.7%
Total emissions 49999
Table 1: Noosa Council Carbon Footprint 2019/20
To demonstrate the changes in Council’s emissions over time, Table 2 provides the carbon footprint
by year and illustrates a material >10% increase or decrease in emissions from the previous year
through colour coding: – red showing an increase in emissions from the previous years, green
shows a decrease in emissions from the previous year and no colour show the emissions with a
small variation (<10%) from the previous year, or that the emissions were not included in the
previous year’s calculations.
